MCHD to seek remodel loan
The Morrow County
Health District Board, at
their regular meeting in
Ione Monday night, voted
to seek a $12 million USDA
loan to fund a proposed re-
model of Pioneer Memorial
Hospital and build a new
Pioneer Memorial Clinic,
both in Heppner. The inter-
est rate for the USDA loan
had recently dropped to 2.7
percent, which prompted
the board to act while the
rate is still low.
The board also ap-
proved an expenditure of
up to $148,000 for a new
ambulance and an addition-
al $12,500 to repair Board-
man’s second ambulance.
Health district CEO
Bob Houser told the
board the district received
$189,882 from the Colum-
bia River Enterprise Zone
II at the CREZ II meeting
on January 24. CREZ II
receives monies from enti-
ties at the Port of Morrow
in lieu of taxes. Houser
said MCHD had requested
$250,000.
Houser also prompt-
ed the board to begin the
recruiting process for his
position; his contract with
the district expires in De-
cember of this year.
He reported the district
has hired Pacific Compa-
nies to begin recruitment
for a physician at the Irrigon
Clinic, following the resig-
nation of Dr. Richard Ab-

allay, and also interviewed
a family nurse practitioner
on Jan. 16 at IMC.
Houser informed the
board that Physician’s As-
sistant Amanda Fabian has
agreed to stay on as a pro-
vider through April, primar-
ily at IMC, following Nurse
Practitioner Betty Hamill’s
return after surgery. Hamill
is scheduled for half-days in
Heppner initially after her
return. Fabian will spend
two days at the Heppner
clinic and three days at
the Irrigon clinic, he said.
The board also approved
credentials for Dr. Betsy
Anderson, who has signed
a one-year contract with the
district. She will hold office
hours beginning in March
and provide coverage in
the emergency room. Dr.
Anderson worked for the
district previously prior to
moving to La Grande.
Houser also said Ka-
tie Mencos, PA-C, has re-
ceived an Oregon state
license and is awaiting
other documents prior to
beginning the credentialing
process. He said she will
shadow providers at IMC
and work in the emergency
room at Pioneer Memorial
Clinic in Heppner in late
January and February.

In other business, Jamie
Houck, MCHD chief nurs-
ing officer, reported that
Molly Rhea, RN, has start-
ed her position as the new
director of Home Health
and Hospice. Rhea had
previously worked for the
district as Home Health and
Hospice director and direc-
tor of nursing. Houck also
reported Jackie Alleman
started January 6 as the new
Hospice volunteer coordi-
nator and has been train-
ing with former Hospice
coordinator Cyde Estes.
Houck said, “The Hospital
Nurse Staffing Committee
continues to meet quar-
terly to work through the
accepted plan of correction
and implement changes.”
Certified Medical Assistant
Pam Piper is the newest
member of the committee.
The committee meets next
on February 12.
Houser also told the
board:
-the asbestos survey for
Pioneer Memorial Hospital
was completed on Jan. 6
and the district has received
a 70-page document con-
cerning the issues that need
addressed. Houser said the
next step will be to have an
asbestos abatement team
come into the hospital to
determine what action will
be taken. Mahoney said
some of the areas requiring
asbestos abatement have
already been addressed.
-Mt. Valley Land Com-
pany has indicated that
they will try to be out of
the district’s building in
Boardman by the end of
January. The Boardman
building also houses Mur-
ray’s Boardman Pharmacy
and the physical therapy
office. The district is in
the process of determining
how much space physical
therapy needs.
In other business, the
board received the follow-
ing reports for December:
-Pioneer Memorial
Hospital had four acute
admissions for the month,
three swing bed (skilled)
admissions, nine admis-
sions for observation, one
hospital respite admission,
544 total outpatients, 85
emergency room admis-
sions, 1,542 lab tests, 116
x-ray/ultrasound tests, 28
CT scans, eight MRI scans,
23 EKG tests, six lower
endoscopy procedures, 29
respiratory therapy proce-
dures.
-Home Health had 77
visits.
-Hospice had three ad-
missions and two deaths.
-Pharmacy had 3,046
drug doses for $79,936 in
drug revenue.
-Pioneer Memorial
Clinic had 330 patient vis-
its for December with eight
