deputy be in the area. Also
advising they are going to
be pressing charges. Under
investigation.

port on Hwy 74 Lena, Hep-
pner that there is a lost dog
that has tags but won’t let
the RP close to him. Unable
to locate.
-MCSO received a
report at Heppner Grade
School, NE Stansbury,
Heppner of a vehicle parked
in the middle of the inter-
section.
-MCSO received a re-
port on NW Canyon Dr,
Heppner of a 39 y/o female
that is freaking out and
throwing things.
-MCSO received a re-
port on Bunker Hill Ln,
Heppner that subject is
sending him messages re-
garding she is suicidal.
-MCSO received a re-
port at Blake Ranch Rd/
Chickadee Rd, Heppner
that subject put the cows
into Blake’s Ranch and
she does not believe this
is legal.

port at Heppner Market
Fresh on N Main ST, Hep-
pner that RP would like a
deputy to respond regarding
a female they want kicked
out. She had been stealing
things and causing a scene.
-MCSO received a re-
port on Washington Ln, Ir-
rigon of multiple gun shots
towards the river. Unable
to locate.
-MCSO received a re-
port at SE Division Rd/SE
Wyoming Ave, Irrigon that
there are two horses near
the school on Division.
Drinking hot water, no
shade, abused.
-MCSO received a re-
port on Pioneer Ln, Board-
man that his sister is passed
out in the bathroom, can’t
get the door open. He can
see her under the door, but
can’t get in. Patient trans-
ported to GSH.
-MCSO received a re-
port at W Sperry St/NW
Morgan ST, Heppner that a
red flat bed pickup is trav-
eling at a high rate of speed.
Unable to locate.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that a shite or light gray
Volkswagen flew through
the area. Deputy responded
and checked area.
-MCSO received a re-
port at I 84/Paterson Ferry
Rd, Irrigon that a Chevy
Avalanche almost ran RP
and several others off the
road. Citation issued.
-MCSO received a re-
port on I 84 W, Boardman
of a semi casing in the road.
Deputy responded and re-
moved hazard.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that three dogs are
running loose in the area.
Unable to locate.

port on I 84 W, Boardman
that there is a semi that is
going off the road on either
side and swerving to the
other side. Referred to other
agency.

Homestead Ln, Boardman
of a non-injury MVA into
the fence. Driver was issued
citation for no ops.
-MCSO received a re-
port at Love’s Travel Stop
on Tower Rd, Boardman
that another truck trailer
backed into his truck.

port at Irrigon Shell Station
on E Hwy 730, Irrigon that
a male subject parked so
that subject wasn’t able
to get into vehicle. Person
re-parked and then blocked
driver in.
-MCSO received a re-
port on I 84 E, Boardman
of a rollover MVA, en-
trapment. Several subjects
transported to GSH and one
subject life flighted.
July 31: Morrow Coun-
ty Sheriff’s Office received
a report on Hwy 207 Echo,
Echo of a motorcycle down,
no one around. Cancelled.
-MCSO received a re-
port on SE Court St, Hep-
pner that there has been
consistent foot traffic of
juveniles and adults with
backpacks. Advises it is the
same people she calls on
for suspicious activity on
Riverside.
-MCSO received a re-
port on Halvorsen Ln, Ione
of a wheat fire.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a gray, possibly
Toyota Corolla, sped down
towards Tenth St. Unable
to locate.
-MCSO received a re-
port on Kunze Ln, Board-
man that RP got in an ac-
cident at the end of her
driveway. Female driver
was issued citation.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that a red Honda almost
hit his fence, backed up and
spun his tires.
-MCSO received a re-
port at Columbia River
Community Health Ser-
vices on Tatone St, Board-
man of 62 male, suicide
attempted overdose. Trans-
ported.
-MCSO received a re-
port on Washington Ln,
Irrigon that pigs are out.
-MCSO received a re-
port on I 84 W, Echo of a
ladder in the road. Referred
to other agency.
-MCSO received a re-
port of suspicious activity
at E Rock St, Heppner.
August 5: Morrow
County Sheriff ’s Office
received a report at Colum-
bia View on Columbia Ave,
Boardman that RP can hear
male and female yelling at
each other. BPD and MCSO
responded, made contact
with subjects. No further
signs of disturbance.
-MCSO received a
report on SE Utah Ave,
Irrigon that subject told
company that subject was
trying to back up when he
walked by. Believes it was
a threat.
-MCSO received a re-
port at N First ST/E Hwy
730, Irrigon that a Hyundai
almost ran the RP over on
Hwy 730.
-MCSO received a re-
port at United States Forest
Service on S Main St, Hep-
pner that there are 8 or 9
fires in the area of the OHV
Park and 21 Rd.
-MCSO received a re-
port on Linden Way, Hep-
pner that the empty lot near
the location has a backhoe
parked. RP advised to have
a deputy check it out.
-MCSO received a re-
port on Paul Smith Rd,
Boardman that cows are
out.
-MCSO received a re-
port at on Hwy 207 Spray,
Heppner that he picked up
a dog between Hardman
and Anson Wright. Dog
appeared to have been there
for a few days.
-MCSO received a
report at Heppner Shell
Station on N Main St, Hep-
pner of a suspended driver.
Deputy responded and con-
tacted the subject. They had
someone pick them up.
-MCSO received a re-
port between Heppner and
Ione that her truck broke
down last night, came back
to get it and it is gone. RP
August 9: Morrow
County Sheriff ’s Office
received a report on SW
Wyoming Ave, Irrigon of
a disturbance. Parties are
separated, both parties are
intoxicated. Stephen Ron-
ald Bray was arrested and
lodged at UCJ with no bail.
-MCSO received a re-
port on NW Gale St, Hep-
pner that someone came
inside his screen door and
stole cat food. He believes
he knows who it is.
-MCSO received a re-
port at Java Junkies on E
Hwy 730, Irrigon that she
has a black lab she picked
up. MCSO responded and
dog was transported to pet
rescue.
-MCSO received a re-
port on I 84 W, Boardman
of a dog crate in the road.
Referred to other agency.

