Morrow County Planning
Commission.
Planning
Commissioners
gener-
ally serve four-year terms,
however this recruitment is
to fill a partial term which
would end December 31,
2019.
The Planning Commission
generally meets once a
month, alternating meeting
locations between Heppner
and Boardman. Duties of
the Planning Commission
include approving land
use actions, maintaining
the county’s subdivision
and zoning ordinance, and
working with the County
Board of Commissioners
to manage the county’s
land use Comprehensive
Plan.
Interested parties residing
in Morrow County who
are interested in taking a
more active part in land
use planning in the county
are encouraged to submit
a letter of interest to the
Morrow County Planning

port on I 84 W, Boardman
that a travel trailer lost tire
and is in the middle of the
lane smoking. Referred to
other agency.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that a blue Toyota long
bed pickup sounded like
they were speeding down
the road. Ran the stop sign
on Eighth and returned. Un-
able to locate.
-MCSO received a re-
port at Turkey Shoots on
SE Utah Ave, Irrigon that
there appears to be a flat
bed pickup stuck out on the
turkey shoots. They should
not be there because it is
private property.
-MCSO received a re-
port at Les Schwab on N
Main St, Heppner that hit
a deer on May St, deer is
down, still alive. Deputy
dispatched the deer, public
works was advised.
-MCSO received a re-
port at Stokes Landing on
NW Opal Pl, Irrigon that
music going on from 5
and is still going. Deputy
responded, people were
dispersing.
-MCSO received a re-
port on I 84 W, Boardman
that a grey sedan with WA
plate 35 mph, unable to
maintain lane and braking
for no reason.
-MCSO received a re-
port at Hwy 74/Bunker Hill
Ln, Heppner that RP hit a
deer, animal is still alive but
injured. Denied medical,
advised no injury. Unable
to locate.
September 24: Mor-
row County Sheriff’s Office
received a report at Turkey
Shoots on SE Utah Ave, Ir-
rigon that there is a vehicle
stuck in the turkey shoots,
has been there since about
0330 this morning. Deputy
contacted subject who got
stuck, they are trying to
remove the vehicle this
afternoon.
-MCSO received a re-
port at Bank of Eastern
Oregon on N Main St, Hep-
pner that RP found a wallet
in the bushes by the dump-
ster. Owner was located and
picked up wallet.
-MCSO received a re-
port on S Main St, Hep-
pner that female stated that
her husband had just beat
her and was hitting her in
the head. RP states that
the male kept saying he
knew where to hit where
it wouldn’t leave marks.
RP denied anything hap-
pened when patrol arrived
on scene.
-MCSO received a re-
port that RP would like to
speak to a deputy regarding
his daughter being inured
at school, Ione School on
Spring St, Ione. SRO spoke
to the father and the school.
-MCSO received a re-
port on Hwy 730, Board-
man that there was a ve-
hicle stuck near the canal.
Advised the vehicle is now
gone, but there is equip-
ment there that may have
been used to free it and
RP is concerned it may be
stolen. Under investiga-
tion. Deputy responded
and located stolen forklift,
equipment was returned to
owner.
-MCSO received a re-
port on I 84 W, Boardman
about a driving complaint.
Referred to other agency.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that an older Dodge
dually extended cab sped
through. RP could hear
RPMs.
-MCSO received a re-
port on SE Thirteenth Pl,
is now in Hermiston and
advised she was injured in
the attack.
-MCSO received a re-
port on SE Cannon St, Hep-
pner that RP was arguing
with her daughter about a
puppy and the daughter
left. While on the phone the
daughter returned and yell-
ing could be heard on the
line. Deputy responded and
juvenile had left the area.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a white 4 door
Mitsubishi stopped at his
neighbors and blocked his
driveway and turned around
on his driveway.
-MCSO received a re-
port at Paterson Ferry Rd/
Hwy 730, Irrigon of MVA,
unknown injury, T-boned
other car.
-MCSO received a re-
port on SE First St, Irrigon
that her dog ran away.
-MCSO received a re-
port at Hager Park on SE
Hager St, Heppner that
cars are parked near alfalfa.
There is no one around the
vehicles or in the park, the
cars are full of items and
where they are parked is not
an area they would park if
they were visiting someone.
Unable to locate.
-MCSO received a re-
port on Summit Ln, Board-
man that subject is tres-
passed from address and
she was trespassing. Unable
to locate.
-MCSO received a re-
port at Green Acres on
Paterson Ferry Rd, Irri-
gon that her vehicle was
stolen again. Unknown
what direction the subject
was heading. Jose Antonio
Mareno was arrested by
MCSO, lodged at UCJ on
$5,000 bail.
September 25: Mor-
row County Sheriff’s Office
received a report on SE
Utah Ave, Irrigon that his
neighbor just ran the stop
sign, blue Ford F-350.
-MCSO received a re-
port at Riverside Hight
School, Boardman Ave NE,
Boardman that all three
schools have been put in
lockout due to a possible
threat.
-MCSO received a re-
port on E Second St a gray-
ish blue VW Jetta has been
parked near her property
for a few days. RP does not
know who it is and finds
it suspicious and doesn’t
know if she needs to worry
about it.
-MCSO received a re-
port at woods on W Willow
St that RP lost her Samsung
Galaxy S7 Edge cell phone
on Sept. 14 or 15.
-MCSO received a re-
port on Summit Ln that
someone left a small utility
trailer parked in the middle
of the road.
-MCSO received a re-
port on I 84 W that there is
a U-Haul pulling a vehicle
behind it and the vehicle is
whipping back and forth.
-MCSO received a re-
port at Irrigon Shell Station
on E Hwy 730 that there is
a male subject that has been
trespassed off the property
that keeps showing up and
talking to the customers
leaving the store.
-MCSO received a re-
port on Columbia Ln that
there are two chickens and
a rooster in her yard and the
rooster is waking her up.

