Forest Service publishes
revised Blue Mountains
Forest Plans
The USDA Forest Ser-
vice has published revised
Land Management Plans
(revised Forest Plans) for
the Malheur, Umatilla, and
Wallowa-Whitman
Na-
tional Forests. The revised
Forest Plans are supported
by a Final Environmental
Impact Statement, a Draft
Record of Decision, and
other documents, all of
which are available online
at www.fs.usda.gov/goto/
BlueMountainsPlanRevi-
sion. Documents will also
be on reference at local
public libraries.
The purpose of these re-
vised Forest Plans is to
provide an updated frame-
work to guide the manage-
ment of approximately 5.5
million acres of National
Forest System lands in
eastern Oregon and south-
eastern Washington. The
revised Forest Plans will
replace the existing 1990
Plans, addressing changes
in local economic, social,
and environmental con-
ditions over the past 28
years.
The revised Forest Plans:
• Honor the many years
that diverse interests have
invested in this process
since 2004 – reflecting vi-
tal input from the public,
local governments, states,
tribes, federal agencies,
and other stakeholders.
• Represent a Forest Ser-
vice commitment to pro-
mote rural prosperity and
well-being, treat fire-prone
areas, provide forest ac-
cess, and promote healthi-
er watersheds.
• Support the Forest Ser-
vice mission "to sustain the
health, diversity, and pro-
ductivity of the Nation's
forests and grasslands to
meet the needs of present
and future generations."
The next step is the objec-
tion process. This gives an
individual or entity (who
provided substantive com-
ments during the 2010 for-
mal scoping period and/or
the 2014 formal comment
period) an opportunity for
independent Forest Ser-
vice review and resolution
of objections before final
decisions are made. The
60-day
objection-filing
period begins on the first
day after the publication
date of the Forest Service’s
legal notice in The Orego-
nian, the newspaper of re-
cord for Regional Forester
decisions in the Pacific
Northwest Region of the
Forest Service. The date
of the legal notice in The
Oregonian (expected Fri-
day, June 29, 2018) is the
exclusive means for cal-
culating the time to file an
objection.

The Morrow County Sheriff's Office has released the following information:
May 4 (cont.): Morrow
County Sheriff’s Office re-
ceived a report on SE Utah
Ave, Irrigon that there was
a white Honda Rodeo that
was all over the road. Male
subject was looking down
at his phone and not paying
attention to the road.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that the neighbor
has a subject that is parked
with part of his vehicle in
the road.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a white Toyota
traveled at a high rate of
speed past his residence.
-MCSO received a re-
port on I 84 E, Boardman
that a maroon Ford Taurus
was going 100+ mph and
cutting people off. Unable
to locate.
-MCSO received a re-
port at Willow Creek Water
Park on NW Riverside Ave,
Heppner that there were
three juveniles on bikes that
were in the new construc-
tion area.
-MCSO received a re-
port on Faler Rd, Boardman
that RP is having personal
issues with his girlfriend,
advises he would like to
speak to her in front of an
officer about the issues.
-MCSO received a re-
port on I 84 E, Boardman
that a grey semi with no
trailer had been speeding
up and slowing down, not
letting him pass and bright
lighting him for about 10
miles. RP advised the other
driver had flipped him off
several times.
-MCSO received a re-
port on Hwy 74, Lexington
that they found a tall, skin-
ny hound at their property
and would like it picked
up. Deputies returned the
dog to a friend of the owner.
-MCSO received a re-
port on I84 E, Boardman
that there is a vehicle all
over the road swerving in
lanes, almost side-swiped
RP.
-MCSO received a re-
port on Miller Rd, Board-
man that RP heard boom
box music and when she
went outside to look with
her flashlight the music
stopped. Someone parked
behind the RV, could only
see headlights and no de-
scription. Unable to locate.
Ave, Irrigon that there is a
man that has a gun and is
mad.
-MCSO received a re-
port at Wilson Ln/Bombing
Range Rd, Boardman that
there is a black Jeep in the
ditch.
-MCSO received a re-
port at Oasis RV Park on W
Hwy 730, Irrigon that shots
were fired.
-MCSO received a re-
port on I 84 W, Boardman
that RP blew a tire and
needed assistance. Deputy
responded and assisted.
-MCSO received a re-
port on Hwy 74, Heppner
that RP has picked up two
dogs.
-MCSO received a re-
port at Irrigon Skate Park
on NE Main Ave, Irrigon
that grandson’s Iphone 8 is
missing.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a gray min van
is double parked. Unable
to locate.
-MCSO received a re-
port on I 84 E, Boardman
that a trailer is losing items,
almost caused an accident.
Referred to other agency.
-MCSO received a re-
port on Hw7 730/SW Sec-
ond St, Irrigon that RP was
driving and male subject
tried to jump out of the
vehicle. RP advised no one
was injured. While RP was
on the phone, male took off
walking.
