Sheriff’s Report
PUBLIC NOTICE
Morrow County Public
Works is seeking indi-
viduals wanting to serve
on the Road Committee.
Open Positions at this
time: Ione, North County,
North County at Large and
all (9) alternate positions.
Committee members shall
become familiar with the
operations, standards and
financing needs of the Mor-
row County Road Depart-
ment. Committee mem-
bers shall provide advisory
recommendations only to
the Morrow County Board
of Commissioners, Pub-
lic Works Director, Road
Master and Assistant Road
Master. These recommen-
dations shall follow all
County policies and con-
sider all budgetary needs.
Requests for appointment
shall be presented to Pub-
lic Works in writing by the
candidate. Public Works
shall provide these to the
Morrow County Board
of Commissioners for ap-
proval and appointment.
The applications shall be
in letter form contain-
ing complete information
regarding
qualifications
and reasons for interest in
Committee membership.
The letter shall be signed
and dated by the applicant.
Membership shall consist
of: one member from each
of the five incorporated
communities in Morrow
County; one representative
of north Morrow County
and one representative of
south Morrow County;
two members at-large (one
being from north Morrow
County and one being from
south Morrow County);
agricultural representation
shall be given preference
for one of the at-large po-
sitions. This shall com-
prise the Morrow County
Road Committee Mem-
bership. A second group
of nine shall comprise the
alternate voting members
who may stand in as vot-
ing members if their des-
ignated voting member is
absent. This group shall be
selected in the same man-
ner as the voting members
using the same criteria for
geographic location. Mem-
bers shall reside or own
property within Morrow
County. Committee mem-
bers shall provide to Mor-
row County Public Works
and the Morrow County
Board of Commissioners
ongoing assistance with re-
view of the Transportation
System Plan as related to
the Morrow County Road

truck that just came out of
the turkey shoots and flew
down the road. Unable to
locate.
-MCSO received a re-
port at McNab Ln/Hwy 74,
Ione that there is a large
rock near this location.
-MCSO received a re-
port on SE Idaho Ave, Ir-
rigon looking for a Nissan
key fob with the keys for
an indoor soccer player.
Owner of the keys lost them
on Dec 17 at the Irrigon
Indoor basketball court.
-MCSO received a re-
port that Jessica Prosser
was arrested by Union
County SO on IJC warrant.
Lodged at Union County
jail.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a dark colored
pickup is road racing on
Utah. Unable to locate.
-MCSO received a re-
port at AC Houghton on
Ne Main Ave, Irrigon that
RP heard a big boom. Does
not believe it came from a
vehicle or a firearm. Unable
to locate.
-MCSO received a re-
port at Bucknam’s on N
Main St, Heppner that RP
just broke up a fight and
that there are several people
driving drunk.
December 30: Morrow
County Sheriff ’s Office
received a report on I 84
E, Boardman that RP has
blocked the roadway and
laid his back box down.
Does not need an ambu-
lance.
-MCSO received a re-
port at Bucknam’s on N
Main St, Heppner that there
are multiple people fight-
ing.
-MCSO received a re-
port on I 84 W, Boardman
that a MC deputy was in-
volved in a rollover.
-MCSO received a re-
port at Sub Zero Motel on S
First St, Irrigon that person
walked out and did not pay
for hotel or tabs, did not re-
turn keys. Subject is still in
the room. Loveland, Kyler
Boone was trespassed from
Sub Zero bar only.
-MCSO received a re-
port at Trail Apartments on
Boardman Ave NE, Board-
man that a male is sitting on
the steps in the apartments,
there is a vehicle she has
not seen before, small pos-
sible 2 door maybe light
blue. Subject was waiting
for his ride.
-MCSO received a re-
port on I 84 E, Boardman
of two vehicle on shoulder,
slid over.
-MCSO received a
report on NW Shobe St,
Heppner that Christmas
light show was stolen from
property.
-MCSO received a re-
port on I 84 W, Boardman
that a blue Peterbuilt semi
with Wagoner transporta-
tion is all over the road and
driving too fast for condi-
tions. Referred to other
agency.

