Winners will be announced

Finley Buttes, which pipes
methane gas out of the
ground from the deteriorat-
ing garbage and uses it to
produce electricity, includ-
ing heat to dry onions at a
nearby facility.
Commissioner Jim
Doherty asked about the
increased truck traffic and
also said that eastern Or-
egon is the “playground”
for recreationists from the
Portland metro area, and
is also “energy central”
for that area’s power needs
through gas, solar and wind
generation. Eastern Oregon
receives 65 percent of Port-
land and Salem’s bio-waste
and “Metro needs to appre-
ciate what we do for them,
and vice-versa,” Doherty
said.
Commissioner Melissa
Lindsay pointed out that her
family farm is a neighbor
to Finley Buttes and it’s in
her view on a daily basis.
She said she regards it as a
growing hill and not a grow-
ing dump. She said Finley
Buttes responds quickly to
complaints and maintains
open and frequent commu-
nications with the board of
commissioners.
Elder said the request
for proposals from each of
these landfills will be issued
next month, with responses
evaluated in spring of 2018,
negotiations held in the
summer of 2018 and the
new contract taking effect
January 1, 2020. It is antici-
pated that the new contract
will be for 10 years, with
the possibility of up to two
five-year extensions.
In addition to a request
for proposals for landfill
disposal of waste, Metro
will ask for separate pro-
posals for transportation
contracts to deliver the
waste from Metro Central
and Metro South trans-
fer stations to the selected
landfill.