evident that it occurs at his
residence. This is the RP’s
second report to DHS. Ju-
venile was cleaned up and
given fresh clothes by the
school.
-MCSO received a re-
port on SE Utah Ave that a
black car with dark tinted
windows and a spoiler on
the back went speeding
down Utah.
-MCSO received a re-
port at Java Junkies on E
Hwy 730 that there is a
larger male lying in the
grass nearby. He asked to
use the phone earlier but
didn’t talk to anyone. He
is making the RP nervous.
-MCSO received a re-
port on S Main St that he
returned home and his dog
was no longer in the back
yard.
-MCSO received a re-
port at Stokes Landing on
NW Opal Pl that there is a
red mini van behind the se-
nior center, they have been
advised they can not park
there, but keep returning.
September 26: Mor-

received a report on SE
Utah Ave that his neighbor
driving a Ford F-150 just
drove through the stop sign
at Utah/Brandon.
-MCSO received a re-
port on I 84 W that an RV
has struck a smaller pickup.
-MCSO received a re-
port at Main St Park of
some vandalism at the city
park.
-MCSO received a re-
port on SW Wyoming Ave
that her neighbors cow is on
her property.
-MCSO received a re-
port at Irrigon Medical
Clinic on NE Main Ave
that subject was walking
up Columbia near the clinic
and knows that Umatilla
Co. is looking for him as he
is a suspect in a theft case.
Fiscus, Tristan Jack was
arrested by MCSO on IJC
warrant. Lodged at UCJ on
$5,000 bail.

port at SE Chase St/E May
St that subjects are driving
in a little pickup with their
infant son on lap and no
car seat. Last seen headed
up Chase St towards the
cemetery.

port of a theft at Freder-
ickson Farms on Paterson
Ferry Rd.
-MCSO received a re-
port on Follett Ln that RP
is getting threats via text,
going to come to his res and
steal all his property.
-MCSO received a re-
port on I 84 W that a small
black car and small silver
car both with ID plats are
traveling W on I 84 going
over 100 mph. Referred to
other agency.

port on SE Utah Ave that a
maroon Dodge went down
