The Morrow County Sheriff’s Office has released the following information:
January 30 (cont.):
Morrow County Sheriff’s
Office received a report her
son is being bullied by a
young white male at school.
Under investigation.
-MCSO received a re-
port at S Main St, Heppner
of dog at large. No answer
at door. Deputy will attempt
to catch the dog if it comes
back out onto the street.
-MCSO received a re-
port on I 84 W, Boardman
of single car MVA, flipped
over on Paterson ferry Rd.
Advises she saw the car flip
several times.
-MCSO received a re-
port on Olson Rd, Board-
man that he lost his little
black and grey mini schnau-
zer.
-MCSO received a re-
port at Depot Ln/W Eighth
Rd, Irrigon of a fire near the
canal. Unable to locate.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that neighbor over
on Brandon that drives a
green GMC SUV is always
playing his music too loud.
Unable to locate.
-MCSO received a re-
port on Hwy 730, Irrigon
of a single vehicle MVA in
water. RP advised some-
thing jumped out and she
swerved to avoid it and
went off the road into a
swampy area.
-MCSO received a re-
port at Irrigon Shell Station
on E Hwy 730, Irrigon that
there is a vehicle tucked in
the corner of the parking lot
and this is the second night
in a row it has been there
when RP gets off work. It
appears there is one subject
in the vehicle. Deputies re-
sponded and contacted the
subject. He will be leaving
and staying with a friend.
January 31: Morrow
County Sheriff’s Office re-
ceived a report on SE Utah
Ave, Irrigon that there is a
vehicle driving around the
neighborhood playing their
music at full blast. Unable
to locate.
-MCSO received a
report on SE Utah Ave,
Irrigon that a white Lin-
coln Continental flew pas
towards Tenth.
-MCSO received a re-
port at N First St/E Hwy
730, Irrigon that driver in
a Jeep almost hit him at the
crosswalk.
-MCSO received a re-
port at Irrigon High School,
SE Wyoming Ave, Irrigon
of three juveniles at the
school with tobacco or
inhalant delivery systems.
Citation issued.
-MCSO received a
report at SE Kristen Dr/
SE Wyoming Ave, Irrigon
that subject was near the
area laying on the ground
playing with a bicycle for
hours and she thought it was
suspicious.
-MCSO received a re-
port that Amy Robinson
was arrested by MCPP on
warrant, lodged at UCJ,
no bail.
-MCSO received a re-
port on NE Oregon Ave,
Irrigon that subject is fiving
underage children tattoos
and there is no sanitation,
he is only changing needles.
Under investigation.
-MCSO received a re-
port on Wilson Ln, Board-
man of possible domestic
or abuse situation. Deputy
responded. Verbal only, no
crime of evidence of abuse.
-MCSO received a re-
port on SE Cannon, Hep-
pner that there is a truck on
the back of her house on her
neighbor’s property. Hus-
band is the one driving it.
-MCSO received a re-
port at Rand Rd/Hwy 730,
Irrigon that he male Dober-
man has been missing since
yesterday.
-MCSO received a re-
port on Prickly Pear Ln,
Irrigon that a dog is out.
-MCSO received a re-
port on I 84 E, Boardman
of a red SUV going about
85, pulling behind them
and flashing their lights
and weaving in and out of
traffic.
-MCSO received a re-
port at Pleasant View Rd/
Hwy 730, Irrigon of suspi-
cious vehicle, white Ford
pickup. Umatilla Electric
vehicle out staging the area
for work.
February 2: Morrow
County Sheriff ’s Office
received a report that Kevin
Scott Jones was arrested on
MCSO warrant and lodged
at Union County jail.
-MCSO received a re-
port on NW Esther Ct,
Irrigon that there is a black
German shepherd that is
running around the neigh-
borhood chasing other dogs
as well as people. Unable
to locate.
-MCSO received a re-
port on Hilltop Rd, Board-
man that subject is at their
house in a trailer and they
want him to leave, he is re-
fusing to do so. Unfounded.
-MCSO received a re-
port at Hwy 74/Fuller Can-
yon Rd, Heppner that a dog
is in the middle of the road.

