Sheriff’s Report
The Morrow County Sheriff’s Department has released the following information:
September 23: Mor-
row County Sheriff’s Office
responded to I84 E, Board-
man. RP advised that driver
in silver F150 is swerving
and cannot maintain speed.
Caller was transferred to
OSP.
-Suspicious Activity
at Irrigon High School on
SE Wyoming Ave., Irrigon.
Sgt got a report that there
was an adult subject do-
ing something suspicious
at the high school. Deputy
responded and no one was
around. Unfounded.
-Parking Complaint at
Irrigon High School on SE
Wyoming Ave., Irrigon.
Subjects parked a marked
area for No Parking. Several
verbal warnings given to
drivers for Illegal Parking.
They were advised there is
No parking on the W side
of First St.
-Dog Complaint on
Washington Ln, Irrigon, RP
advised that she was chased
into her garage by 2 rots.
Made contact with owner,
he was given a verbal warn-
ing for dog at large.
-Information on I 84 E,
Boardman, Deputy check-
ing I84 area where fire
is, received several 911
calls about the fire. Deputy
checked out fire and it was
contained. NO fire response
needed.
-Driving Complaint at
SE Tenth St/SE Utah Ave,
Irrigon. Dark blue Scion in
the area driving fast. Unable
to locate.
-Harassment on W Sec-
ond St, lone. RP advised
that her daughter was walk-
ing her dog and she went by
Jerry’s house and the dog
urinated on the grass area
by the street. The subject
came out and threatened to
shoot her daughter, Deputy
responded and took report.
Menacing.
-Animal Complaint at
NW Water St/NW Jones St,
Heppner. RP advised there
is a goat out wandering at
this location.
-Driving Complaint at
SE Utah Ave/SE Tenth St,
Irrigon. RP advises of a blue
Ford Taurus speeding down
towards Tenth. Unable to
locate.
-Code on NW Water
St, Heppner. Deputy needs
to make sure that the home
owner has a permit for her
goat.
-Disabled Vehicle at
Highway 207 Echo, Lex-
ington, Deputy out with a
vehicle with its flashers on.
-Suspicious Activity on
Marshall Loop, Boardman.
RP sees people trying to
get into that house and RP
believes no one is supposed
to be there, RP sees them
carrying things out from
the back yard. Will be fol-
lowing up with the property
management.
-Suspicious Activity
at Morrow County Fair-
grounds, Highway 74 Lena,
Heppner, Deputy advises
of possible squatters at this
location, individuals were
just picking up cans.
-Juvenile Complaint
at Les Schwab, N Main St,
Heppner. Deputies out at
this location with juveniles
that are playing. Juveniles
have left for the night.
-Noise Complaint at
Mountain Glen Apartments
I-8 on NE Pioneer Dr., Hep-
pner. RP advises the neigh-
bors above her are causing
problems. They play very
loud music and harass her
and her daughter. RP would
like contact. RPs daughter
advised that the neighbor
has been yelling derogatory
remarks out her window
towards her daughter.
-Suspicious Activity on
SE California Ave, Irrigon.
RP advising of a suspicious
male. The male walked
up to the driveway like
he knew them and started
talking to them. They have
a long driveway and un-
less you know them people
don’t come up the driveway.
Blonde scruffy face, male
was out of it, baseball cap,
dark jacket, tan shirt, and
jeans, early 20s. Unable to
locate.
-Disabled Vehicle at
Paterson Ferry Rd/I 84 W,
Boardman. Deputy out with
a disabled vehicle. No oc-
cupants and the vehicle is
well off the roadway.
-Warrant Arrest at Sub
Zero Restaurant on E High-
way 730, Irrigon. Subject
is in the bar and is wanted.
Taylor, Shannon Dale was
arrested on MCSO warrant
for Burglary I, Theft III, and
Criminal Trespass I. Subject
was lodged at UCJ with a
bail of $20,000.
-Trespass at Irrigon
Shell Station on E High-
way 730, Irrigon. Subjects
are in a motorhome in the
back behind the store, they
would like a deputy to make
contact with the subjects,
find out who they are and
possibly have them leave,
unknown who they are or
how long they have been
there.
-Unauthorized Entry
MV at SE Fourth St, Irrigon.