port at Boardman Marina
on Marine Dr W, Boardman
that a female is screaming
you’re going to kill us both,
you’re going to kill us both.
Deputy spoke with the par-
ties involved.
At Umatilla River Rd/
Sixth St, Umatilla that there
is a driving complaint be-
ing transferred to MCSO.
Vehicle was already to their
residence.
-MCSO received a re-
port on W Oregon Ave that
her daycare provider quit
and took RP’s property.
Deputy spoke with both
parties and subject is de-
livering the property to RP.
-MCSO received a re-
port on I 84 W, Board-
man that it appears there
is a pickup that appears
to be pilfering the cab of
the wrecked truck. Deputy
made contact, subject ad-
vised he is associated with
the incident.
-MCSO received a re-
port on Hwy 74, Heppner
that there is an abandoned
vehicle in the storage sheds
near this address south of
Hwy 74 in Heppner.
-MCSO received a re-
port on Paterson Ferry Rd,
Irrigon that 87-91 F150 was
confronted by an employee
and went to Green Acres
looking for something to
steal again.
-MCSO received a re-
port at Cutsforth Park on
Willow Creek Rd, Hep-
pner that there is a car
from Ukiah that came down
from Coal Mine. The gate
is locked and the Honda
is blocking the access to
the road. Amanda Suzanne
Vaughn was issued citation
for DWS,
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that there are 4-5
guys next door, subjects
were trespassed from RP’s
residence.
-MCSO received a re-
port on I 84 E, Boardman
that there is a piece of fur-
niture in the road.
-MCSO received a
report at Columbia Ln/
Country Garden Rd, Irrigon
that RP believes there are
explosions on Columbia
near Short Rd and Garden
Estates. He advised there
was a flash with several
loud booms. Unable to
locate.
-MCSO received a re-
port on Washington Ln,
Irrigon that daughter is
threatening to hurt herself.
She would like contact in
regards to what is accept-
able to keep her from hurt-
ing herself.
December 31: Mor-
row County Sheriff’s Of-
fice received a report on
Crooked Rd, Irrigon that
there is a miniature horse
at the house behind them,
don’t know where it came
from. Appears to be well
taken care of. Advised it is
in their field.
-MCSO received a re-
port at Heppner Shell Sta-
tion on N Main St, Heppner
that runaway juveniles from
LaGrande are supposed to
be in Heppner today to get
a ride. MCSO located and
detained both juveniles.
-MCSO received a
report at Linden Way/W
Thorn St, Heppner that
there is a utility pickup
parked on the empty lot
on Linden Way, needs to
be moved, does not have
permission to be there.
-MCSO received a re-
port on SE Park Pl, Irrigon
that person is in jail but
someone just called and
advised that someone has
broken into the residence.
RP advised that nobody
should be there, she is the
owner and wants whoever
is in the house to go to jail.
RP advised that someone
may have broken a window.
Unfounded.
-MCSO received a
report on NW Water ST,
Heppner that there should
not be anybody going into
the house. There are people
trespassing in and out of
the house. This is a cold
trespass.
-MCSO received a re-
port on NE Pioneer Dr,
Heppner that there is a loud
sound that sounds like a
loud boom coming from the
area of PMH. Female heard
the noise early this morning
and again this afternoon.
Female did not want to
leave her name.
-MCSO received a re-
port on I 84 W, Boardman
that they are following a
dark colored Ford pickup
that is swerving all over
the road.
-MCSO received a re-
port at US Forest Service
on S Main St, Heppner that
he almost hit a yellow lab
with his pickup outside the
Forest Service building.
Unable to locate.
-MCSO received a re-
port on Hwy 207, Heppner
that there is an older gentle-
man with a cane standing
on the side of the road and
is concerned that he may
be disoriented. Unable to
locate.
-MCSO received a re-
port on NE Third ST, Ir-
rigon that the house across
from the Moose Lodge is
on fire.
-MCSO received a re-
port at Miller Rd/Wilson
Ln, Boardman that he can
hear a male and female
yelling about half a mile
away. He advised it was
very violent screams. Un-
able to locate.
-MCSO received a re-
port on NE Eighth St, Ir-
rigon that on Oregon Ave
between NE Seventh and
Ne Eighth that the music is
too loud, would like them
to tone it down.
-MCSO received a re-
port on Hwy 207 Echo,
Lexington that there is a
motor vehicle rollover, up-
side down. RP is trapped
in the vehicle. MCSO re-
sponded and got the female
help home.