-MCSO received a re-
port on SE Utah Ave, Irri-
gon that a juvenile is riding
a quad on Tenth Street with
no helmet. Unable to locate.
-MCSO received a re-
port at Paterson Ferry Rd/
Hwy 730, Irrigon that a
blue Mazda SUV tailgated
her through Irrigon then got
in front of her and slammed
on their brakes. They turned
north on Paterson Ferry

offered for sale in a sealed bid process. The approximately 1.5 acre lot is
located on the northwest side of Penland Lake.
In the event of a bid tie will be given 48 hours to submit a revised additional
bid. Bids must be RECEIVED by the Lake Penland Corporation Secretary at PO
BOX 95 Heppner OR 97836 no later than MAY 24, 2019. Bids must be in a sealed
envelope clearly marked “BID” on the exterior. Bids will be opened on Sunday May
26, 2019 at 3:30 PM at the Columbia Basin Electric Board Room. For additional

your leisure including but not limited to physical conditions, DEQ, water availability,

someone came in, stated
there was someone over by
Sub Zero yelling for help.

a vehicle swerving all over
the road, into the median
and back into the dirt and
back in the eastbound lane.

February 3: Morrow
County Sheriff’s Office re-
ceived a report at SE Fourth
St/E Hwy 730, Irrigon that
a green van passed her, then
turned their lights off and
almost hit her.
-MCSO received a re-
port at Sinclair Station on
Main St N, Boardman that a
vehicle came up the wrong
wat on 84. Subject pursued
and arrested by OSP in
Rufus.
-MCSO received a re-
port on Columbia Ave NW,
Boardman that subjects are
going through his back yard
with flashlights. Unable to
locate.
-MCSO received a
report at Willow Creek
Country Club on Hwy 74,
Heppner of MVA on the
golf course, nobody around.
Referred to other agency.
-MCSO received a re-
port on I 84 E, Boardman
of newer SUV California
stolen vehicle. Michael
Scott Mount was arrested
by MCSO. Subject was
lodged at UCJ with bail of
$70,000.
-MCSO received a re-
port on Hwy 74, Heppner
that RP swerved to miss
a deer down by the golf
course and ended up in the
ditch. No property damage
done, non-injury. No re-
sponse needed.
-MCSO received a re-
port on W Eighth Rd, Irri-
gon that there are a couple
of deceased chickens in the
road.
-MCSO received a re-
port on Linden Way, Hep-
pner that her two lab/boxer
mix dogs have run off.
-MCSO received a
report on SE Utah Ave,
Irrigon that a silver Pon-
tiac Grand Am flew down
towards Tenth, WA plates.
-MCSO received a re-
port at Heppner Shell Sta-
tion on N Main St, Heppner
that Drion Donner came in
and has been taking coffee
without paying for it for
the past couple days and
has been starting stuff with
employees. Donner was
trespassed from Heppner
Shell Station.
-MCSO received a re-
port at Umatilla National
Wildlife Refuge, Riverview
Ln, Irrigon of a vehicle.
Amanda Sue Walton was
issued citation.
February 4: Morrow
County Sheriff’s Office re-
ceived a report on SE Utah
Ave, Irrigon that a grey
Lincoln drove through at a
high rate of speed. Advised
that this happens every