Report of someone trying to
break into a vehicle at this
location. Unable to locate.
-EMS on SE Kristen
Dr, Irrigon. 87 c/b female
fell, bleeding from the head,
patient transported to GSH.
September 24: Mor-
row County Sheriff’s Of-
fice received report from
a subject on Pleasant View
Rd. in Irrigon who said
she kept hearing a beeping
noise. MCSO was unable to
locate the noise.
-MCSO received report
from a subject on Jones
St. in Heppner who said
her neighbor’s horse broke
down the fence and is in
their yard next to their heat
pump. She requested a dep-
uty to respond.
-MCSO deputy report-
ed a vehicle pulling away
from him at 105 mph-plus.
OSP advised that no one
was in the area to head off
the subject and an additional
unit was unable to get ahead
of the vehicle. MCSO was
unable to locate the vehicle.
-MCSO received report
of a juvenile, approximately
10 years old, sleeping in
front of the door of Willow
Creek Water Park in Hep-
pner. The caller said the kid
was lying on the sidewalk
the day before with his bike
and was believed to have
lived across the street from
the pool.
-MCSO arrested David
Michael on an Oregon State
Parole Board warrant for
Parole Violation/dangerous
drugs and was lodged at
Umatilla County Jail with
no bail.
-MCSO received report
of a bull elk either hit or shot
with an arrow at Threemile
Rd., Boardman. The call
was transferred to Oregon
State Police.
MCSO received re-
port from a woman at east
Highway 730, Irrigon, who
said she and her ex-husband
were separated, but living
together on a CAPECO
grant. She advised that
she no longer needed a
response, because she was
going to be leaving with the
kids, but her ex was picking
up her things and throwing
them out the door.
-MCSO received report
of a parking complaint on
Eastregaard Rd. in Board-
man. The caller requested a
deputy to respond because
his neighbor was block-
ing the lane. It was a civil
problem.
-MCSO received report
of a deer hit, but still alive
on Hwy. 74, Heppner.
-MCSO received report
of a large yellow Lab that
showed up at Cutsforth Park
on Willow Creek Rd.
-MCSO received a
complaint about a reddish
colored dog that kept com-
ing in the Heppner grocery
store. A subject then came
in, knew who the dog be-
longed to and took it to the
owner.
-MCSO received report
of a dog that kept returning
to their property on Seventh
Rd. in Irrigon. The caller
said she had taken the dog
back several times and re-
quested that the owner be
cited for public nuisance.
-MCSO received report
of a complaint at the Mor-
row County OHV Park on
Forest Service Rd. 21, Hep-
pner, that an elk was shot
and hopped the fence into
someone else’s property.
Contact was attempted with
the owner and OSP advised.
-MCSO received report
of a dog complaint in Ir-
rigon with a dog that kept
coming on to their property.
Owner was advised that the
next time it happened, they
would be cited.
-MCSO received report
of a driver on County Line
Rd. driving recklessly and
“purposefully” throwing
gravel at his vehicle. He
said he believed he knew
who it was and requested
a deputy in order to press
charges whether or not his
vehicle was damaged.
-MCSO received report
of a stray dog in the caller’s
house on 14th St. in Irrigon
that she cannot get to leave.
-MCSO received re-
quest for a citizen assist on
I-84 Boardman with a fam-
ily with children on the side
of the road. OSP handled
the call.
-MCSO received report
of suspicious activity at
Lott’s Electric/Sally Anne’s
Shop on Main St. in Hep-
pner. The caller believed
someone was breaking into
the place with people at the
back and the owners not
present. The subject was
renting the shop and was al-
lowed to be at the location.
-MCSO received report
of a child standing in the
back seat of a vehicle while
the car was swerving.
-MCSO received report
of a theft of medication
from a residence on Fourth
Rd. in Irrigon.
-MCSO received report
from a subject in Irrigon
that an 11-year-old boy
came to his house and said
he was running from his
dad. According to the caller,
who is a coach, the boy said
his father was trying to hurt
him and that he broke his
phone so he could not call
his grandmother.
-MCSO received report
that people who just moved
out of a house on Sandy
Ct. in Boardman left the
door wide open. The caller
wanted someone to make
contact with them.
