business and industry and will
harm the state’s economy and
job creation. He pointed out
the negative impact it would
have on local farmers and the
food processors at the Port of
Morrow.
Smith says the tax money
would go to the Department
of Environmental Quality
(DEQ), and could be quite a
bit of money. “We don’t need
to send $100 million to the
DEQ without rules. No one
wants the carbon going into
the atmosphere, but don’t kill
industry with cap and trade,”
Smith says.
Local pioneer family Junior High football
wraps up season
honored
The third annual Okto-
berfest auction and dinner
held last weekend in Ar-
lington honored the Cecil
family, pioneers who settled
in the Ione area.
William Y. Cecil was
born in England on May 24,
1819. He came to Illinois
as a child and later moved
to Missouri. He married
Mary E. Robinson on Dec.
11, 1847.
The Cecils came across
the plains in 1862, settling
at Willow Creek Crossing,
now known as Cecil, on the
Oregon Trail. After Wil-
liam’s death in 1896, Mary
Cecil lived in their home at
Cecil until she died in 1903.

One of the earliest post
offices was established in
Cecil in 1867. Thousands
of immigrants camped at
Cecil, using the water from
the well which had been
dug in 1862-1863. Water
was scarce between Rock
Creek and Wells Springs,
so Cecil was a major stop-
ping place. Indians and
homesteaders also used the
well, hauling water to their
dwellings with horses and
water wagons.
Cecil had its own train
depot for many years, ser-
vicing the railroad that
came through there in 1888.

According to BCDA
70 to 80 percent of the
awards went to new people
moving into the Boardman
area. Money will start com-
ing into the CREZ from
its business agreements,
and the board hopes to
make further disbursements
in January 2018. In the
past the board has awarded
funds based on four major
categories: housing, edu-
cation and training, public
safety and community en-
hancement.
