US Forest Service - Public
Notice: On Friday, Sep-
tember 7, 2018, the Forest
Service published a legal
notice (“Notice of Objec-
tions Filed and Opportu-
nity to Submit a Request
for Interested Person Sta-
tus”) in The Oregonian re-
garding the Revised Land
Management Plans (For-
est Plans) for the Malheur,
Umatilla, and Wallowa-
Whitman National Forests
(Blue Mountains). The 60-
day objection-filing period
ended on August 28, 2018,
and the objection letters
received by the Forest Ser-
vice are available for pub-
lic review at www.fs.usda.
gov/goto/BlueMountains-
PlanRevision. The Forest
Service is currently in the
process of determining the
eligibility of Objectors and
their objections. The Re-
viewing Officer will notify
all Objectors of their status
after eligibility determina-
tions have been made. In-
dividuals or entities who
have previously submitted
substantive formal com-
ments during the 2010 for-
mal scoping period (March
29 - May 25, 2010) and/or
the 2014 formal comment
period (March 14 - August
15, 2014) and who request
and are granted recogni-
tion as Interested Persons
may participate in objec-
tion-resolution discussions
with Objectors and the Re-
viewing Officer. To request
Interested Person status,
please follow the specific
instructions provided in
the legal notice available
at www.fs.usda.gov/goto/
BlueMountainsPlanRe-
vision and also in The
Oregonian (Friday, Sep-
tember 7, 2018). Written
requests for recognition
as an Interested Person
(36 CFR 219.57) must be
submitted no later than 10
days from the publication
date of the legal notice in
The Oregonian, that is, by
11:59pm Eastern (8:59pm
Pacific) on Monday, Sept.
17, 2018. Requests will be
considered by the Review-
ing Officer, and eligible
Interested Persons will be
notified in advance of any
objection-resolution meet-
ings. These meetings will
be open to observation
by the public, and their
date(s), location(s), and
agenda(s) will be posted to
the above website.

Mustang football falls in home opener
The Heppner Mustang
football team battled the
Santiam Wolverines in their
home opener last Friday
and lost by the score of 14-
8. The Wolverines, from
Mill City, are currently the
number one ranked 2A team
in the OSAA state rankings.
They finished last year
as the state championship
runner up team falling to
the Monroe Dragons in the
championship game.
The Mustangs kicked
off to start the game and
Santiam took the ball right
down the field and scored
on their opening posses-
sion. It was a run heavy
drive that gave the Wolver-
ines a 6-0 lead just minutes
into the game.
The rest of the half had
both teams driving up and
down the field but neither
could reach the end zone.
The score at halftime was
6-0 in favor of Santiam.
In the third quarter,
the Mustangs got their first
score of the season. Mason
Lehman broke through the
line and outraced the en-
tire Santiam defense for
an 84 yard touchdown.
Gavin Hanna-Robinson
ran the ball in for the two-
point conversion to give
the Mustangs an 8-6 lead
as the third quarter came
to an end.
It was another defen-
sive battle in the fourth
quarter as both teams’ de-
fenses seemed to be ahead
of their offenses at this early
point of the season. Santiam
scored again when one of
their talented running backs
found a hole to run through
and scored a touchdown.
That gave the Wolverines a
14-8 lead.
Heppner had a couple
chances late in the game
to score when Santiam
turned the ball over but the
Mustangs were unable to
convert. The final score of
the game was 14-8.
Jayden Wilson was
4-17 passing the ball for
31 yards and had one pass
intercepted. Mason Lehman
caught three passes for 20
yards and Jackson Lehman
had one catch for 11 yards.

yards on five carries and a
touchdown. Wilson rushed
for 45 yards on 11 attempts
and Blake Wolters carried
the ball 10 times for 16
yards.
On the defensive side
of the ball, Jason Rea led
the team with 16 tackles
and Tyler Carter recorded
11. Wolters and Wilson
had six tackles each while
Hanna-Robinson made five.
Logan Burright, Kevin Rea
and Jackson Lehman each
had four tackles in the game
and Kellen Grant finished
with three. Matt Orem and
Mason Lehman each had
two tackles in the game and
with one tackle each were
Reno Ferguson and Hayden
Hyatt.
This week the Mus-
tangs travel to Bend to take
on the Lost River Raiders.
The game will be played
at Summit High School
on Saturday at 5 p.m. It
is part of a double header
that starts at 2 p.m. when
Grant Union will play Gold
Beach.

Explanation of changes:
The Irrigon Enhancement Committee makes recommendation to the Irrigon City Council on proposed
projects to fund with CREZ II Enhancement Funds. On July 17, 2018 the City Council approved a plan
from the Irrigon Enhancement Committee that included capital outlay projects. In order to expend these
funds as capital outlay expenditures, a supplemental budget is needed to deduct from the appropriation
materials and services and add the appropriation to Capital outlay.
