County purchases ‘Burner Breaker’ phone hacking system
Sheriff’s Dept. to use in gathering digital evidence

The Morrow County
Sheriff ’s Department is
purchasing a $12,995 cell
phone extraction system
that will allow officers to
open locked phones and
computers to extract evi-
dence in criminal cases, it
was announced at a recent
county commission meet-
ing. The county received a
$4,000 grant so the system
will end up costing the
county $8,995, plus a yearly
$1,995 software updating
fee.
In asking the commis-
sion for funds to purchase
the equipment and soft-
ware, called the Burner
Breaker, District Attor-
ney Justin Nelson said the
equipment will be very
useful in criminal cases
because so many phones
now have evidence such as
photos, text messages and
other data locked inside. He
said a warrant is necessary
before law enforcement can
use the equipment.
Currently phones gath-
ered in criminal cases can
be opened, but they have to
go to the Pendleton Crime
Lab and depending on work
load there can take some
time to get information
back, which can hinder law
enforcement in investiga-
tions.

Bowles told the commis-
sioners the sheriff’s de-
partment would share the
equipment with the Board-
man Police Department, so
both could use the forensic
equipment. According to
the equipment literature,
the software “supports data
acquisition on over 14,000
phones, tablets and devic-
es.” It can acquire, analyze
and report on what is found
in the phone and device.
It can also access images
and deleted data as well as
information recovered from
browser history and data
directly from cloud appli-
cations such as Facebook,
Twitter, Dropbox, Yahoo,
iCloud and more. The hard-
ware can also crack pre-
paid throw away phones,
something that was not pos-
sible with previous phone
hacking systems. Two law
enforcement officers will
be trained in how to use the
equipment.
Commissioner Melissa
Lindsay was concerned
the equipment might be-
come obsolete quickly.
“Everyone has top of the
line phones now,” she said.
“They get a very expensive
phone before they pay to
put food on the table and for
the rent. How long before
our technology is out of
date?” she asked. “It’s an
arms race,” said Commis-
sioner Jim Doherty. “Ev-
eryone is racing to put out
the best phones to people.
But if the DA says we need
it I’m for it,” he said. The
commission went on to vote
in favor of the purchase us-
ing contingency funds.
In other business at
its January 17 meeting the
commission heard that
a property tax refund of
$40,448 has been sent to
Sage Hollow Ranch. The
taxes were adjusted follow-
ing a change in how farm
equipment depreciation was
calculated.
The Commission heard
from Rex Baker of the
Greater Eastern Oregon
Development Corporation
(GEODC) who handles
the county’s equity loan
fund. Baker asked that a
10-year loan of $100,000
be approved to the Morrow
County Health District to
help purchase a building in
Boardman to house Home
Health and a new pharmacy
to be operated by Mur-
ray’s Drug. Baker said the
health district already had
commitments of $175,000
from the Bank of Eastern
Oregon and $100,000 of its
own money to complete the
$375,000 purchase.
Baker said the health
district met all the require-
ments of the equity fund,
including employment re-
quirements and financial
liquidity. The Health Dis-
trict has already made three
other loans from the equity
fund, and is in good stand-
ing on all of them. The com-
mission first voted to ap-
prove the 10-year loan, and
then voted on an interest
rate. A motion to approve
1.5 percent interest passed
2-1 with Commissioner
Don Russell voting against.
Russell said he thought the
interest rate should have
been 2 percent. “The inter-

In other business the
county voted to bring back
team building expert David
Rabiner for another session
with county employees. It
would be a full day exercise
and costs $5,500.

that Milky Way truck head-
ing to JVB dairy stopped
to use the rest room. Tried
to move truck back to get
momentum but truck slid
and got stuck. RP advised
he just needs help moving
vehicle.

port on SE Utah Ave, Ir-
rigon that a Dodge pickup
two door short box white
in color came off Tenth St
around the corner. RP came
out the tell them to slow
down and the truck stopped
and was going to spin its
tires. Unable to get plate as
it was full of snow.

port on NE Third St, Ir-
rigon that a black small
car similar to an Acura
that travels south on Third
from Washington to Hwy
730 everyday around 720
am speeds and wants the
driver contacted and slowed
down.

Ranch on Kunze Ln, Board-
man that a resident has
broken a chair and is charg-
ing after the staff. MCSO
responded and the subject
was lodged at UCJ, $16,000
bail.

that two dogs are chasing
cows.

port on SE Utah Ave, Ir-
rigon that a blue Dodge
Durango is parked halfway
into the traffic lane. Ad-
vised that vehicles can get
around it as long as there
are no other cars coming.

port on Lewis and Clark
Dr, Boardman that she is
concerned that her daughter
was overdue, should have
been off work at 0630.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a black Chevy
Trailblazer was doing side-
ways punches then ran two
stop signs and proceeded
down Seventh.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a maroon Chevy
down Tenth got sideways
on Seventh, has a light
bar across the top, headed
toward Division.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a white Subaru
wagon between Seventh
and Division punched it and
almost went into the field.
Backed into his driveway.
-MCSO received a re-
port at Ione Gooseberry Rd/
Howton Ln, Ione that he
observed a vehicle, possibly
a dark colored mini van out
in his field about ½ mile
off the road. RP advised it
appeared they went off the
road and kept going. Ap-
pears subjects still in the
vehicle. Non-injury, vehicle
was being pulled out.

