rience with similar work.
Morrow County Public
Works may investigate to
determine the qualifica-
tions of the bidders as part
of the evaluation of the
bids. Bidders must submit
qualification statements in
accordance with the terms
of Subsection 20-02 of the
specifications with their
Proposal. Proposals sub-
mitted without qualifica-
tion statements will not be
accepted.
Contractor licensing under
ORS 468A.720 for asbes-
tos abatement is not a re-
quirement of this project.
No bid shall be considered
unless the bidder is reg-
istered with the Oregon
Construction Contractors
Board or licensed by the
State Landscape Contrac-
tors Board as required by
ORS 671.530.
This contract will be fund-
ed, in part, by a grant from
the Federal Aviation Ad-
ministration. As such it
will be subject to federal

hereby notifies all bidders
that it will affirmatively
ensure that any contract
entered into pursuant to
this advertisement, disad-
vantaged business enter-
prises will be afforded full

mit bids in response to this
invitation and will not be

In accordance with fed-
eral requirements, Mor-
row County Public Works
has determined that this
contract has limited sub-
contracting opportunities
that would be suitable for
DBE participation. How-
ever, Bidder’s are encour-
aged to seek opportunities
for DBE participation and
to include DBE’s in their
bids.

Court Decision in Western
States Paving Company v.
Washington State Depart-
ment of Transportation,
Morrow County Public
Works has determined that
it is appropriate to use a
race/gender neutral goal.
Morrow County Public
Works encourages all bid-
ders to take active race/
gender neutral steps to in-
clude DBE’s in this con-
tract. Race/gender neutral
steps include: unbundling
large contracts, subcon-
tracting work the prime
contractor may self-per-
form, providing bonding
or financing assistance,
providing technical assis-
tance, etc. This contract
can be awarded without
the lowest responsive bid-
der meeting the goal or
demonstrating good faith
effort to meet the goal.
Each prospective bidder is
requested to attend a non-
mandatory pre-bid meet-
ing to be held at 2:00PM,
local time on the 29th
day of June 2017, at the
airport. At this meeting,
questions concerning the
Contract Documents and
the proposed work will be
discussed. Answers and
clarifications will be in the
form of written addenda
to the contract and will be
emailed or faxed to all plan
holders.
Proposals must be sub-
mitted on the prescribed
forms and must be ac-
companied by certified
check, cashier’s check, or
bid bond executed in favor
of Morrow County Public
Works in an amount equal
to ten percent (10%) of the
amount bid. Each Bidder
must supply all informa-
tion required by the bid
documents and specifica-
tions. The successful bid-
der will be required to fur-
nish a performance bond
and payment bond, each in
the full amount of the con-
tract price.
Morrow County Public
Works reserves the right
to reject any and all bids,
to waive any irregulari-
ties, and to accept the bid
deemed in the best interest
of Morrow County Public
Works. Morrow County
Public Works may reject
any bid not in compliance
with all prescribed public
bidding procedures and
requirements, and may
reject for good cause any
or all bids upon a finding
by Morrow County Public

Contract Goals
Morrow County will use
contract goals to meet any
portion of the overall goal
that the recipient does not
project being able to meet
using RN means. Con-
tract goals are established
so that, over the period to
which the overall goal ap-
plies, they will cumula-
tively result in meeting any
portion of the recipient’s
overall goal that is not pro-
jected to be met through
the use of RN means.
Morrow County will es-
tablish contract goals only
on those DOT-assisted
contracts that have sub-
contracting possibilities.
It need not establish a con-
tract goal on every such
contract, and the size of
the contract goals will be
adapted to the circumstanc-
es of each such contract
(e.g., type and location of
work and availability of
DBE’s to perform the par-
ticular type of work).
We will express our con-
tract goals as a percentage
of the Federal share of a

