Sheriff’s Report
October 4: Morrow
County Sheriff’s Office re-
ceived a report of criminal
mischief at Heppner High
School on NW Morgan St,
Heppner.
-MCSO responded to
a motor vehicle accident
at Hwy 730, Boardman.
Female over corrected and
crossed the center line into
the ditch.
-MCSO received a
question from NE Third
St, Irrigon regarding stolen
items he had heard had been
recovered. He just noticed
a weed eater and gas can
have been stolen and wants
to know if those are among
the items recovered.
-MCSO received a
report that there are two
subjects, one male and one
female, at the residence two
houses west of hers on SE
Third St, Irrigon that are
taking things off the prop-
erty and taking across the
alleyway. RP states that the
residence had burned down
and there is a stop work
order for that address.
-MCSO received a re-
port of a warrant arrest of
James E Stout by Washing-
ton County on IJC warrants.
Bail is $2,787, lodged at
Washington County Jail.
-MCSO responded to a
report on Hwy 730, Irrigon
of a female rolling around
on the pavement, just past
the white line on the south
side of the road, just past the
sign for Wildlife Viewing
Area ½ mile. Contacted fe-
male and she will continue
walking for now and her
daughter will try to come
pick her up.
-MCSO received a re-
port from Utah Ave/Tenth
St, Irrigon of a charcoal
gray or bluish gray BMW
that sped through the area.
-MCSO received a re-
port at Lost Valley Farms on
Homestead Ln, Boardman
that the manager opened
the door to his truck. He had
left his wallet in his truck
and is missing some money.
-MCSO responded to
Love’s Travel Stop and
Country Store on Tower
Rd, Boardman. Vehicle was
parked and the other truck
drive hit the front end of his
tractor trailer.
-MCSO received a
report from Boardman
Telehealth Clinic of a vet-
eran in crisis. Male called
Boardman panicking, hav-
ing PTSD issues and in-
sinuating intent to harm
himself or others. Unknown
weapons.
-MCSO received a
complaint from Utah Ave,
Irrigon of a blue/gray BMW
speeding through the area
towards Tenth, has it on
video if deputy would like
to review it.
MCSO received a re-
port from Irrigon High
School on SE Wyoming
Ave, Irrigon of subject that
is on the property in the
gym. It is a closed practice
and he is refusing to leave.
Deputies responded and
subject left on his own ac-
cord.
-MCSO received a
report from Heppner El-
ementary School on NE
Stansbury St, Heppner that
her kids left their bags at the
small field by the school. A
friend went to get them for
her and while she was walk-
ing down to get them she
saw a subject with a hoodie
walking away with the two
bags. Female walked in the
direction that the subject
with the bags went and
found one bag with ev-
erything dumped out of it.
Backpack was found, there
was an iPad in it, unsure if
it is missing or not. The blue
and yellow sports bag was
not located.
October 5: Morrow
County Sheriff ’s Office
responded to Hwy 206
Condon, Heppner for a mo-
tor vehicle accident. Patient
transported to GSH.
-MCSO received a re-
port from SE Utah Ave,
Irrigon of a charcoal BMW
that sped through the area.
RP called back and said
the vehicle went back by
towards the school.
-MCSO received a re-
port of a disabled vehicle
at Hwy 730, Irrigon. Driver
has help coming and ve-
hicle is not a hazard.
-MCSO received a re-
port from Irrigon Shell on
E Hwy 730, Irrigon regard-
ing a juvenile female that
stole donuts this morning.
Believes the juvenile is at
the high school. They have
video and a photo of her
posted.
-MCSO received a
report from Sand Castle
Apartments on NE Sixth St,
Irrigon regarding a domes-
tic disputes that have been
ongoing with his girlfriend
and her ex-husband, have
not been violent.
-MCSO received a re-
port on SE Skyline Dr,
Heppner of a doe in his yard
with a broken leg, looks
like it is about to fall off.
Referred to another agency.
-MCSO responded to
a report at Sub Zero Res-
taurant on E Hwy 730,
Irrigon of a van that has
been outside of the location
for four days. Van is white
with a sticker on the side
that has been scratched off,
Washington plates.
-MCSO responded to
E Hwy 730, Irrigon that
someone with an Indian
accent had called twice.
RP called the number back
and male stated that there
is a bomb in their building.
Determined it was a hoax.
