addition to impounding fees
and the penalty imposed for
violation of this ordinance.
D. Motor Vehicles. No
motor vehicle, trailers, or
motorcycles shall be oper-
ated, stopped, parked or
left standing any place in
a public park except on
public roads and designated
parking areas.
E. Hours. No person
shall use or frequent public
parks between the hours
of ____ and ___, except
during special occasions
or events as may be autho-
rized by order of the City
Council.
F. Waste Materials. No
person shall scatter, discard
or dispose of any garbage,
bottles, broken glass, tin

place any nasal or other
bodily discharge, or urinate
or defecate within parks
excepting directly in an
appropriate public restroom
facility.
H. Plants, Structures.
No person shall pick, mu-
tilate, dig or remove from
a public park any plant or
plants or in any way deface
or mutilate, bum, destroy,
defile, graffiti, or remove
any railing, building, seat,
fence, park facility, decora-
tive item, any other struc-
ture or tree within a public
park.

or inscriptions of any type
within the limits of a pub-
lic park without a specific
permission from the City
Council.

while in a public park may
operate a concession, either
fixed or mobile, or engage
in the business of soliciting,

public park, nor shall any
person cause, attempt to
cause, or bring about any
public nuisance. Drunken

L. Public Drinking
Fountains. No person shall
willfully mark, scratch,

stub, or any other matter of
refuse whatever.
M. Permits Required.
Permits shall be required
for the assembly of persons
in the city park to which the
general public is invited
when it is reasonably ex-
pected that such assembly
will be attended by 25 or
more persons. The City
Council may require the
person, persons, club group,
organization, corporation to
furnish police, fire, medi-
cal, sanitary and clean-up
services. Permits shall also
be required for music, art,
religious and other shows
and/or displays in public
parks.

of telephonic harassment.
Unfounded.
-MCSO received a re-
port on NE Gilmore St,
Heppner that a border col-
lie/blue heeler mix is miss-
ing. Complete, RP found
the dog.

port at Lex Schwab on
N Main St, Heppner of a
motor vehicle accident.
RP would like to speak to
a deputy.
-MCSO received a re-
port on I 84 W, Boardman
that a 4-door sedan passed
on the shoulder. Referred to
other agency.

port at Sub Zero Motel on
S First St, Irrigon that there
is a trailer parked at the
restaurant and there is a dog
locked inside.

Hatchery on Riverview
Ln, Irrigon that they found
a puppy. RP was advised
to take the puppy to pet
rescue.

complaint on SE Utah Ave,
Irrigon regarding a Toyota
Corolla. Possibly able to
find the car at the high
school.

O. Alcoholic Bever-
ages. Alcoholic beverages
are not permitted in public
parks.
P. Supplement Rules
and Regulations. The City
may supplement the above
rules and regulations by
resolution. Rules and regu-
lations shall be posted at
public parks.
SECTION 3. Penal-
ties. Any violation of this
ordinance is a Class C In-
fraction.
SECTION 4. Park
Trespass. Any peace offi-
cer or City employee may
exclude any person who
violates any provision of
this or any other applicable
City ordinance, or any of
the laws of the State of Or-
egon from any or all City
parks for a period not to
exceed 120 days.
(a) Written notice shall
be given to any person
excluded from any City
parks). Such notice shall
specify the dates and places
of exclusion. It shall be
signed by the issuing party;
warning of consequences
for failure to comply shall
be prominently displayed
on the notice.
(b) A person receiving
such notice may appeal
to the City Administrator
to have the written notice
rescinded or the period
shortened. An appeal must
be filed with the City Ad-
ministrator within five days
of receiving notice.

drove into one of the con-
crete barriers at the high
school.

report on SE Utah Ave,
Irrigon that a blue Ford
Explorer drove through the
area at a high rate of speed.

-MCSO received a re-
port on SE Hager St, Hep-
pner that RP has a collie
at her house that she has
caught. She has chickens
at her house so would like
the dog picked up. Citation
issued.

port on W Arcade St/S F
St, Lexington that subjects
were under subject’s equip-
ment now heading south
on Arcade. MCSO made
contact and subjects were
trespassed from property.
-MCSO received a re-
port on SE Fourth St, Ir-
rigon that two people are
on the property right now.
-MCSO received a re-
port on Frontage Ln, Herm-
iston that her friend showed
up at her residence and ap-
pears to have been assaulted
or attacked. RP advised she
has dog bites and was hit
in the face with a shovel.