requesting deputy go with
her to get her items as he is

advised the male is a felon

did not want to give the
exact address.

Ln, Irrigon that someone
broke into her vehicle this
morning by smashing the
window.
-MCSO received a re-
port on NW Gale St, Hep-
pner that a dog has been
barking since 0600 this
morning. RP would like
deputy to deal with the dog.

port at N Main ST/W May
Ave, Heppner that person is
driving intoxicated.
-MCSO received a re-
port on SE Eleventh St,
Irrigon that her daughter
was assaulted early this
morning.
-MCSO received a re-
port on SE Fifth St, Irrigon
that her daughter’s boy-
friend threw all her stuff
and started pushing her out
the door. MCSO responded
and gave the RP a ride to
Umatilla.
-MCSO received a
report on NE Main Ave,
Irrigon that subject is caus-
ing a disturbance. MCSO
responded and subject was
lodged at UCJ.
-MCSO received a re-
port on NE Second St,
Irrigon that two pits are
fighting a black lab. Lab
left, but is hurt. Unable to
locate.
-MCSO received a re-
port on SE Skyline Dr,
Heppner that RP’s husband
is calling from Nebraska,
believes that someone may
be at the residence. Wife is
at home, thought she heard
something, also said she
found the doors unlocked.
-MCSO received a re-
port on I 84 E, Boardman
that there is a vehicle there
with hazards on. Referred
to other agency.
-MCSO received a re-
port on I 84 E, Boardman
that there is a two vehicle
motor vehicle accident, de-
bris all over the road.
-MCSO received a re-
port on Hwy 74, Heppner
that there is a male laying
on the side of the road,
when RP returned to check
on him he got up. Male
was given a courtesy ride
to Boardman.

month and realized it had
a tumor and took it to the
vet. The vet stated it was a
fast growing tumor in the
mouth that resulted in the
dog having to be put down.
She advised she did some
research and found out who
the dog belonged to. Under
investigation.

port on S First St, Irrigon
that Javier Gonzalez vio-
lated the restraining order
that the RP has against him.
He came to the residence at
1 a.m., was banging on the
window. They spoke, verbal
only, nothing physical.
-MCSO received a re-
port on Wilson Ln, Board-
man that RP has a stray
dog at her residence and
would like it picked up.
Transported to pet rescue
in Hermiston.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that for the last 30
minutes there have been
two vehicles going back
and forth around his house.
Advised it was a gray Hon-
da 4 door and gold GMC
Yukon.
-MCSO received a re-
port on I 84 E, Boardman
that a Silver Star cattle truck
almost hit her. She advised
she went to pass him and
he passed another vehicle
and ran her off the road.
Referred to OSP.
-MCSO received a re-
port at Hwy 74/Linden
Way, Heppner that Colby
James Hedman was arrest-
ed on MCSO P&P detainer.
Subject lodged at UCJ with
no bail.
-MCSO received a re-
quest for a welfare check on
Magic Garden Ln, Irrigon
to attempt to figure out if
older confused female lives
at that address. Next of kin
for female was located by
Malheur County.
-MCSO received a re-
port at rental property on
Dunes St, Boardman that a
24 year-old male is having a
diabetic issue. Transported.
-MCSO received a re-
port at Sand Hollow Re/
Meyers Ln, Heppner that
she watched a vehicle slide
off into the ditch.
-MCSO received a
report at Love’s Travel
Stop and Country Store on
Tower Rd, Boardman that
someone hit his semi-truck,
advises he has a scratch on
the side of his car.