-MCSO responded to
I 84 W, Boardman for a
potato truck that blew a tire
and is on fire in the grass
area.
-MCSO received a re-
port on SW Nevada Ave,
Irrigon of a cream colored
female Chihuahua found
running near their address.
-MCSO received a re-
port at E Hwy 730/E Thir-
teenth St, Irrigon of a black
Dodge Dart with Oregon
plates that has been parked
in the turn lane for at least
two hours.
-MCSO received a re-
port from NE Fifth St, Ir-
rigon that there is a stray
dog in her yard.
-MCSO received a re-
port on SW Fourth St, Irri-
gon that a silver Pathfinder
with a black luggage rack
pulled into the house. Per-
son got out of vehicle and
walked to the residence.
Someone banged on the
door really hard which
caused the door to dome
open. Both subjects ran into
the house, grabbed a couple
of boxes, got back into the

Subject is fighting with his
father.
-MCSO received a re-
port on SE Riverview Ave,
Irrigon of someone walking
around with a flashlight.
Male last seen heading up
towards Idaho. Unable to
locate.
-MCSO received a re-
port on N Main St, Heppner
of a red nose pit missing.
Someone left the gate open,
has collar, no tags. Not
aggressive, used to be a
service animal for people
with depression.
October 9: Morrow
County Sheriff ’s Office
received a report from Aso-
tin Co, WA of the arrest of
Jessica Ann Withrow on
MCCC warrants. Subject
was lodged at Asotin Co
Jail with bail of $160,000.
-MCSO responded to
I 84 W/Paterson Ferry Rd,
Boardman for a subject on
foot. Subject ran out of gas
and has help coming.
-MCSO received a re-
port on NW Center St, Hep-
pner of dogs at residence
behind hers on Baltimore
St. that are barking all day.
Wants the barking stopped.
-MCSO received a re-
port of a deer wrapped up
in the fence wire near Hwy
74/Bunker Hill, Heppner.
RP unable to tell if deer is
deceased, could just see it
hanging there. Referred to
another agency.
-MCSO responded to
a report on SE Fourth St,
Irrigon of a Siberian Husky
in a yard that is chained to
a tree. The chain has be-
come wrapped around the
dog’s leg and it can’t move.
Deputy untangled dog, but
was bit.
-MCSO received a re-
port from Irrigon Shell
station on E Hwy 730 that
the padlock was cut off the
lockbox and the money was
taken from the RV dump
site. Unknown when it oc-
curred.
-MCSO received a re-
port on N E St, Lexington
that person had just shot a
dog that was chasing his
horse. Dog is deceased,
owners are not aware.
-MCSO received a re-
port at Cutsforth Park on
Willow Creek Rd/Shaw
Grade Rd, Heppner of a
large piece of power tool in
the road, about three miles
on the Heppner side of
Cutsforth Park. MC Public
Works was notified. Item
was removed from the road.
-MCSO received a re-
port of a grass fire on Cain
Ln, Irrigon.
-MCSO received a re-
port of a poached elk at
Tidewater on Ullman Blvd,
Boardman. Referred to
OSP.
-MCSO received a re-
port of a runaway foster
child on Hwy 74, Ione.
Female left foster house
on her 18 th birthday. No
action taken due to female
being 18.
-MCSO responded to a
report at Mill Zone on Hwy
74, Heppner of an older
boom truck at the location
that has a couple dogs hang-
ing around it. Driver was
taking a nap.
-MCSO received a re-
port at Wilson Ln/Bombing
Range R, Boardman of a
stray black lab. Unable to
locate.
-MCSO received a re-
port on Tower Rd/I 84,
Boardman of a female that
got her hand stuck in the
chain from the tractor. Pa-
tient transported to GSH.
-MCSO received a call
from a suicide prevention
hotline regarding a call
from a 22 year old female.
Only info they got was she
was from a town of 700
people and got her phone
number. Number was from
Morrow County. Referred
to another agency that got
information on the cell
phone and it returns to an
individual in Condon. Re-
ferred to Gilliam County.
-MCSO received a re-
port of a vehicle in the
eastbound lane on Kunze
Ln that has been at that
location for an hour.
October 10: Morrow
County Sheriff ’s Office
responded to Irrigon High
School, SE Wyoming Ave,
Irrigon regarding a juvenile.
