NOTICE IS HEREBY
GIVEN: that at December
6, 2017, a Public Hearing
will be held in the Bar-
tholomew Building, Hep-
pner, Oregon, to consider
the formation of an Ex-
tension Service District
under authority of ORS
451.010(1)(i).
The Board of
Commissioners has en-
tered an order declaring its
intent to form an agricul-
tural educational extension
district, to be known as the
Morrow County Extension
Service District. It intends
that the boundaries of said
District will include all
territory within Morrow
County including all ter-
ritory within the incorpo-
rated cities in the County.
The Board of Commis-
sioners will hear testi-
mony and receive written
comment about Extension
Service needs, economic
feasibility and a permanent
tax rate limit. The Board
will determine if the Coun-
ty could be benefited by
the formation of a County
Extension Service District.
All interested persons may
appear and be heard.
Persons wishing to
submit written statements
before the hearing may do
so by mailing them to the
Morrow County Adminis-
trator’s Office, Attn.: Kim
Cutsforth, P.O. Box 788,
Heppner, Oregon 97836,
in time for them to be re-
ceived by November 25,
2017.

be printed in the Hep-

prior to said hearing and

Morrow County is looking
for volunteers to represent
Boardman and Ione on the
Morrow County Planning
Commission.
Planning
Commissioners serve four-
year terms. These appoint-
ments are to fill terms end-
ing December 31, 2021.
The Planning Commission
generally meets once a
month, alternating meeting
locations between Heppner
and Boardman. Duties of
the Planning Commission
include approving land
use actions, maintaining
the county’s subdivision
and zoning ordinance, and
working with the County
Board of Commissioners
to manage the county’s
land use Comprehensive
Plan.
Interested parties residing
in Morrow County who
are interested in taking a
more active part in land
use planning in the county
are encouraged to sub-
mit a letter of interest to
the Morrow County Plan-
ning Department, PO Box
40, Irrigon OR 97844, by
close of business Friday,

