right allows the use of 1.62
cfs from Well A in Sec. 32,
T5N, R26E, WM and Well
E in Sec. 5, T4N, R26E,
WM, for irrigation within
Section 6, T4N, R26E,
WM. The applicant pro-
poses additional points of
appropriation within Sects.
2 and 3, T4N, R25E, WM,
to change the character of
use to municipal purposes,
and to change the place of
use to the Port of Morrow
Service Area near Board-
man, Oregon. The Water
Resources
Department
proposes to approve the
transfer, based on the re-
quirements of ORS Chap-
ter 540 and OAR 690-380-
5000.
