NOTICE OF BUDGET
COMMITTEE MEETING
A public meeting of the
Budget Committee of the
Morrow County Unified
Recreation District, Mor-
row County State of Or-
egon, to discuss the bud-
get for the fiscal year July
1, 2018 to June 30, 2019
will be held at MC Public
Health Building, Board-
man, OR. The meeting
will take place on the 26th
day of April, 2018, at 7:00
p.m. The purpose of the
meeting is to receive the
budget message and to re-
ceive comment from the
public on the budget. A
copy of the budget docu-
ment may be inspected or
obtained on or after April
26th, 2018 at the Morrow
County Courthouse, 100
Court Street, Heppner, Or-
egon, between the hours
of 8:00 a.m. and 5:00 p.m.
This is a public meeting
where deliberation of the
Budget Committee will
take place. Any person
may appear at the meeting
and discuss the proposed
programs with the Budget
Committee.

Boardman Oregon. The
meeting will take place on
the 24th day of April, 2018
at 7:00 pm. The purpose
of the meeting is to receive
the budget message and to
receive comment from the
public on the budget. A
copy of the budget docu-
ment may be inspected or
obtained on or after April
24, 2018 at #1 West Ma-
rine Drive, Boardman,
between the hours of 9:00
am and 5:00 pm. This is
a public meeting where
deliberation of the Budget
Committee will take place.
Any person may appear at
the meeting and discuss the
proposed programs with
the Budget Committee.

The Morrow County Sheriff's Office has released the following information:
February 16: Morrow
County Sheriff ’s Office
received a report on Wilson
Ln, Boardman that a man
is breaking into RP’s car.
Andrew Thomas Bryant
was arrested by MCSO and
released on his own recog-
nizance.
-MCSO received a re-
port on SE Thirteenth St,
Irrigon that RP saw what
appeared to be police lights
in the trailer park, then
her dog started barking at
someone running by their
house. Unable to locate.
-MCSO received a re-
port on SW Willow St,
Heppner that neighbor has
been stabbed 3 times by her
husband. Female was trans-
ported to PMH. Matthew
David May was arrested for
attempted murder and was
lodged at UCJ on $250,000
bail.
-MCSO received a re-
port on Wilson Ln, Board-
man that their client is pos-
sibly the victim of elder
abuse.
-MCSO received a re-
port on SE Riverview Ave,
Irrigon that her daughter
needs help because she is
being telephonically ha-
rassed by her daughter-in-
law.
-MCSO received a re-
port that RP would like to
speak to a deputy in regards
to a fight between elemen-
tary school children.
-MCSO received a re-
port on NW Oregon Ave,
Irrigon that him and his girl-
friend are fighting, female
is throwing things.
-MCSO received a re-
port on Park Ln, Heppner
that someone is rummaging
through their neighbor’s
shed. Subjects are in a silver
Toyota Prius.
-MCSO received a re-
port on Summit Ln, Board-
man that RP went to get
her daughter and ex hus-
band and friend are hiding
daughter.
February 17: Morrow
County Sheriff ’s Office
received a report on I84
E, Boardman that a Mor
Furniture with dark blue or
black cab is driving errati-
cally and coming into the
RP lane. Referred to other
agency.
-MCSO received a re-
quest on Wilson Ln, Board-
man for a welfare check on
his father whom he believes
is being manipulated by a
grandson.

