First Street. The event is open to the public, and includes a ribbon-cutting ceremony assisted by the Hermiston Chamber of Commerce. It will also include comments from BMCC President Cam Preus and Board of Educa- tion Chair Chris Brown, as well as OSU’s Vice Provost of Outreach and Director of Extension Service Scott Reed, and OSU’s Dean of the College of Agriculture Dan Arp. HAREC Direc- tor Phil Hamm will also be on hand. Light refresh- ments will be served, and tours of the facility will be available. BMCC and OSU have an intergovernmental agree- ment to house the Precision Irrigated Agriculture Center on the HAREC property since it will mutually ben- efit both institutions of higher education. Precision irrigated agriculture is the use of technology to make agriculture more efficient and effective, which in turn increases crop yields, de- creases water consumption and saves money. The facility was made possible through a voter- approved bond in May 2015, and cost $3.2 million to construct. It is the second of three major bond con- struction projects to reach completion, following the opening of the Workforce Training Center in Board- man in early April. This September, the last of the three major projects—the Facility for Agricultural Research Management (FARM)—will open on the BMCC Pendleton campus. Other improvements funded by the bond were completed on the Pendle- ton campus last summer, and additional upgrades will be made this summer for renovated student use spaces, safety and secu- rity improvements, and HVAC/electrical updates. A renovation at the BMCC Milton-Freewater Center is also taking place this summer, with completion this fall. Forest Public Use Restrictions increase Chainsaw use prohibited and campfires allowed only in designated recreation sites John Day, Pendleton and Baker City, OR—For- est officials implemented Phase B Public Use Re- strictions on July 20 on the Malheur, Umatilla and Wallowa-Whitman Na- tional Forests due to high fire danger, the potential for human-caused fires and concern for public safety, forest officials announced last week. The increased restrictions pertain to the use of campfires, smok- ing, chainsaws, internal combustion engines and generators. Campfires now will only be allowed in desig- nated campgrounds and recreation sites. Liquefied or bottled gas stoves and heaters are allowed for cooking and heating. A list of designated recreation sites is available on the for- est’s websites. Operating an internal combustion engine, such as a chainsaw, is prohibited. The public is reminded that personal-use firewood cutting is governed un- der current Industrial Fire Precaution Level (IFPL) restrictions. Current IFPL Levels are posted on the John Day Interagency web- site at http://bicc-jdidc.org/ jdidc/intelreport.shtml and on the Blue Mountain In- teragency website at http:// bmidc.org/ifpls.shtml. Generators will only be allowed in the center of an area at least 10 feet in diameter that is cleared of all flammable material; or when fully contained within a pickup truck bed that is devoid of all flammable material; or when factory installed in a recreational vehicle and the generator exhaust discharge is located in the center of an area at least 10 feet in diameter that is cleared of all flammable material. Smoking is only al- lowed within enclosed vehicles, buildings, and developed recreation sites or when stopped in an area cleared of all flammable material. As a reminder, travel restrictions prohibit mo- tor vehicles traveling off designated Forest roads and trails, except for the purposes of going to or from campsites located within 300 feet of an open road. Motorized travel on segments of road where access is blocked by gate, barricade, log, boulder or earthen berm is also pro- hibited. Vehicles must still abide by all laws and regu- lations pertaining to the area of travel. Regulated closures are in effect on state and private lands protected by Oregon Department of Forestry (ODF) in northeast and cen- tral Oregon.