April began on a mu-
sical note at Willow Creek
Terrace, as residents and
staff enjoyed the concert
featuring the local Hand-
Chimes group. Their har-
monious sounds result from
their weekly practices for
their own pleasure and for
appearances around the
area. “We have chimes,
will travel,” says George
Nairns, who is one of the
seven chimers.
May 1 wasn’t filled
with music, but it was filled
with reminiscing for sever-
al residents and a visitor.
Everyone could remember
making “May baskets” to
secretly leave at neigh-
bors’ doors, a gesture to
bring sunshine into some-
one’s life, to celebrate the
coming of spring and “to
see if you could get away
with the surprise without
being caught in the act.”
(Sometimes, picking flow-
ers from a neighbor’s yard
for the construction-paper
baskets was necessary and
necessarily furtive.) “Do
young people still do this?”
everyone wondered.
May also began with
a full day of some music,
some tasty foods, some
laughter and some remi-
nisces of family matters.
May 5 celebrated Cinco de
Mayo with Mexican music
and menu items. It was
also World Laughter Day,
so jokes were flying and
laughter rang out. (Read-
ers are reminded that they
can find some of the Ter-
race jokes on its Facebook
page.) And May 5 also
launched National Family
Week and daily discussions
related to family.
May 6 was Melano-
ma Monday, a reminder
to do a body check for
suspicious-looking spots
that warrant a second opin-
ion. Although Monday has
passed, today is not too late
for checking oneself out.
Next Tuesday will be
a special day on the hill
because the Terrace will
hold its second annual High
Tea Party. Every resident
is invited to don his or her
best party clothes and hat
and attend the event with
one invited guest. Featured
at the decorated tables will
be a variety of tea pots that
once belonged to Alvina
Padberg, who used to live
at the Terrace.
Next Thursday will
see many teenagers at the
Terrace, and they will be
hard at work, unless taking
a break over cookies and
drinks with residents. Mus-
tang Mop Up brings HHS
students each spring, ready
to take on the wish list of
administrator Nairns.
On Saturday, the 18 th ,
Raymond French will cel-
ebrate his birthday with
family and friends. All rel-
atives of all the residents
are also invited to come to
the Terrace some time that
day, National Visit your
Relatives Day.
Backyard Games Week
will begin on the 20 th , so
an outdoor game will be
featured each day of the
week, weather permitting.
Also on the 20 th , discussion
will focus on the 146 th birth-
day of blue jeans. How old
were you when you wore
your first pair of jeans?

the road, flipped against a
fence.

of a wrong way driver west-
bound on the eastbound
side, looks like it spun out
at the 167. Unable to locate.

a small blue vehicle slid off
the road on a corner. Driver
is out standing beside the

that RP rolled his camper,
male is OK. Two people in

On the 23 rd , the resi-
dents at the Terrace will
host their local nurses for
lunch, demonstrating their
sincere gratitude for their
services, on Nurses Appre-
ciation Day. The next day,
brothers of residents will
be thoroughly examined
during discussion on Broth-
ers Day, surely with some
laughter and probably some
long sighs. John Wayne will
be remembered on his May
26 birthdate, born Marion
Robert Morrison in 1907,
and a favorite of many
movie-goers for years.
May 27, Memorial Day,
will render some serious
discussion in the morning
and possibly some visits to
the neighboring cemetery,
but it is also National BBQ
Day, so everyone is hoping
for sunny skies for the visits
and for the outdoor lunch
being planned.
Norma French will cel-
ebrate her birthday on the
29 th with friends and family,
and the last celebration, of
sorts, for the month will
follow on the 30 th , when
residents will be looking
for flowers in their many
planters, to make certain
they are receiving the at-
tention needed on Water a
Flower Day.
Nairns reports that a
full house of residents is ex-
pected as June rolls around,
a reason for staff and resi-
dents to look forward to the
new month, and a reason to
hire additional staff. And
June 1 will bring closer the
Rocking the Longest Day
event on the 21 st , which
will raise money for the
Alzheimer’s Association
by hosting individuals who
will rock in chairs for peri-
ods of time throughout the
day and donate funds for the
privilege. Plans are being
made and a sign-up sheet is
posted with the many open
time slots. Anyone who
is interested in rocking or
who is willing to volunteer
to help during the event can
come to the Terrace or call
676-0004 to get signed up.
Since the community
on the hill looks forward to
new neighbors joining their
ranks and looks forward to
events that bring visitors
to the Terrace, everyone
views the month of May
and coming of June with
enthusiasm.