NOTICE OF BUDGET HEARING
-MCSO received a re-
port that Santiago Lopez
Ciprian was arrested by
UCSO on MCSO IJC war-
rant. Bail $6,000, lodged
at UCJ.
-MCSO received a re-
port on Magic Ln, Irrigon
that there is very loud His-
panic music playing on
W Seventh in a residence.
Looks like a rodeo.
-MCSO received a
report that Amber Dawn
Dima was arrested by
UCSO on MCSO Circuit
Court warrant for probation
violation. Lodged at UCJ
with no bail.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a gold Pontiac
drove through the area at a
high rate of speed. MCSO
deputy was on Utah at the
time of the call, there was
not vehicle on Utah that he
had seen. Unable to locate.
-MCSO received a re-
port on I 84 E, Boardman
that there were no front
lights on a vehicle, no ve-
hicle description given.
Unable to locate.
-MCSO received a re-
quest for a welfare check
for her dad on SE Thir-
teenth Pl, Irrigon.
February 19: Morrow
County Sheriff’s Office re-
ceived a request for agency
assist at Riverview Mobile
Court on E Hwy 730, Irri-
gon. HPD advised that they
just arrested subject on their
charges and he had a bank
card belonging to another
person. They would like
MCSO to check with the
female to see if the male
was allowed to have the
card or not.
-MCSO received a re-
port on Wilson Ln, Board-
man of theft of a credit
card, used $3,500 on the
card. RP believes he knows
who the subject is. Deputy
made contact and subject
got his card back. No longer
wishes to pursue charges.
-MCSO received a re-
quest for a welfare check on
Linden Way, Heppner. RP
advised her son called her
and advised her that subject
has threatened her son and
their children for their lives.
Subject has torn the house
apart. Complete, all okay.
-MCSO received a re-
port on NW Baltimore St,
Heppner that there are kids
and possibly adults cutting
across behind his house and
there is a large embankment
back there. He is worried
someone will end up getting
hurt. He has told subjects
to stop waling back there
because it is trespassing.
Under investigation.
-MCSO received a
report on SE Utah Ave,
Irrigon that GMC Subur-
ban flew down the road,
light grey, heading towards
Tenth St. Unable to locate.
-MCSO received a re-
port on E Hwy 730, Irrigon
that a light colored Chevy
pickup is going through Ir-
rigon with flashers on and
flashing lights at people to
get them out of the way.
Heading towards Umatilla.
Referred to other agency.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that two cars came
down Utah and have parked
on Utah. Been there blacked
out for an extended amount
of time with the people
in the vehicle. Unable to
locate.
-MCSO received a re-
port on Linden Way, Hep-
pner that someone came on
to his property and took the
gold 2000 Pontiac Grand
Am. He advised that the ve-
hicle belongs to subject, but
it was on his property. He
advised that a male subject
took it, he is unsure who
that male subject is. Deputy
advised that the owner had
given the subject permis-
sion to have the vehicle.
February 20: Morrow
County Sheriff ’s Office
received a report at Ione
School, Spring St, Ione
that a juvenile was running
away from school. Juvenile
was found.
-MCSO received a re-
port on I 84 E, Boardman
from OSP that a dark green
Hyundai is all over the road.
OSP is out with vehicle.
-MCSO received a re-
port on Linden Way, Hep-
pner that there is blood on
the walls. Contacted two
males and they advised the
blood is from cut up knuck-
les but all is okay.
-MCSO received a
report at Hendergart Ln/
Miller Rd, Boardman that
his neighbors five dogs are
out and running down the
road. The dogs are in the
RP’s pasture now. Unable
to locate.
-MCSO received a re-
port at NE Center St, Hep-
pner that RP had backed
into power pole. Power
company has already
checked it out.
-MCSO received a
report at Heppner Grade
School on NE Stansbury St,
Heppner that there is a big
white dog inside the school.
It is very friendly.
-MCSO received a re-
port on I 84 E, Boardman
that just east of the exit RP’s
vehicle is broke down. He
advised it is well off the
road and he will attempt to
get it removed by Saturday.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a gold/brown
Dodge Caravan is parked
in the road in front of his
neighbors. Unable to locate.
-MCSO received a re-
port at SE Utah Ave, Irrigon
that around 10:30 a.m. a
1980 white Chevy pickup
revved up its engine and
spun its tires.
-MCSO received a re-
port on Hwy 207, Heppner
that there is a black and
white dog that followed
dog through his dog door
and is inside the house
harassing dog on the back
of the couch. RP has called
MCGG to get ahold of Mike
and have him respond.
-MCSO received a re-
quest for agency assist at
I 84 E, Hermiston. OSP
with a traffic stop, had an
additional vehicle pull up
on them.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a bluish colored
BMQ is speeding heading
towards Tenth, vehicle lives
in the trailer court. This is
an ongoing issue.
-MCSO received a re-
port at north Lex elevator
on Hwy 207 Echo, Lexing-
ton that she believes some-
one shot her rear driver
side window. Heard a loud
bang and now the window
is shattered and has a huge
hole in the window. The
suspect vehicle was a white
car heading north.
-MCSO received a re-
port at Oasis RV Park on W
Hwy 730, Irrigon that ear-
lier they had some people
come in and search through
their garage. Advises they
believe they were possibly
scoping out the place. Ad-
vises it was a late 30’s red
headed woman and a dark
haired male.
-MCSO received a re-
port at Jordan Grade Rd/
Hwy 74, Ione of a single
vehicle roll-over accident.
Eulogio Carbajal-Romeno
was given a verbal warning
for failure to perform the
duties of the driver.
February 23: Morrow
County Sheriff ’s Office
received a report at Maple
Crest Apartments on Wil-
son Rd SW, Boardman that
smoke is coming from an
apartment.
-MCSO received a re-
quest on W Seventh Rd,
Irrigon to set up a time
to meet officer regarding
a warrant that is out for
him. Ross Carlisle Vanetta
was arrested by MCSO on
MCCC warrant. Subject
was lodged at UCJ, no bail.
-MCSO received a re-
port on Big Butter Creek
Ln, Echo that a Dodge
pickup that had the wheels
off has been set on fire.
-MCSO received a re-
port at Irrigon Elementary
School on SE Wyoming
Ave, Irrigon that a student
brought a realistic looking
toy handgun to school.
-MCSO received a re-
port that Miguel Arenas
Campos was cited and re-
leased by UPD to appear
at IJC.
-MCSO received a re-
port on I 84 W, Boardman
that a semi truck is driving
erratically and at high rates
of speed. Referred to other
agency.
-MCSO received a re-
port on Terry Ln, Boardman
that dog keeps coming into
her yard and attacking her
chickens and has killed
three chickens in the past.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that they just had a
bluish gray BMW travelling
at a high rate of speed past
his house and went down
Tenth.
-MCSO received a re-
port at Laurel Rd/Wilson
Ln, Boardman that there is a
line hanging about two feet
above the ground.
