Glenn wants is the property
he dedicated for a new road
36 years ago to be properly
named. Glenn said he and his
partner Dewey West, in 1983
dedicated some land between
Wilson Road and the new
Port of Morrow interchange
for a new county road. It was
supposed to be named Laurel
Lane. He says the name at the
last minute was changed by
then county judge Don McEl-
ligott without Glenn’s written
permission, to Laurel Road,
and the county has been refer-
ring to it by road since. Glenn,
who lives on Laurel, says it’s
wrong and he wants it fixed.
The road runs between Wilson
Rd. and the I-84 interchange
and is less than one mile long.
After what he says has
been a 30-year effort to get the
name changed back to Laurel
Lane, Glenn last month began

of Irrigon, was arrested on
a Morrow County Circuit
Court Secret Indictment
Warrant on Sodomy II and
Sex Abuse I after a pursuit
through a cornfield and a
hemp field on the evening
of August 12.
After some strategic
planning and organization
Patrol Sgt. Nathen Braun
attempted a traffic stop on
Kelly. After failing to stop,
Kelly attempted to elude,
leading Sgt. Braun, Sgt.
Snyder and Undersheriff
Bowles on a pursuit. Sheriff
Ken Matlack, Patrol Sgt.
Todd Siex, Deputy Tanner
Cooney, Deputy Thomas
Way and Deputy Taylor
Wasserman were all in the
area attempting to close off
escape routes.
Kelly and a passen-
ger fled in a 2007 silver
Suburban driving east on
Columbia, then east on
Highway 730. Kelly turned
south on Division toward
Depot Lane. The suspect
then entered a cornfield
and a hemp field and drove
around some irrigation cir-
cles, eventually getting
stuck in the brush. Both
a correspondence with the
county. Last week he showed
up with his wife Frances at the
county commissioner meeting.
“I am no longer in the mood
to agree to the name ‘Laurel
Lane Road’,” Glenn told the
commissioners. “Therefore,
I expect Morrow County to
comply to the dedication and
amend any and all maps to
show the name Laurel Lane.”
And Glenn hinted that he
could legally withdraw his
dedication of the property if
his request is not complied
with.
Glenn says the Boardman
postmistress says the road he
lives on, to the Post Office
anyway, is Laurel Road. A sign
at the Yates road end of Laurel
says Lane and a sign at the oth-
er end where it intersects Wil-
son Rd., is apparently trying
to have it both ways. He says
both the City of Boardman and
Morrow County say the name
is Laurel Road.
“I do not expect to be
compelled to exercise my
right of reversion (negating
the dedication of the land
for the road) contained in
the dedication,” Glenn said.
“Morrow County can accept
the dedication pursuant to
the conditions contained and
thereby avoid the significant
cost of litigation,” the former
attorney Glenn wrote.
Glenn did say that he
“may” have made a verbal
agreement with McElligott to
accept the name change but he
needs to fix it,” county legal
counsel Justin Nelson said in
going with officially changing
the name to Lane. County
planner Carla McLane was
at the meeting and said the
change would require the same
road name change procedure
as any other, notify property
owners along the road, holding
a public hearing and then the
county commission taking the
legal action to change it. The
commission voted unanimous-
ly to move forward with the
process of making the change.
In other business the com-
missioners heard from county
administrator Darrell Green
who said he had received a
bid of $77,629 for remodeling
the Bartholomew Building
in Heppner. The commission
voted to accept the bid from

Sheriff’s Report
Jeffrey Alan Kelly
suspects attempted to flee
on foot but were taken into
custody about 20 minutes
after the attempted traf-
fic stop. Passenger, Lucia
Madrigal, 31, of Board-
man was initially detained
and later released without
charges.
Jeffrey Alan Kelly was
arrested on Morrow County
Circuit Court Secret Indict-
ment Warrant on Sodomy
II and Sex Abuse I. He
is lodged in the Umatilla
County Jail with bail set at
$1,000,000. Further prob-
able cause (PC) charges
are pending. They include
Felony Elude, Criminal
Mischief I, Criminal Tres-
pass II (X3), Reckless En-
dangering (x3) and Fail to
Register as a Sex Offender.

to me and vaguely represent-
ed that Morrow County was
required to name north-south
roads ‘Roads’ and east-west
roads ‘Lanes’. Based on that
representation I did verbally
agree that Laurel Lane could
be named ‘Laurel Lane Road’
although to do so would de-
stroy the poetic ring of ‘Laurel
Lane’,” he says. However,
Glenn now says he expected to
receive something in writing
backing up that verbal name
change agreement. But “none
has ever been presented.” He
adds that the crossing out of
the name was done by McEl-
ligott only and was not an ac-
tion of the full three-member
county court.
Glenn’s wife Frances said
she taught business at the
Riverside High School for
many years and knows it takes
more than one person signing a
contract to make it legal. “Two
parties have to sign,” she says
concerning only an initial on
the document by McElligott.
“We are going to be around for
only five or ten more years and
after that name it whatever you
want,” she said.
County officials seemed
to agree that the road name
needs to be changed to Laurel
Lane. “I’m going to enforce
the deal that was made,” Com-
missioner Jim Doherty said in
siding with the name Laurel
Lane. “I think the county

port at Hinton St/NW Gale
St, Heppner that subject just
ran RP off the road near the
museum. Advised she had
to go up on the curb to avoid
being hit.
-MCSO received a re-
port at Heppner Shell Sta-
tion on N Main St, Heppner
that he backed into the
fifth wheel across from the
store. Advised there isn’t
any damage to the trailer
but there is damage to his
vehicle and glass in the
parking lot.
-MCSO received a
report on SE Utah Ave,
Irrigon that there is a car
driving around playing loud
music. Unable to locate.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that red Pontiac Grand
Am drove down Utah and
stopped in front of RP’s
house, put the car in neutral
and revved his engine. RP
feels harassed by the male
subject and wants a deputy
to make contact. He does
not know his name but has
called in several complaints
about this vehicle. Unable
to locate.
-MCSO received a
report on Columbia Ln,
Irrigon that RP heard a lit-
tle girl scream. When she
looked up, she saw 4-5 dark
figures running up the street
toward the fish hatchery and
they disappeared after Third
Street, chasing a little girl
who she heard scream sev-
eral times. Unable to locate.
-MCSO received a re-
port that Joseph William
Leonard was arrested by
Portland Police Department
on IJC warrant. Lodged at
Multnomah County Jail
awaiting transport.
-MCSO received a re-
port at Irrigon High School
on SE Wyoming Ave, Ir-
rigon that the concession
stand has a light on. Un-
able to located anything
suspicious. Did secure the
bathrooms.

Heard from Sgt. Ivy Zim-
merman Adams and Deputy
Erik Patton of the Sheriff’s
office about a new software
program to replace an old and
outdated system. The new
software will be used for civil
law, record keeping and office
manager. The old system was
created in 1985 and support
for the program ended 25 years
ago. The program will auto-
mate several processes that are
currently done by hand and is
very customizable, Zimmer-
man Adams said. She said all
the data would be backed up
offsite for reinstalling in the
event of a computer crash. The
contract for the new system is
$41,798, plus approximately
$5,000 per year for mainte-
nance and support, which the
commission voted to approve.