port on W Eighth Rd, Ir-
rigon that his mother isn’t
feeling good. Patient trans-
ported to GSH.
-MCSO received a
report at Willow Creek
Country Club on Hwy 74,
Heppner that on Wednesday
the lock on the box money
drop had been cut and the
money was taken, at least
$60, possibly more.
-MCSO received a re-
port at Laurel Ln/Yates Ln,
Boardman of a motorcycle
accident. Patient was trans-
ported to GSH.
-MCSO received a re-
port at Heppner Reservoir
on Willow Creek Rd, Hep-
pner that she lost her phone.

man that RP is following
a subject in a white Ford
Explorer or Expedition he
believes is being operated
by an intoxicated driver.

Fairgrounds on Hwy 74
Lena, Heppner that some-
time last night someone ran
into the fence on the lower
lot for contestant parking.

74, Heppner that a vehicle
passed RP on the double

pner that female had been
kicked out of her house and
her stuff broken.

received a report at Sin-
clair Station on Main St N,
Boardman that a male has
been in the bathroom for
a long time. Acting suspi-
cious. Unable to locate.
-MCSO received a re-
port at Wagon Wheel Loop,
Irrigon of a calf out. Deputy
assisted putting the calf
back in the pasture.
-MCSO received a re-
port of a brush fire on Balm
Fork Rd, Heppner just past
the lake.
-MCSO received a re-
port at Hoop n Holler Ln/
SE Division Rd, Irrigon of
a dead deer just off the road-
way laying by the bridge.
-MCSO received a
report at Umatilla Fish
Hatchery on Riverview Ln,
Irrigon of an abandoned
dog that has been there for
approximately a week.
-MCSO received a re-
port at Love’s Travel Stop
on Tower Rd, Boardman
that an employee was ter-
minated and won’t leave the
vehicle. Subject was given
a courtesy ride to Pilot to
catch a bus.
-MCSO received a re-
port on SE Alfalfa St, Hep-
pner that a male subject
came to residence and tried
to open the door. Deputies
responded and subject was
trespassed from residence.
-MCSO received a
report on NW Water St,
Heppner that Antonio Vi-
esca was arrested for PCS
meth-felony as well as
UCCC warrant. Lodged at
UCJ with no bail.
-MCSO received a re-
port at Heppner Shell Sta-
tion on N Main St, Heppner
that a subject left a horse
trailer and was supposed to
move it.

MVA. Female is in the car
crying. Slide off, dodging a

announces election results
Morrow County U.S.
Department of Agricul-
ture (USDA) Farm Service
Agency (FSA) announced
that Mark McElligott of
Ione was elected to repre-
sent his local administrative
area (LAA 3) during the
recent county committee
election.
“County committee
members are a critical com-
ponent of the day-to-day
operations of FSA,” said
Kyle Carnine, county ex-
ecutive director. “They
help deliver programs at the
county level and work to
serve the needs of local pro-
ducers. All recently elected
county committee members
will take office in January
2020 and will be joining the
existing committee.”
Every FSA office is
served by a county com-
mittee made up of local
farmers, ranchers and for-
esters who are elected by
local producers. Nearly
7,800 FSA county com-
mittee members serve FSA
offices nationwide. Each
committee has three to 11
elected members who serve
three-year terms of office.
County committee
members impact the ad-

a community by applying
their knowledge and judg-
ment to help FSA make
important decisions on its
commodity support pro-
grams, conservation pro-
grams, indemnity and di-
saster programs, emergency
programs and eligibility.
County committee
members impact produc-

the culture of a local FSA
office. They also ensure
the fair and equitable ad-
ministration of FSA farm
programs in their counties
and are accountable to the
Secretary of Agriculture.
Members conduct hearings
and reviews as requested
by the state committee, en-
sure underserved farmers,
ranchers and foresters are
fairly represented, make
recommendations to the
state committee on existing
programs, monitor changes
in farm programs and in-
form farmers of the purpose
and provisions of FSA pro-
grams. They also assist with
outreach and inform under-
served producers such as
beginning farmers, ranchers
and foresters, about FSA
opportunities.