port on I 84 E, Boardman
that a dark or black two
door Honda is weaving
back and forth between the
lines. Vehicle has gone off
the road at times, but is still
traveling. Referred to other
agency.
-MCSO received a re-
port on Hwy 207 Echo,
Lexington that son found
two dogs with collars.
Owners were found.
-MCSO received a re-
port on Hwy 730, Irrigon
that dogs are hurting their
cows. German shepherd
and unknown other. Un-
able to locate owners of
the dogs.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that a Doge diesel truck
out in the turkey shoots and
was speeding the way there.
-MCSO received a re-
port at Northwestern Motel
on N Main St, Heppner that
a female admitted to RP to
being beaten up by her boy-
friend. She is in the lobby
now with a head would
and feels threatened for her
life. Shaka Isaiah Klang
was arrested by MCSO and
lodged at UCJ with a bail of
$16,000.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a Jeep revved up
its motor and sped up. Jeep
had a plow attachment on
the front of it.
December 26: Morrow
County Sheriff’s Office re-
ceived a report at Boardman
Bombing range on Bomb-
ing Range Rd, Boardman
of a single vehicle accident
between Wilson and Home-
stead on Bombing Range.
Vehicle flipped twice.

rigon that a black small
car similar to an Acura

pner that deputy watch the
handicapped parking space.

port on SE Utah Ave, Irri-
gon that a subject trespassed
on his property by backing
into his driveway to turn
around and then called RP
a derogatory name when RP
confronted him. Responded
and trespassed the subject
from the property and dis-
cussed property boundaries
with RP.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that neighbor’s Chi-
huahua is coming into RP
yard under the back gate.
RP advised she has a ser-
vice dog and this is going
to cause her to have to get
it fixed.
-MCSO received a
report on Wagon Wheel
Loop, Irrigon that there is
a pony around the corner
from her residence that
appears abandoned and/or
neglected. Deputy located
the pony and made contact
with animal owner.
-MCSO received a re-
port on Hwy 207, Heppner
that there is a yearling fawn
caught in the fence with a
broken leg and needs put
down.
-MCSO received a re-
port on W Arcade St, Lex-
ington that her father passed
away and there is now an
issue with his tenants up-
stairs. RP advised they want
to keep some things and she
advised them the estate has
to be settled first.
-MCSO received a
report at Mountain Glen
Apartments 1-8 on NE Pio-
neer Dr, Heppner that she
saw someone at the house
near her residence and they
ducked away from her and
does not know if anyone is
supposed to be there. Un-
able to locate.
-MCSO received a re-
port on N Main St, Heppner
that a mid-20’s to early 30’s
female wearing a black
coat was in her parking
lot crouched down on the
phone. When RP asked her
what she was doing there
she began using the F word
and stormed off. RP advised
the female stated she was
hitchhiking.
-MCSO received a re-
port at Boardman Chevron
on Main St N, Boardman
that she just saw a vehicle
hit another vehicle at the
Circle K. The driver has
not gotten up despite her
husband knocking on the
doors. Elizabeth Salinas
was issued a citation for
driving uninsured.
-MCSO received a re-
port at Juniper Canyon Rd,
Lexington that deputy hit
a deer just past the gravel
pits. Vehicle is drivable,
front grill popped out. Due
to snow pack conditions,
deputy was unable to stop
and deer unable to move.
-MCSO received a re-
port on W Arcade St, Lex-
ington that someone broke
into her storage shed in her
yard. Advises the lock on
the door was broken and it
was not this morning. States
she has been having issues
with some tenants in the
building.

port on SE Utah Ave, Ir-
rigon that he just had a
person in a 4-wheeler go
past his residence and into
the turkey shoots. Unable
to locate.

port on I 84 E, Boardman
about two individuals push-
ing a vehicle.

port on SE Third St, Irri-
gon from a male reporting
a domestic with him and
his girlfriend, would like
deputy to respond.
-MCSO received a ju-
venile complaint on NW
Jones St, Heppner.
December 27: Morrow
County Sheriff ’s Office
received on I 84 W, Board-
man that there is a vehicle
in the median. Unknown
further, possibly a pickup.
RP called back and advised
the subject was at the WB
rest stop now, subject put it
in 4-wheel drive and drove
out. Advised he was not
injured, no damage.
-MCSO received a re-
port on Prickly Pear Ln,
Irrigon that there is a white
Ford Ranger parked across
from her neighbor’s, along
Division. RP is concerned
that it may be her ex, who
she has a restraining order
against. Deputy responded,
subject was not her ex and
was in the area for other
reasons.
-MCSO received a re-
port on N Main St, Hep-
pner that a vehicle has been
parked there for a week.
Would like the owner talked
to about moving the ve-
hicle.
-MCSO received a re-
port on Olson Rd, Board-
man of concern for animals
at location. The pasture is
leased out and concern for
animals there owned by
person leasing the ground.

