for the total project budget
committed before apply-

class offered by the Mor-
row County Creative Arts
and Crafts at the Morrow
County fairgrounds annex.
The class will be a “follow
me” watercolor painting,
a reverse glass painting or
painting on cotton cloth in
an embroidery hoop. The
cost is $20 for non-mem-
bers and free to members.
Setup will begin at 8:30

County Circuit Court Judge
at the Heppner Chamber
lunch meeting in the Hep-
pner City Hall conference
room. Candidates Michael
Breiling and Rob Collins
will participate in the fo-
rum, with Bill Kuhn as the
moderator. Lunch is avail-
able for $10 and an RSVP is
required to attend to allow
enough meals and seating.
Tacos Hometown will be

a choice of a small chicken
or beef burrito with bever-

Heppner weather averaged
slightly colder in March
According to prelimi-
nary data received by NO-
AA’s National Weather
Service in Pendleton, tem-
peratures at Heppner aver-
aged slightly colder than
normal during the month
of March.
The average tempera-
ture was 42.8 degrees which
was 1.4 degrees below nor-
mal. High temperatures
averaged 53.4 degrees,
which was 1.5 degrees be-
low normal. The highest
was 63 degrees on the 13 th .
Low temperatures averaged
32.2 degrees, which was 1.3
degrees below normal, with
the lowest of 25 degrees on
the 6 th .
During the month,
there were 17 days with the
low temperature below 32
degrees. The highest wind
gust was 42 mph, which
occurred on March 1 st .
Precipitation totaled
1.53 inches during March,
which was 0.01 inches
above normal. Measurable
precipitation of at least .01
inch was received on eight
days, with the heaviest,
0.52 inches reported on the
14 th . Precipitation this year
has reached 3.58 inches,
which is 0.53 inches below
Two Morrow County
car thief defendants who
took off and ended up in jail
in Georgia are due back in
Oregon soon.
Buddy James Buoy, 42,
and Julia Rachell Kraus, 37,
along with Michelle Carol
McLean, 37, all of Portland,
stole five newer model
vehicles from two Wash-
ington dealers on Oct. 31,
according to the Morrow
County Sheriff’s Office and
court records. They signed
release agreements in De-
cember and were released
from the Umatilla County
Columbia Basin Electric will be celebrating its
75 th Annual Meeting in 2019. We are searching

will sponsor a community-
wide clean-up the month
of April. The city has gar-
bage vouchers available,
with a fifty dollar limit,
to residents of the city of
Boardman. The vouchers
are valid during the month
of April at Finley Butte
landfill and the North Mor-
row transfer station. The

Akers stated.
Incumbent Don Rus-
sell, was elected as Morrow
County Commissioner in
2014. He has previously
served as a Morrow County
Planning Commissioner
and a commissioner for the
Port of Morrow. He cur-
rently serves as chairman
for the Boardman Rural
Fire board, where he has
been a board member for
more than 25 years.
Russell graduated from
Riverside High School in
1975, then attended Oregon
State University from 1975-
1979 graduating with a
bachelor of science degree,
majoring in business ad-
ministration with a concen-
tration in accounting and a
minor in general science.
Don passed the National
CPA exam in 1980 and
worked for a local CPA firm
in Salem, OR from 1980-
1982. From 1982-2002, he
was active in the petroleum
business working for Rus-
sell Oil Company, serving
as president from 1984-
2002. During this time he
also served on the board
of directors of the Oregon
Petroleum Marketers As-
sociation and on a national
jobber council for TOSCO
corp.
Currently, along with
his duties as Morrow Coun-
ty Commissioner, Russell
operates a small retail busi-
ness in Boardman in part-
nership with his brother-in-
law Steve Doherty.
Don and Susan Russell
have been married for 38
years. They have two grown
children. Scott is married to
Cassie and they have three-
year-old twins. Scott is cur-
rently employed by PNGC
Power in Portland, OR and
serves as vice president
of Transmission and Con-
tracts. Sara and her seven-
year-old son, Beckham,
live in Reno, NV. Sara is
employed by LP Insurance
Services, Inc. as a senior
account manager.
In his first term as Mor-
row County Commissioner
Russell has been active with
the Association of Oregon
Counties, serving on the
Transportation and Eco-
nomic Development com-
mittees. Don also serves as
the president of the Colum-
bia River Enterprise Zone
board. (CREZ)
Candidate for county
assessor, Mike Gorman,
was born in 1972 and grad-
uated from Heppner High
school in 1990. He was a
small business owner from
1996 to 2002 and began
working in the county as-
sessor’s office as an ap-
praiser in 2002.
Gorman was appointed
as the Morrow County As-
sessor in September 2013
and elected in November
of 2014.
The filing deadline for
all positions was March 6.
Voters have through April
24 to register to vote in the
May 15 primary election.
Local ballots will be mailed
on April 25 and must be
received by the Morrow
County clerk’s office no
later than 8 p.m. on May 15.

diction center, calls for
near normal temperatures
and near to above normal
precipitation. Normal highs
for Heppner rise from 59
degrees at the start of April
to 64 degrees at the end of
April. Normal lows rise
from 36 degrees to 40 de-
grees. The 30 year normal
precipitation is 1.51 inches.
VISIT :

in December were condi-
tioned on them not having
contact with co-defendants

McLean also faces the

of unauthorized use of a ve-
hicle. Records show she has
been following court orders
and appearing for hearings.
