COMMISSION will hold
the following hearings of
public interest on Tuesday,
August 28, 2018 at 7:00
p.m. at the Bartholomew
Building, Heppner, Or-
egon.
Conditional Use
Permit CUP-S-311A -18:
John Flynn, applicant and
owner. The property is de-
scribed as tax lots 2400 and
2402 of Assessor's Map 3S
25 and tax lot 400 of As-
sessor’s Map 4S 25. The
property is zoned Exclu-
sive Farm Use (EFU) and
located just south of the
Ruggs junction on High-
way 207. Request is to al-
low by conditional use a
guest ranch. This amend-
ment to CUP-S-311 will
replace the Bed and Break-
fast components, but not
the other aspects of the
previous approval. Criteria
for approval is found in the
Morrow County Zoning
Ordinance (MCZO) Article
3 Section 3.010 EFU and
Article 6 Conditional Uses.

life Refuge that someone
was drowning. Responded,
victim was on the WA side
and was saved.

of an aggressive Doberman.

gon that RP smelled smoke
and saw a fire in her yard
near the light pole. MCSO
and IRRF responded and
extinguished the fire.

on Main St. S, Boardman
that her friend ran off into
traffic into the freeway.

due to his intoxication. RP
advises she dropped him off
at the rest area WB and he
took off running towards

a report at Irrigon Shell
Station on E Hwy 730, Ir-
rigon that Kimberly Hazel
Mansfield was arrested on
MCSO warrant. Lodged at
UCJ with $5,000 bail. Also
lodged on UCSO warrant.
-MCSO received a re-
port that Matthew James
Way was arrested at Mal-
heur County jail on IJC
warrant. Subject is lodged
at that location and awaiting
transport.
-MCSO received a re-
port on SE Gilmore St,
Heppner that RP would like
subject trespassed from her
residence. Complete, indi-
vidual trespassed from the
property.
-MCSO received a
report on NW Washing-
ton Ave, Irrigon of heavy
speeding in the area be-
tween 9-10 am and 3-6 pm.

port on Hwy 74, Ione that
RP’s neighbor asked her to
call the SO. Advised there
is a male coming to the
residence that used to live
there and stating he has
things at the residence but
he does not. He is not taking
no for an answer and will
not leave.

Market, Main St S, Board-
man about a suspicious
person at the market. Mario
Morales was arrested on
MCSO warrant. Subject
was lodged at UCJ with
no bail.
-MCSO received a re-
port on SW Wyoming Ave,
Irrigon of two dogs run-
ning after children. Advised
owner to keep the dogs in
the yard.
-MCSO received a re-
port at SW Wyoming Ave,
Irrigon that 4 lb. older male
Chihuahua is missing.
-MCSO received a re-
port on Hwy 74, Heppner
that a white pickup with
a service box and crane is
parked near RP’s residence.
Advised the subject asked if
he could stay there and RP
informed him no.
-MCSO received a re-
port on NE Gilmore St,
Heppner that a 19 year old
male is threatening to kill
himself.
-MCSO received a re-
port on Hwy 74, Ione that
a couple just passed her
house walking W on Hwy
74. When the car drove by
them the male jumped and
hid in the bushes and when
it passed the male got out
and walked again. Unable
to locate.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that a red Pontiac came
off of Eighth, ran the stop
sign and then went to Divi-
sion and ran the stop sign on
Seventh. Unable to locate.

unable to locate any barking
dogs.

on SE Wyoming Ave, Irri-
gon of a suspicious vehicle.
Deputy made contact with
subject who exchanged
information regarding a
minor hit to vehicle.
-MCSO received a re-
port that RP is looking for
her daughter that is in Hep-
pner, believes she might be
here against her will. She
met a stranger online. RP
advised all she knows is he
drives a pickup.
-MCSO received a re-
port at Hager Park on SE
Hager St, Heppner that
there is a male burning in
the area and there is a lot
of wind. Fire chief was in
the area and did not see any
smoke.
-MCSO received a re-
port on Wilson Ln, Board-
man that the subject is out
on the corner of Root Ln,
he might be drunk and was
supposed to get his stuff
today and is not getting
his stuff or leaving the RP
alone. Deputy made contact
with both parties.
-MCSO received a re-
port at Sinclair Station on
W Main St, Lexington that
they just had a drive off.
Sinclair advised they went
in and paid, do not want to
press charges.
-MCSO received a re-
port at E Hwy 730/SE Elev-
enth St, Irrigon that a white
pit bull from the fruit stand
just chased after his jeep.
-MCSO received a re-
port at Morrow County
Fairgrounds on Hwy 74
Lena, Heppner that some
juveniles went into the
snack shack/bathroom at
the football field. They
tore down a toilet paper
dispenser and threw TP all
over the bathroom.
-MCSO received a
report on Park Ave NW,
Boardman that RP would
like the music turned down
at this address. Officer
made contact and advised
group to turn down the
music.