-MCSO received report
of harassment at Wilson Rd.
Trailer Park in Boardman.
The caller said someone
was sending threatening
messages to her and driving
by her house.
-MCSO received report
of a hit and run on 14th
St. in Irrigon. The caller
said someone in a small
white Dodge Caravan came
around the corner at a high
rate of speed and hit the
fence, bending a post. The
caller said they had to have
someone push them out
from the fence.
-MCSO received report
from a subject who said
they hit a deer on Bombing
Range Rd. close to the 84
Intersection.
September 25: Mor-
row County Sheriff’s Of-
fice received report from
an Irrigon woman of a pit
mix on her front porch. The
animal was transported to
Pet Rescue.
-MCSO received report
of a blocking motor vehicle
accident on Main St. and
I-84 Boardman. An offi-
cer responded and MCSO
Deputies assisted.

of a blonde Chihuahua at
large on Meadow Loop,
Boardman. The dog owner
was warned to keep the dog
secured.
-MCSO received report
of a dead deer at the Mill
Zone on Hwy. 74, Heppner.
The call was referred to
another agency.
-MCSO received a dog
complaint on Olsen Road in
Boardman.
-MCSO received report
of suspicious activity at
the Morrow County Fair-
grounds in Heppner with
a report of transients at the
location. A deputy was un-
able to locate anyone.
-MCSO received report
of cattle on the road on
Hwy. 207-Sray. The cattle
were removed from the
road.
-MCSO received report
of a loud boom near the
caller’s residence result-
ing from demolition at the
Army Depot.
-MCSO received report
from a subject on Sperry St.
in Heppner that her neigh-
bor was digging ditches on
her property and pulled a
gun on her the Saturday
previous.
-MCSO received re-
port of a subject harassing
a person at Hair I Am in
Heppner and walked in the
business screaming. The
subject was trespassed from
the business.
-MCSO received a re-
quest for a welfare check for
a subject in Heppner who
had previously attempted to
commit suicide. The subject
was fine.
-MCSO received report
of an intoxicated female at
the Irrigon Shell Station
on Hwy. 730. The caller
said the female was out-
side the building “trying
to lasso things.” A deputy
responded.
-MCSO received report
of a parking complaint on
Willow St. in Heppner. The
caller advised a male had
not moved his front end
loader from the public ac-
cess area despite receiving
a letter from the planning
department advising that he
had to vacate the area.
-MCSO received report
from Green Acres on Patter-
son Ferry Rd. in Irrigon that
his co-worker told him that
both of his stolen bicycles
ere at the Green Acres RV
space #40 chained to a
fence.
-MCSO received in-
formation that a concealed
hand gun license permit
was left at Predator’s Den
on Mount Hood Avenue,
Boardman. It was referred
to another agency.
-MCSO received report
that a male injured a woman
and threw her out of his
house on Cain Lane in Ir-
rigon. Nicholas Lee Fisher
was arrested for Assault 1
with $10,000 bail. He was
lodged.
-MCSO received report
of a missing pit bull on
Fourth Rd. in Irrigon.
-MCSO received report
of a dog hit and killed on
Hwy. 730/Third St. in Ir-
rigon.
-MCSO received report
of a truck driving erratically
on I-84.
-MCSO received report
of a hit and run at Mountain
chase of a new fire chief
responder vehicle.
Ball also told the coun-
cil that there is a Transpor-
tation System Plan meet-
ing scheduled for Monday
Oct. 16 at 12 noon at city
hall. All members of the
public are invited to attend
and give their thoughts on
“all aspects of transporta-
tion in Heppner including
sidewalks, bicycle and hik-
ing paths, streets, bridges,
handicap accessibility and
more.” Anyone wanting to
attend please contact city
hall at 541-676-9618 or
email heppner@centurytel.
net. Lunch will be served
and engineers from ODOT
will be on hand for a pre-
sentation. The plan will
guide many aspects of the
future for Heppner.
In other business the
council discussed the pur-
chase of a new sewer truck
for Heppner Public Works.
Director Chad Doherty
said the city’s current truck
is “gone” or broken down
beyond repair. The council
asked to have more infor-
mation on different pur-
chase and financing options
at the next council meeting.
