Mayor Kindle holds first meeting
Dave Gunderson joins the council

New Heppner mayor
Jim Kindle held his first
council meeting Monday
night, and Dave Gunder-
son was sworn in as a new
councilmember. Incum-
bents Dale Bates and Adam
Doherty also took their oath
of office to serve another
term on the council. Gun-
derson takes the place of
Joanne Burleson who chose
not run for another term.
Burleson and out-going
mayor Cody High were giv-
en awards in honor of their
service to the city.
Most of the city busi-
ness to come before the
council was ongoing issues
from previous meetings,
however, the city is now
without a manager as the
council fired Edie Ball last
Friday. (See related story
this issue). The council was
also informed the finance
officer had turned in her
two-week notice and would
be leaving. The council
will appoint an interim
manager and then start ad-
vertising for a permanent
replacement. The city has
already started advertising
for a new treasurer. It was
stressed that the treasurer
resignation and the city
manager firing were not
related.
The council heard re-
ports from several depart-
ments including Fire Chief
Rusty Estes who said his
department had the follow-
ing activity during 2018: 29
motor vehicle accidents, se-
cured the helicopter landing
52, wildland fires 19, five
structure fires, 14 ambu-
lance runs, one flood, eight
false alarms, two rescues,
two vehicle fires and one
haystack fire.
Public Works Director
Chad Doherty said the fol-
lowing work was done by
his department in the past
month:
Water Dept.
-Fix door at well #5.
-Fixed water leak on
South Court St.
-Fixed water leak on
Green St.
-Fixed water service
leak on Willow View Dr.
Sewer Dept.
-Cleaned contact basins
one time.
-Did four Septic dumps.
-Preformed routine
sewer cleaning on Rock
and Thompson Streets.
-Did emergency sewer
clean on N Main St.
-Installed new outside
lights at Wastewater Treat-

report is done every 5 years.
-Finished first draft of

Streets Dept.
-Serviced street sweep-
er. Repaired back engine,
had a bad solenoid.
-Changed light bulbs
on Lakeview Ct.
-Cleaned storm drain
line on Thompson St.
-Took down Christmas
wreaths and banners.
-Took down lights off
trees.
Parks Dept.
-Took down all Poplar
trees at Waterland Little
League field.
-Took out bleachers at
Waterland Little League
field per request of Corp of
Engineers.
-Took down all Christ-
mas lights from Heritage
Park.
The council also heard Council member John Bowles gives a special recognition award
to out-going council member Joanne Burleson.

said they were having trou-
ble with barking dogs, and
neighbors property needing
clean up. It was reported
that several properties had
received citations for prop-
erty clean up.
In other business the
council approved a lease
agreement with Dicken-
son Chiropractic who rents
space from the city. The
rent is $450 per month and
Dickenson has been leasing
from the city since 2014.

Boardman swears in new city
councilor members
Councilor Brenda Profitt, Councilor Roy Drago, Jr., Councilor
Brandon Hammond were sworn-in.
The City of Boardman
held a swearing-in ceremo-
ny during their city council
meeting Tuesday night.
Councilor Roy Drago, Jr.
was elected and Council-
ors Brandon Hammond
and Brenda Profitt were
re-elected to their seats in
the November election. All
three will serve a term end-
ing Dec. 31, 2022. Council-
or Hammond was elected to
serve as council president
for 2019.
The council also voted
to re-appoint Bill Ellis and
Sonja Neal to the bud-
get committee with terms
ending Dec. 31, 2021 and
appoint Delbert Turner to a
vacancy on the budget com-
mittee with a term ending
Dec. 31, 2019. Also re-ap-
pointed are Adam Cole
and Cynthia Navarro to the
planning commission with
terms ending Dec. 31, 2021.
The council appointed Mi-
chelle Seeley to a vacancy
on the planning commis-
sion with a term ending
Dec. 31, 2019.
In other city business,
councilors scheduled a
workshop session to discuss
a buildable lands inventory
project. They will meet in a
workshop session on Tues-
day, Jan. 29 at 5:30 p.m.
The council also heard from
local farmer Dan McCarty
requesting permission to
allow goose hunting on
his agricultural fields lo-
cated within city limits.
The council requested staff
prepare a report with more
information to be brought
before the council for a
decision.
The next regularly
scheduled meeting of the
Boardman City Council is
Tuesday, Feb. 5 at 7 p.m. at
Boardman City Hall.
BEO wrestling invitational
scheduled
The Bank of Eastern
Oregon 2019 Invitational
Wrestling tournament will
be held Saturday, Feb. 2
at Heppner High School.
Competition will begin at
10 a.m. and the public is
invited to come and watch
the athletes compete. Tick-
ets can be purchased at the
door and concessions will
be available.
Mark Lemmon, Bank
of Eastern Oregon’s chief
financial officer and Hep-
pner High School wrestling
coach, has been instru-
mental in organizing the
bank’s sponsorship of the
event. “The bank’s man-
agement has been very
involved in establishing
this annual tournament and
looks forward to the 2019
competition. The first ten
years of the event were
outstanding and we intend

The Heppner Cham-
ber ’s annual Town and
Country Community
Awards event will be held
Thursday, Feb. 7 at the Mor-
row County Fairgrounds
beginning with a no-host
bar provided by Bucknum’s
at 6 p.m. A buffet dinner
and the awards will follow
starting at 6:30.
Alvin Liu of the Gate-
way Café will be catering
the event, serving prime
rib with au jus, creamy
garlic mashed potatoes,
green beans in garlic sauce,
garden fresh salad, a dinner
roll with butter, dessert and
a beverage.

temperatures on Saturday, Jan. 12 for the Arbuckle Nordic
Clubs second outing of the season.
The group parked at the junction of the 21 and 2107
roads and skied past Ditch Creek cabin and into Martin
Prairie.