-MCSO received a re-
port on SE Hager St, Hep-
pner of a tan husky type dog
running loose disrupting
his dogs and others in the
neighborhood. Unable to
locate.
-MCSO received a re-
port from a company that
has fiber optic cable run-
ning through property on
Schiller Dr, Echo, but the
property owner is threaten-
ing to shoot anyone who
comes on the property.
-MCSO received a re-
port of a road rage incident
involving a blue GMC pick-
up. RP can show deputy
where it went.
-MCSO received a re-
port of a dog running on W
Hwy 730, Irrigon towards
the bank. Deputy left mes-
sage for the owner.
-MCSO received a re-
port at Love’s Travel Stop
on Tower Rd, Boardman of
a black Jeep Grand Chero-
kee on I 84 W that was
traveling at a high rate of
speed and cutting people
off. Currently parked at
Love’s. MCSO responded
and spoke to the driver.
-MCSO responded to a
report of a disabled vehicle
at Mill Zone, Hwy 74, Hep-
pner. Subject on the phone.
-MCSO received a re-
port on I 84 W, Boardman
of a male and female in a
two tone early 90’s brown
pickup having a rolling
domestic dispute. They are
yelling and hitting each
other and all over the road.
-MCSO received a re-
quest to talk to the subject
that lives at 180 SE Clover.
-MCSO received a re-
port of a large fire across
the street on Wilson Ln,
Boardman. Black smoke
and big flashes.
-MCSO responded to
Columbia River Ranch
on Kunze Ln, Boardman
regarding a car partially in
the ditch.
-MCSO received a re-
port from Oregon Trail RV
Park on NE Washington
Ave, Irrigon of really loud
music coming from a car.
October 11: Morrow
County Sheriff ’s Office
received a report on Bomb-
ing Range Rd that there are
cows in the bombing range.
Unable to locate.
-MCSO received a re-
port on W Fourth Rd, Ir-
rigon of neighbors cows
that keep getting onto his
property due to the fence
not being maintained. Also
concerned that someone
may hit a cow and get hurt.
-MCSO received a re-
port on SE Division St,
Irrigon regarding damage
to his vehicle by a subject
that was working for him.
Subject agreed to work off
the damages, but hasn’t
shown up.
-MCSO received a re-
port of a theft at Irrigon
High School, SE Wyoming
Ave, Irrigon. Item was lo-
cated, no theft occurred.
-MCSO received a re-
port on Morgan Rd/Lind-
strom Ln, Ione advising
that someone shot his drill
within the last week or so.
There are several bullet
strikes.
-MCSO received a re-
port from an off-duty unit
at High Desert Marine on
Bensol Rd, Hermiston of
a subject hit by a vehicle.
Referred to another agency.
-MCSO responded to
a residential burglar alarm
on SE Kristen Dr, Irrigon.
No contact at residence.
Alarm canceled by alarm
company.
-MCSO responded to
a report of a brush fire on
Bombing Range Rd, Board-
man on the bombing range
facility. Navy handled fire
protection on their property.
-MCSO received a
request for a check on Wil-
son Ln, Boardman due to
criminal activity of people
that frequent the residence.
Concerned due to a fire and/
or explosion in the area last
night.
-MCSO received a re-
port at North Co Transfer
station on Frontage Ln,
Boardman of a black Ger-
man Shepherd type dog that
is acting injured. Unable to
locate.
-MCSO received a
request from Clackamas
County to check on a fe-
male on NW Morgan St,
Heppner. Deputies respond-
ed and made contact with
female.
-MCSO received a re-
port on Root Ln, Board-
man of a suspicious car in
the middle of the road in
the wrong direction. Blue
Honda Accord, WA plate,
has been there about two
hours. Unable to locate.
-MCSO received a re-
port of a possible poaching
on Lexington Cemetery Rd,
Lexington. Private property
across the street, he heard
a shot and some deer took
off. There is a white Chevy
pickup parked up there.

The supplemental budget would authorize an increase in Victim Witness Total Revenue, Personnel and Materials and Services Expenditures
with the increase in 'VOCA/CFA Non-Competitive Grant funds for 2017. The annual grant award is $45,929 with a required match of $11,482 in Personnel.
The additional revenue increase includes a request from "Transfer from Other Funds" from General Fund for the match and to balance the Fund.
There is also an increase in Beginning Fund Balance which includes unspent dollars from the "VOCA One Time Grant".