port on NW Washington
Ave, Irrigon of theft of a
package from his property.
RP has it on video.
-MCSO received a re-
port that Van Etta, Ross
was arrested by MCSO on
Umatilla County warrants.
Lodged at UCJ on a bail of
$60,000.

port on SW Nevada Ave,
Irrigon from a Spanish
speaking couple reporting
a dog bite.
-MCSO received a re-
port at SE Thirteenth St/
SE California Ave, Irrigon
that it appears the front of a
house is on fire. Controlled
burn.
-MCSO received a re-
port on Tower Rd, Board-
man that she hit a deer. It
has smashed her front end
in and the deer is still alive.
-MCSO received a re-
port on Hwy 74, Heppner
that there is a pickup pull-
ing a van with no lights on
heading towards Heppner.

-MCSO received a re-
port on SE California Ave,
Irrigon that a chocolate lab
approximately one year
old and a golden retriever
approximately seven years
old ran away.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that there are individu-
als revving their engines in
the turkey shoots.
-MCSO received a re-
port at NW Baltimore St/
NW Gale St, Heppner that
a dog continuously barks.
Unable to locate any dogs
barking.
December 28: Morrow
County Sheriff’s Office re-
ceived a report on Rippee Rd,
Boardman that his neighbor’s
dogs have been out and com-
ing on to his property. Dep-
uty responded, dogs are now
back at their residence and
shouldn’t be able to dig out.
-MCSO received a report
on Hwy 74, Ione that a station
wagon gray with black bottom
was heading north on Hwy 74.
RP called back and advised it
was the mail man in a different
vehicle.
-MCSO received a report
on W Fourth Rd, Irrigon that
a dog needs to be put down
because it looks sick. RP
called back and advised that
the Oregon Trail Vet is going
to put the dog down.
-MCSO received a report
on I 84 E/Hwy 730, Boardman
that there was a grey semi that
was driving recklessly and
they are now on I 84 heading
east. Referred to other agency.
-MCSO received a report
at AC Houghton on Ne Main
Ave, Irrigon that there are
dogs killing sheep, two houses
before RV park next to marina
and softball.
-MCSO received a report
on Knapp St, Irrigon that his
neighbor’s dog that has killed
livestock, has a court order by
a judge to have the dog leashed
and muzzled at all times. At
this time the dog is running
around the yard not leashed or
muzzled. Deputy made contact
and will be contacting judge
next week.

on Hwy 730, Boardman that
a light gold Grand Am was
speeding and on the wrong
side. Delgadillo, Abigail
Dulce was issued citation for
careless driving.

on SE Utah Ave, Irrigon that
a white BMW SUV drove
quickly on Utah Ave. Unable
to locate.
-MCSO received a report
on SE Thirteenth St, Irrigon
that there is a cat that appears
to be sick, skin and bones.

on I 84 W, Boardman that a
small white car won’t get out
of the passing lane, holding
up traffic. Referred to other
agency.

on I 84 W, Boardman that a
grey pickup with Idaho plates
is traveling with no lights on.

on SE Park Pl, Irrigon that she
is the landlord of a residence
and there are two people on the
property that are not supposed
to be there.

port on S F St, Lexington
that elderly female activated
medical alert that is on her
person. Neighbor went down
and checked on her. No action
taken.

at NW Church St/NW Jones
St, Heppner that his ex-girl-
friend hit him three times and
gave him a bloody nose.

on Hwy 730, Irrigon that an
Oak Harbor freight semi is
passing cars on no passing
lane, pulling doubles. Referred

December 29: Morrow
County Sheriff ’s Office
received a report at Love’s
Travel Stop and Country
Store on Tower Rd, Board-
man that RP works for a
trucking company and he
needs to refuel, trucking
company wants him to use
his money to refuel, but
RP does not have money.
Would like to speak to
deputy regarding options.
-MCSO received a re-
port on SE Chase St, Hep-
pner that a subject is sit-
ting on the curb talking to
himself, doesn’t appear to
be dressed for the weather.

-MCSO received a re-
port on Paul Smith Rd,
Boardman that a dog was
barking at 2 am on Wednes-
day, last night noticed that
there are footprints lead-
ing to a window and the
screen was hanging from
the window. Did not see
anyone and has no idea who
it could have been. MCSO
made contact, advised that
no entry was made.
-MCSO received a re-
port at Heppner Day Care
on NW Gale St, Heppner
that it appears someone
tried to get into the back
door and the shed door is
almost completely off.
-MCSO received a re-
port on NW Baltimore St,
Heppner that a tailgate for
a pickup that used to be for
a fifth wheel was stolen
yesterday.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a white Cadillac
Escalade just came flying
through the area, advised
this is an ongoing issue.
Vehicle is the one from the
second house on Tenth and
Utah.