The new truck would carry
out sewer examination and
cleaning as well as utility
location and other func-
tions.
Court on E Hwy 730, Irri-
gon that person is receiving
calls from a male advising it
is her cousin from the Pasco
Airport. She will be going
to work.
-MCSO received a re-
port of a black 4-door Ford
truck with Idaho plates on
I84 E, Boardman that is
braking hard, road rage, cut
off caller, won’t maintain
speed, won’t let caller pass.
Male driver, took exit 179,
throwing stuff out the win-
dow. Referred to another
agency.
-MCSO received a re-
port on W Seventh Rd, Ir-
rigon of two dogs missing.
One is a pit bull, brown,
with cropped ears, male,
fixed, with a multi-col-
ored collar. Second dog is
a brown Chihuahua, male,
fixed, with a blue collar
and wearing a scarf around
his neck.
-MCSO received a re-
port on Meadow Loop,
Boardman of a Great Pyr-
enees dog, white in color,
male, not fixed, with a white
collar on. Missing since
yesterday morning, very
friendly.
-MCSO responded to
a juvenile complaint at Ir-
rigon Elementary School,
SE Wyoming Ave, Irrigon.
-MCSO responded
to a complaint on Liberty
School Rd, Heppner, of two
dogs running loose in the
area. They are in the field,
chasing deer and headed
towards Ione. RP has never
seen them before. Unable
to locate.
-MCSO responded to
Shoemake Rd, Boardman
regarding a 15 year-old
male out of control. Nothing
criminal.
-MCSO received a re-
port of a burglary on SE
Chase St, Heppner.
-MCSO responded to a
possible disabled vehicle at
Bombing Range Rd/Home-
stead Ln, Boardman. Help is
on the way.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon of a maroon GMC
Yukon that goes down Utah
to Tenth everyday speeding.
Five times in the past week,
Hispanic male, between
4-4:30.
-EMS responded to Ir-
rigon Shell on E Hwy 730,
Irrigon. Male passed out by
the counter. Transported to
GSH.
-MCSO received a re-
port on W Seventh Rd,
Irrigon of a man and his
girlfriend outside fighting.
-MCSO received a
complaint from SE Court
St, Heppner of dogs bark-
ing.

said he saw the damage, but
the subjects who did it did
not leave any information.
-MCSO received report
of a 45-year-old female in-
jured with a head wound in
an ATV rollover on Wash-
ington Ave. in Irrigon. The
subject was transported.
-MCSO received report
from a man on Gilmore St.
in Heppner that he had a
cat in his yard that would
not leave.
-MCSO received report
of a drive off worth $122.50
in gas from the Heppner
Shell Station. They said the
driver of a Fleetwood RV
mentioned they were going
towards Ditch Creek to an
elk camp.
-MCSO received report
of a missing black five-
month-old Chi-weenie on
Steagall Rd. in Irrigon.
September 26: Mor-
row County Sheriff’s Office
received a report from the
Riverview Motel on Front
St NE, Boardman that a
man is having a nervous
breakdown.
-MCSO received a re-
port of BB gunshots near a
residence on SE Fourth St,
Irrigon.
-MCSO received a re-
port of a horse loose on
Hwy 74, Heppner. RP ad-
vises she believes it came
out of the fairgrounds and
is headed East towards Pilot
Rock.
-MCSO received a re-
port of a vehicle bumper in
the left hand lane on I84 W,
Boardman.
-MCSO received a driv-
ing complaint on Hwy 74/
Meadowbrook Rd., Lex-
ington involving a maroon
Chevy car. Referred to an-
other agency.
-MCSO received a re-
port that a fence was run
over on Olive Ln, Board-
man, and part of it is down.
-MCSO responded to
Hwy 74/Cemetery Rd, Ione
to a report of a rattlesnake
in the trench where subject
was working. MCSO as-
sisted.
-MCSO received a re-
port from Head Start Early
Learning Center on Ol-
son Rd. NE, Boardman, of
a mother that accidently
locked her 8 month old
baby in the vehicle. They
managed to open the door.
-MCSO received a re-
port on NW Tumbleweed
Blvd, Irrigon regarding a
previous employee who
he is afraid may retaliate
because of being fired.
-MCSO received a re-
