on the Parks Committee.
Positions open at this time
are: (1)Willow Creek Park
District – appointed by the
Willow Creek Park District
Board, (2)Park User Group
– Representing Equestrian
Use, (3)Park User Group –
representing Hunting and
Camping who shall be a
Morrow County Resident.
Committee members shall
become familiar with the
tourism, economic devel-
opment, operations, stan-
dards and financing needs
of the Morrow County
Parks Department. Com-
mittee members shall
provide advisory recom-
mendations only to the
Morrow County Board of
Commissioners and Public
Works Director as to the
management, marketing
and improvements of Mor-
row County Parks. These
recommendations
shall
follow all County policies
and consider all budgetary
needs. Requests for ap-
pointment shall be present-
ed to the Public Works De-
partment in writing by the
candidate. Public Works
shall provide these to the
Morrow County Parks
Committee and Morrow
County Board of Commis-
sioners for approval and
appointment. The letter(s)
of interest shall be in letter
form containing complete
information
regarding
qualifications and reasons
for interest in Committee
membership. The letter
shall be signed and dated
by the applicant. Mem-
bership shall consist of:
(a) a person representing
the Boardman Parks Dis-
trict Board that shall be a
member of and appointed
by the Boardman Parks
District (b) a person rep-
resenting the Irrigon Parks
District Board that shall be
a member of and appointed
by the Irrigon Park District
(c) a person representing
the Willow Creek Park
District representing Hep-
pner, Ione, Lexington that
shall be a member of and
appointed by the Willow
Creek Park District Board
(d) a person represent-
ing the Morrow County
Public Works Department
representing the Morrow
County Public Works De-
partment (e) a person rep-
resenting the Umatilla Na-
tional Forest Service this
person shall be from the
Heppner Ranger District
(f) four individuals to serve
as Park User/At Large who
shall be Morrow County
resident representing the
following Park User/At
Large Sub Groups (1) Mo-
torized (ATV, snowmobile,
jeep, etc) (2) Equestrian
(3) Hiking/Biking (hiking
or bicycling) (4) Hunting/
Camping. These nine indi-
viduals shall constitute the
membership of the Mor-
row County Parks Com-
mittee who shall serve a
three year term on a ro-
tating basis with appoint-
ments taking place each
year. Committee members
shall provide to Morrow
County Public Works and
the Morrow County Board
of Commissioners ongoing
assistance in setting policy,
budgeting and prioritizing
projects associated with
Morrow County Parks.

Morrow County Public
Works desires to enter into
a contract with a quali-
fied General Contractor
licensed in the State of Or-
egon. This is a lump sum
contract. Morrow Coun-
ty Public Works solicits
sealed bids for Remodel of
the Morrow County Bar-
tholomew Building, 110 N.
Court Street, Heppner, OR
97836. The work includes
the following conditions:
Scope of Work Interior
renovation including new
non-load bearing partition
walls to define the follow-
ing spaces: Movement of
the Conference Room into
the Lobby Area. Movement
of the existing Break-room
into an existing enclosed
storage area. Constructing
three new office spaces in
evacuated break-room lo-
cation. Remodel to match
existing design. Exten-
sions or Additions to Pro-
vide Adequate Heating and
Cooling, Fire Sprinkler
Extensions or Additions
as Required. Evacuation
and addition of Electri-
cal and Plumbing will be
permitted separately at the
appropriate time. Special
Considerations: This is a
working office area; con-
tractors may be required
to work at times after or
before working hours due
to noise, dust, or disrup-
tions. Contractors must
be flexible. The sealed
bid will contain a single
lump sum cost containing
all engineering, materials,
construction, and any and
all other associated costs
for the complete installa-
tion. Estimated cost range
$60,000-$75,000. Work
will begin June 1, 2019.
Completion time for all
work will be June 30, 2019.
An on-site visit is volun-
tary and will be held April
15th at 9:00 a.m. Please

BPA Schedules Area Wide Outage for
April 5th and 6th
Columbia Basin Electric Cooperative, Inc. would like to announce to
its members that The Bonneville Power Administration will be having
an area wide planned outage on April 5th and 6th at their Boardman
Substation. The outage is scheduled to begin Friday, April 5th at
10:00 pm with re-energization scheduled for 7:00 am on Saturday,
April 6th.This outage will impact all CBEC members except those
served out of the Condon and Fossil Substations.
The outage is necessary for BPA personnel to replace equipment
in their Boardman Substation which supplies power to the bulk of
CBEC’s service territory. Columbia Basin Electric would like to apolo-
gize to its affected members for any inconvenience this outage may
cause, but every measure was taken to schedule this outage at the
least disruptive time possible.
All CBEC members served out of Heppner, Ione, Sandhollow, Ruggs,
Alkali and Olex will be impacted by this outage.
If a member is unsure whether or not they will be affected by this

CBEC representative will be happy to assist in answering any
questions.