-MCSO received a re-
port on NE Quaid St, Hep-
pner that RP does not live in
the area and received a call
from a deputy in February
asking if there was any-
one authorized to be at her
house. She advised negative
and never received a follow
up on what happened. She
is now in Heppner and is
confirming that someone
did enter her house without
permission.
-MCSO received a re-
port a Cutsforth Park on
Willow Creek Rd, Heppner
that his friend wrecked his
motorcycle. He is 65 year
old male, unable to answer,
unknown injuries. Patient
was transported to PMH.
-MCSO received a re-
port on SW Second St,
Irrigon that her daughter’s
bf is not letting her leave.
-MCSO received a re-
port at Irrigon Shell station
on E Hwy 730, Irrigon that
M a y 6 : M o r r o w an intoxicated male is at
County Sheriff’s Office the Shell. Was kicked out
received a report on Hwy last night, again kicked out
730, Irrigon that a vehicle
is swerving all over the
road.
-MCSO received a
report on SW California
today but he keeps return-
ing. Advises he is inside
yelling profanities about the
cashiers.
-MCSO received a re-
port at Northwestern Motel
on N Main St, Heppner that
a juvenile threatened her 16
year old grandson.
-MCSO received a re-
port on Anthony Dr, Board-
man that there is vulgar
language and loud yelling.
-MCSO received a re-
port on Anthony Dr, Board-
man that RP wants to make
a complaint about neigh-
bor’s dogs. Advised they
are always barking.
-MCSO received a re-
port at Irrigon Shell Station
on E Hwy 730, Irrigon that
a gentleman that was kicked
out earlier is currently in-
side the shell station.
-MCSO received a re-
port at W Sixth Rd/Colum-
bia Ln, Irrigon that there is
loud music coming from a
house, has been going on
for a few hours.
May 7: Morrow Coun-
ty Sheriff’s Office received
a report at Willow Creek
Rd, Heppner that there is a
deer in the road.
-MCSO received a re-
port on NE Chase St, Hep-
pner that there is a ferret at
her house.
-MCSO received a re-
port at Irrigon Shell station
on E Hwy 730, Irrigon that
a dog attacked a driver be-
hind the Shell station.
-MCSO received a re-
port at W Idaho Ave/SW
Second St, Irrigon that there
is a brown horse and a white
and brown pony running
down Idaho.
-MCSO received a re-
port on Linden Way, Hep-
pner that person was sup-
posed to be home yesterday
and is not home.
-MCSO received a re-
port on I 84 E, Boardman
that she is in a motor home
and broke down. She said
she is in a bad spot and
would like traffic control.
Advised she has called for
a tow already. Referred to
other agency.
-MCSO received a re-
port on Linden Way, Hep-
pner that RP is stating he
heard gun shots by the alley.
Unable to locate.
-MCSO received a re-
port on I 84 W, Boardman
that there is a red and white
tanker truck going over
the line. Referred to other
agency.
-MCSO received a re-
port at Northwestern Motel
on N Main St, Heppner that
a possible wanted subject is
at the RV park.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a red Dodge
Caliber flew down towards
Tenth. RP says this is the
second day in a row the
driver has done this.
-MCSO received a re-
port on Hwy 730, Irrigon
that a large Chevy truck is
driving recklessly. Referred
to other agency.
-MCSO received a re-
port on I 84 E, Boardman
that a Fed Ex long load is
driving erratically.
May 8: Morrow Coun-
ty Sheriff’s Office received
a report on SE Brandon
St, Irrigon that RP was as-
saulted by his nephew.
-MCSO received a re-
port at Bombing Range Rd/
Cascade Way, Boardman
that a Honda Accord is fully
engulfed. BFD and MCSO
responded, fire was put out.
-MCSO received a re-
port on Locust Rd, Irrigon
that a dog is barking in
Space T-22. Owner was
given warning and will at-
tempt to keep the dog from
barking.
-MCSO received a re-
port on SE Ninth St, Irrigon
that her vehicle was broken
into sometime overnight
and items are missing.
-MCSO received a re-
port at Irrigon High School
on SE Wyoming Ave, Ir-
rigon that a student hit an-
other student’s vehicle. Un-
founded, the mark doesn’t
match up with the vehicle.
-MCSO received a re-
port at Road Canyon Rd/
Upper Rhea Creek Rd,
Heppner that RP is stuck
out in the pasture and would
like help contacting his
manager. He is unable to
get out except to make 911
calls.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a white Honda
keeps running the stop sign
on Tenth.
-MCSO received a re-
port on NE Main Ave, Irri-
gon that Benton Co advised
they got a 911 call where
the male stated he believed
someone put a microphone
in his car and then hung up.
-MCSO received a re-
port at Northwestern Motel
on N Main St, Heppner that
a speaker was stolen. RP
advised they do not have a
phone but are at the RV park
across from the motel.