COMMITTEE MEETING
A public meeting of the
budget committee of the
City of Ione, Morrow
County, State of Oregon,
to discuss the budget for
the fiscal year July 1, 2017
to June 30, 2018 will be
held at Ione City Hall 385
W. 2nd St., Ione, OR.
The meeting will take
place on the 13th day of
June, 2016 at 7:00 PM. If
a second meeting is neces-
sary, it will be held at the
same location on the 27th
day of June, 2106 at 6:30

meeting is to receive the
budget message and to re-
ceive public comment on

The city could also have
been liable for additional
days’ wages for as long
as the employee remains
unpaid up to a maximum of
30 days. Cutsforth said that
could have meant possibly
an additional $6,000 if she
had pursued it, however,
adding that she didn’t feel
the city’s action was “will-
ful.”
In confirming that
the issue was resolved
Cutsforth said, “I would
never purposefully do any
damage to the city,” but
added that she shouldn’t
have had to go through this
(the complaint) but didn’t
know any other way to re-
ceive the vacation pay she
was owed. “I want it to be
behind us now, and for all
of us to move forward in a
positive way,” she told the
Gazette-Times.
At Monday’s meet-
ing the council had voted
to move $5,000 from the
general fund to the payroll
account, and to transfer
$3,300 from the general
fund to the legal fees ac-
count. No reason was given
for the transfers at that time.
Later Monday night the
council held an executive
session “to consult with
legal counsel regarding
legal rights and duties for
litigation or for litigation
likely to be filed.” Fol-
lowing the executive ses-
sion, which is closed to the
public, the council came
back into open session and
voted unanimously to have
the city’s auditor, Barnett
and Moro, do a five-year
audit of the city’s payroll
system and expenses. It was
estimated the audit will cost
the city between $2,000 and
$2,500.

torical Society-sponsored
trip to visit the historic
Fort Walla Walla military
outpost in Walla Walla, WA
is planned for this Friday,
June 16. The bus will de-
part Heppner at 8 a.m. and
return about 5 p.m.
Admission to Fort
Walla Walla is $8, and par-
ticipants are asked to bring
their own lunch and bever-
age (no alcohol please).
Driver tipping is a private
matter, and is appreciated
but not required.

Free ASL classes to
be held in Heppner
American Sign Lan-
guage lessons begin this
Friday, June 16, at Sweet
Productions Restaurant and
Bakery in Heppner. Classes
will take place from 6:30 to
8 p.m. and will run through
Aug. 11. The course is free
of charge, but a book will
be required.
The course will be
taught by Lalia Workman,
a deaf member of the Hep-
pner community. Workman
attended Gallaudet Univer-
sity, a leading university for
deaf and hard-of-hearing
students.
All are invited, but chil-
dren need to be at least 10
years of age and able to sit
and learn for the full class
times. Service animals only
are permitted.

CITY COUNCIL

chicken no rooster permit.
Animals are allowed within
the city limits; however,
homeowners must obtain
a permit from the city to
keep them.
The council held a pub-
lic hearing and then voted
unanimously to adopt the
2017-18 city budget for the
amount of $3,451,969. The
budget will require a tax
rate of $10.6209 per $1,000
of assessed valuation.
In other action the coun-
cil voted to appoint Judi
Hall, Kathie McGowan,
Kathi Dickenson, JoyceKay
Hollomon, Peggy Fishburn,
Jeanne Daly and Teresa
Housing Authority Board.
In other business the
council gave its blessing
to having local artist Ju-
die Laughlin paint the city
bench in front of Murray’s
Drug. Her idea is to paint
Arbuckle Moutain, Penland
Lake and Willow Creek
Road with cows, etc. The
beautification committee
had earlier approved the
idea and suggested that
other local artists may be
interested in painting other
benches around town. The
city crew will move the
bench to the shop to be
stripped down, painted and
receive several coats of
protectant before putting it
back on the sidewalk.
FFA members raise
money for DC trip
Four local FFA stu-
dents are among those who
will attend the Washington
Leadership Conference this
summer in Washington,
D.C. The four students that
have been chosen to go are
Cami VanArsdale, Keegan
Gibbs, Tresslyn McCurry
and Tyler Carter.
The purpose of this
conference is to teach stu-
dents to become better
leaders in their school and
within their community as
they grow.
The students are look-
ing for opportunities to
earn money to assist them
on the journey. Anyone
who has odd jobs they can
do to earn a little money to
help afford the trip, please
