MCHD approves expenditures

The Morrow Coun-
ty Health District Board,
at their monthly meeting
Monday night in Ione, ap-
proved expenditures of
$116,555 to fund emer-
gency medical services
positions in Heppner.
One position, funded
for 11 months at $27,204,
including salary, taxes and
benefits, would add para-
medic duties to a current
housekeeping position.
Hiring of a new EMT
or paramedic was also
approved for $70,854 to
$89,351 for 10 months’
salary, taxes and benefits,
depending on the level of
certification.
MCHD CEO Bob
Houser said that adding the
two positions has become
necessary because of the
lack of volunteers. “Vol-
unteers aren’t just showing
up in the Heppner area,”
said Houser. “I didn’t see
it coming that quickly.”
Chief Financial Officer
Nichole Mahoney said that
the district lost three in the
past month.
MCHD had previously
added a paid EMT position
in Irrigon.
Also at the meeting,
the board approved up to
$2,000 to fund an electric
door at the Ione Fire Hall
which houses the health dis-
trict’s ambulance in Ione.

Rural Fire Protection Dis-
trict, said the current man-
ual roll-up doors at the hall
are aging and they have had
“issues with doors properly
locking and coming open.”
The board, howev-
er, rejected a request for
$1,500-$2,000 from the
city of Heppner to purchase
an automatic defibrilla-
tor to install at city hall.
Board member Leann Rea
suggested that the city ap-
proach Morrow County
for the funding but said the
board would reconsider
the request if that too was
rejected.
The district had good
news concerning the prof-
it-loss statement through
June, with a $301,432
gain for the month. Fig-
ures showed $1,002,889 in
gross patient revenue for
the month with $105,755
in revenue deductions,
$160,914 in tax revenue and
$92,235 in other revenue
for $1,361,793 in total op-
erating revenue; $1,097,141
in total operating expenses,
and a non-operating gain
for $36,799.
Also at the meeting,
Houser reported that Re-
becca Moore started July 22
as a certified social worker
associate and can see pa-
tients. The district is now
seeking a licensed clinical
social worker for Pioneer
Memorial Clinic.
In other business, the
district reported:
-eight admissions at
Pioneer Memorial Hospi-
tal in June, four swing bed
admissions, six admissions
for observation, 533 outpa-
tients, 93 emergency room
encounters, 1,558 lab tests,
128 x-ray/ultrasound tests,
42 CT scans, three MRI
scans, 28 EKG tests, five
lower endoscopy proce-
dures, two upper endoscopy
procedures, 50 respiratory
therapy procedures.
-Home Health reported
128 visits.
-Hospice had two ad-
missions.

$76,798 in revenue.
-Heppner Ambulance
had 33 transports for the
month for $50,017 in reve-
nue; Boardman Ambulance
had 25 transports for the
month for $45,867 in reve-
nue; Irrigon Ambulance had
14 transports for $21,431.
Ione Ambulance reported
no transports.
-Pioneer Memorial
Clinic in Heppner had 291
patient visits in June; Irri-
gon Clinic had 264; Ione
Clinic had 40.
An executive session
was held at the end of
the meeting under ORS
192.660(2)(h) to discuss
current litigation or litiga-
tion likely to be filed.