The Morrow County Sheriff’s Office has released the following information:
October 27: Morrow
County Sheriff ’s Office
responded to a dead deer
on the shoulder of the north-
bound lane at Tower Rd,
Boardman. Referred to
another agency.
-MCSO received a re-
port that Shawn Michael
Chandler was arrested
by HPD on IJC warrant.
Lodged at UCJ with $3,000
bail.
-MCSO responded at
Paterson Ferry Rd/Colum-
bia Ln, Irrigon for a grey
Nissan that flipped between
Lamb Weston in Boardman
and Irrigon. No injuries that
she knows of.
-MCSO received a re-
port on NE Fourth St, Irri-
gon of a possible accidental
overdose on blood pressure
pills. 35 year old male re-
fused assistance.
-MCSO received a ju-
venile complaint on Hwy
730, Umatilla. Citation
issued.
-MCSO received a re-
port at Morrow County
OHV park on Forest Ser-
vice 21 Rd, Heppner that
there are about three head
of cows about two miles E
of the OHV park on the 21
road that are out.
-MCSO received a re-
port on Wilson Ln, Board-
man regarding potential
elder abuse. Civil problem
-MCSO received a re-
port on NE Third St, Irrigon
that a subject at the brown
house between Main and
Oregon backed out of his
driveway without looking
and nearly hit her. Advised
that he nearly hit her at the
gas station and that his driv-
ing habits scare her.
-MCSO responded to
a report on I 84 W, Board-
man of a male sitting on
the shoulder, no vehicles
around him, wearing red
and black jacket, bald head.
Male given a courtesy ride
to Pilot.
-MCSO received a re-
port on SE California Ave,
Irrigon that his chocolate
lab and a golden retriever
got out today. Both have
collars, but golden retriever
is the only one with a tag
on them.
-MCSO received a re-
port on Sunflower Flat Rd,
Heppner that his bridge
has been damaged and he
believes the bridge is not
safe to drive over.
-MCSO received a re-
port on I 84 E, Boardman
that a 2002 blue Toyota
Sienna hit a deer. Advised
they are off the road and
they have a tow covered.
October 28: Morrow
County Sheriff ’s Office
received a report at Brace
Rd/Washington Ln, Irrigon
that there are three horses
in Taylor’s yard and she
is afraid they will get hit
in the fog if they get onto
Washington.
-MCSO received report
at Lamb Weston plant on
Columbia Ave NE, Board-
man of a possible motor
vehicle accident. Female
crying and advising she was
hit and had her baby with
her. Unable to locate.
-MCSO received a re-
port on SE Chase St, Hep-
pner that there is a vacant
lot nearby with a tent trailer
that two juveniles have
been in all day and he thinks
it is suspicious.
-MCSO received a re-
port of a lost gun off the
2106 Rd.
-MCSO received a re-
port on Columbia Ln, Irri-
gon that her tires have been
slashed.
-MCSO received a re-
port on SE Eighth St, Ir-
rigon that her husband is
at her house, has her phone
and is attempting to break
it.
-MCSO received a re-
port at Blakes Ranch on
Elk Trail Ln/Blake Ranch
Rd, Heppner of a possible
fire in the area near him.
Transferred to USFS.
-MCSO received a re-
quest on SE Kristen Dr, Ir-
rigon for assistance dealing
with her child.
-MCSO received a re-
port on Hendergart Ln,
Boardman that the person
is playing loud music.
October 29: Morrow
County Sheriff ’s Office
received a report on Piper
Canyon Rd, Lexington that
he had a trailer load of grass
seed show up at his place
and he isn’t sure who it
belongs to.
-MCSO received a re-
port on NW Oregon Ave,
Irrigon that a 4,000 lb steer
is in her back yard and is
butting up against some
trees. Likely belongs to
neighbor down the road
where the miniature don-
keys used to be.
-MCSO received a re-
port of a wallet found in
front of a residence. RP
made several attempts to
return it, left a note on their
door, but hasn’t received a
response. Decided to bring
it into the sheriff’s office.
-MCSO received a re-
port on Willow St, Heppner
that his wife was riding her
horse and subject started
doing figure eights around
her and her horse on a
four-wheeler. Subject also
threatened female with a
gun, advising that he would
shoot her.
-MCSO received a
driving complaint on W
Hwy 730, Irrigon about a
semi with a cattle hauler all
over the road.
-MCSO received
a report of large rocks
that have fallen on Rock
Creek Grade. Advised she
doesn’t know the exact
mile marker, but it is
about a quarter mile up as
you are going up the hill.
ODOT advised.
-MCSO received a
report of a firearm found
in the mountains while he
was hunting. It is a Ruger
Mark 2 22.
-MCSO received a
complaint on SE Utah
Ave, Irrigon of loud music
coming from a vehicle
near his residence on Cali-
fornia. Unable to locate.
-MCSO received a
complaint on SW Wyo-
ming Ave, Irrigon that his
neighbors are playing their
music really loud from
their backyard.
-MCSO received a re-
port on I 84 E, Boardman
of a white truck all over
the lane, in the middle
lane now. California
plate. Referred to another
agency.
-MCSO received a re-
port on I 84 E, Boardman
that there is a male driving
a gold 4runner, late model
that is all over the road
and unable to maintain
speed. OSP advised.
October 30: Morrow
County Sheriff’s Office re-
sponded to a report at Hwy
207 Echo, Lexington of a
deer in the road.
-MCSO received a re-
port on SW Second Ave,
Irrigon that there are three
horses in the middle of Sec-
ond, one black, one brown
and one paint.
-MCSO responded to
Irrigon High School, SE
Wyoming Ave, Irrigon for
a 17 year old male having
a seizure. Patient refusal.
-MCSO responded to
Anson Wright park on Hwy
207 Spray, Heppner for
a motor home that was
parked there for the last
couple of days. Subject was
located and is fine.
-MCSO received a re-
port on Hwy 74, Ione that
a semi with a loader was
broke down, off the road,
has help coming.
-MCSO received a
report that Corey Gray
was arrested by ODFW at
Cold Springs Reservoir on
MCCC warrant. Lodged at
UCJ with no bail.
-MCSO received a re-
port on I 84 W, Boardman
of a fire between the rest
area and Boardman exit on
the eastbound side.
-MCSO received a re-
port on I 84 E, Boardman
of a newer dark blue car
going 80 mph, no plate on
the vehicle. OSP advised.
-MCSO received a ju-
venile complaint at Irrigon
High school, SE Wyoming
Ave, Irrigon. Provided
courtesy ride.
-MCSO received a re-
port at Miller and Sons
Excavating on Dee Cox Rd,
Heppner of a 51 year old
female barely conscious,
intoxicated, can’t hardly
talk, lying on the bed, no
injuries. Patient refusal.
-MCSO received a
complaint on SE Utah Ave,
Irrigon of white Chevy
pickup with a roll bar and
lights on Seventh speeding
through the area. Unable to
locate.
-MCSO received a
complaint on Canal Ln,
Boardman regarding her
neighbor putting notices on
her door saying he will be
putting stop to her water on
Nov. 1 for repair.
-MCSO received a
report at Heppner grade
school on NE Stansbury St,
Heppner of a missing ju-
venile. Juvenile was found
and returned home.
-MCSO received a
request for information
regarding possible check
fraud. Referred to UCSO.
-MCSO received a re-
port on Hwy 74, Ione of a
possible disturbance. All
parties were separated and
given their options.
-MCSO responded to
Ione School on Spring St,
Ione regarding a 15 year
old male that injured his
hip at the football field.
Transported to PMH.
-MCSO received a re-
port at Irrigon Marina on
NE Seventh St, Irrigon that
there are a couple of Rott-
weilers running. Unable to
locate.
-MCSO received a re-
port on I 84 W, Boardman
that a driver that was haul-
ing a trailer hit a deer going
westbound on 84 around
0200 on 10/28. They left
the trailer there since it
was damaged and cannot
be moved. Went back today
and it was gone.
-MCSO received a re-
port on I 84 E, Boardman
that individual hit what she
thought was a plastic tote
on the freeway.
October 31: Morrow
County Sheriff ’s Office
received a report from On
Star reporting they are
working with Pasco PD
on three stolen vehicles.
On Star turned off the igni-
tions on gray 2018 Chevy
Silverado.
-MCSO received re-
port on Washington Ln,
Irrigon of two pit bulls
attacking the chickens and
went after the adult nephew.
-MCSO received a re-
port on Wilson Ln, Board-
man of a cow in the pasture
with a broken leg.
-MCSO received a re-
port on I 84 E, Boardman
of a vehicle on the side
of the road, subject laying
on the ground in front of
the vehicle. No movement
noticed. Transported.
