to the general public from
May 1 through June 1,
2020. Firewood is import-
ant to many individuals as
a primary heat source. This

Umatilla National For-
est officials urge the public
to plan ahead and contact
their local ranger district
prior to starting their trip.
Many Forest roads are still
not accessible due to mud,
snow or snow drifts. In
addition, traveling on thaw-
ing, saturated, and muddy
roads can result in resource
damage and serious safety
concerns, especially if vis-
itors are unprepared.
Additionally, the public
is reminded that all camp-
grounds, trailhead facil-
ities, picnic areas, rental
cabins, Sno-Parks, and
boat ramps are temporarily
closed to limit the spread of
COVID-19. Forest roads,
trails and general forest
lands remain open to the
public, but all visitors are
strongly urged to practice
social distancing.
Flood repair activities
are ongoing and some roads
and trails on the Forest are
closed due to flood damage.
All closure signs will be
posted on the ground and
detailed maps of the closure
information is available on
the Forest website and at
any Forest office.

Library District
forgives fines
The Oregon Trail Li-
brary District Board of
Directors voted, April 22,
to forgive all patron fines
incurred during the last two
years. Fines are assessed at
20 cents a day per book or
DVD if an item is overdue.
Library Director Kathy
Street presented the idea to
the board. Street stated that
eliminating the fines would
reduce barriers to library
service.
Libraries have long
believed that charging over-
due fines encouraged pa-
trons to return items in a
timely manner. In January,
the American Library Asso-
ciation passed a resolution
on Monetary Library Fees
as a Form of Social Inequi-
ty. Studies find that overdue
fines actually prevent pa-
trons from using libraries
and the idea of possible
fines can prevent families
from applying for a library
card.
During this time of
COVID-19, OTLD patrons
have access to many re-
sources the library provides
in a digital format. This
includes ebooks, digital
magazines, online learning
and more. If a patron has $5
or more in fines their priv-
ileges are suspended and
they are unable to access
these digital resources.
Library staff have been
working with patrons who
call for help with their
cards. Forgiving the fines
incurred in the last two
years will clean up many
accounts. Street told the
board that many people
would not call to ask for
help and this is a big step to
making the library available
for all of our patrons.

The Forest is providing
these authorization packets
to the public in the follow-
ing ways:
-An individual can
pick-up an authorization
packet at any one of the
five National Forest offices
during regular business
hours. A self-service table
will be located near the
front entrance at each of-
fice. Forest staff ask that
woodcutters leave contact
information in the onsite
drop box when picking up
their packet.
-An authorization
packet may be requested
electronically by sending an
email to r6_umatilla_pub-
lic_inquiries@fs.fed.us. A
Forest employee will assist
individuals with complet-
ing proper documentation
to receive the electronic
authorization packet.
-Forest users can also
obtain the 2020 free fire-
wood cutting authorization
packet from several local
partner businesses. Individ-
uals will be asked to com-
plete a contact information
card prior to receiving their
packet.
Woodcutters must carry
the authorization packet
with them while cutting.
Firewood cutters are also
required to carry an axe,
a shovel, an 8 oz. capacity
or larger fire extinguisher
and have their chainsaw
equipped with an approved
spark arrester when cutting
wood.
The Forest intends to
USDA reports
record enrollment
Producers signed a re-
cord 1.77 million contracts
for the U.S. Department of
Agriculture’s Agriculture
Risk Coverage (ARC) and
Price Loss Coverage (PLC)
programs for the 2019 crop
year, which is more than
107 percent of the total con-
tracts signed compared with
a 5-year average. USDA
also reminds producers that
June 30 is the deadline to
enroll in ARC and PLC for
the 2020 crop year.
Producers interested in
enrolling for 2020 should
contact their FSA county
office. Producers must en-
roll by June 30 and make
their one-time update to
PLC payment yields by
September 30.
FSA attributes the sig-
nificant participation in the
2019 crop year ARC and
PLC programs to increased
producer interest in the
programs under the 2018
Farm Bill and to an increase
in eligible farms because of
the selling and buying of
farms and new opportuni-
ties for beginning farmers
and military veterans with
farms having 10 or fewer
base acres. Enrollment for
2019 ended March 16.
