THE MORROW
COUNTY BOARD OF
COMMISSIONERS will
hold the following hear-
ing of public interest on
Wednesday, May 24, 2017
at 9:00 a.m. at the Bar-
tholomew Building, Hep-
pner, Oregon.
TSP-109-17 Trans-
portation System Plan
(TSP): Morrow County,
applicant. This update of
the TSP Appendix B Rec-
ommended Roadway Sys-
tem Projects is needed to
facilitate new five-year and
twenty-year project lists.
These project lists, recom-
mended by the Road Com-
mittee, will determine road
improvements and mainte-
nance for the next 5 to 7
years. These project lists
include roads throughout
Morrow County. Criteria
for approval includes the
Morrow County Zoning
Ordinance Article 8 and
the Morrow County Com-
prehensive Plan Review
and Revision. This is the
second of at least two hear-
ings, with the final hearing
to be in front of the Board
of Commissioners.
Opportunity to
voice support or opposi-
tion to the above proposal
or to ask questions will be
provided. Failure to raise
an issue in person or by
letter or failure to provide
sufficient specificity to af-
ford the decision maker an
opportunity to respond to
the issue precludes appeal
to the Land Use Board of
Appeals based on those is-
sues.

Firewood permits available
Pendleton—Personal-
use firewood permits for
the Umatilla National For-
est went on sale Monday at
several local vendors and
at Forest Service Offices.
Firewood permits can be
purchased for $5 per cord
with a minimum purchase
of four cords for $20. The
maximum limit for per-
sonal-use firewood on the
Umatilla National Forest
is 12 cords per household
per year.
Local vendors will sell
firewood permits in four-
cord packets. An additional
vendor fee, up to $2, will be
charged for each four-cord,
$20 firewood permit you
purchase at a local vendor.
Most vendors are open
early mornings, late eve-
nings and on the weekends.
An additional fee is not
charged if you purchase a
permit at a Forest Service
office.
Firewood cutters are
required to carry an axe,
a shovel, an eight-ounce
capacity or larger fire ex-
tinguisher, and have their
chainsaw equipped with
an approved spark arrester
when cutting wood.
Mountain travel will
require care to avoid getting
stuck or causing extensive
and illegal resource dam-
age to the land and vegeta-
tion. Many roads are still
inaccessible due to snow.

field team had another busy
week as it attended the
Riverside Twilight Relays
Invitational in Boardman
last Thursday followed by
the Nike Sherman Invita-
tional in Moro on Saturday.
At Riverside, The Hep-
pner Men’s team took sec-
ond out of a field of eight,
beating out everyone but
host Riverside.
The women’s team,
with only two athletes, took
seventh, though the women
made good showings indi-
vidually.
For the Moro meet, the
men placed fifth in a much
larger field, and the women
18 th .

NOTICE OF BUDGET HEARING
A meeting of the Morrow County Health District Board of Directors will be held on May 22, 2017, 6:00 pm, at
the Pioneer Memorial Clinic Conference Room, Heppner, Oregon. The purpose of this meeting is to discuss
the budget for the fiscal year beginning July 1, 2017, as proposed by the Morrow County Health District Board.
A summary of the budget is presented below. A copy of the budget may be inspected or obtained at MCHD
Administration Office, 564 E. Pioneer Dr, Heppner, Oregon, between the hours of 8:00 am and 5:00 pm or by
calling 541-676-2925. This budget was prepared on a basis of accounting that is consistent with the preceding
year. This budget is for an annual period and has only one fund.

Sheriff’s Report
February 8 (cont.):
-A male contacted MCSO
and advised he was hav-
ing a rough time with a
female; they have an eight-
week-old son together and
the male advised that the
female up and took off for
California. The male was
advised he would need to go
through the courts and said
he understood but requested
contact because he wanted
to know his rights.
-Umatilla County Sher-
iff’s Office arrested David
Leroy Brown, 47, on an
MCSO felony probation
warrant.
-MCSO deputies re-
ported trucks stuck all over
OTLD engages kids
in The Big Eclipse
The Aug. 21 total
eclipse is the talk of the
state. Not only is it going
to be an amazing spectacle,
but the Oregon Trail Li-
brary District realizes it’s
a good opportunity to en-
gage kids in observational
science.
This Friday, May 5,
OTLD library branches will
hold an hour-long eclipse
workshop, jump-started by
the book “The Big Eclipse”
by Baker City author Nancy
Coffelt.
The Heppner program
will begin at 2:30 p.m. Ir-
rigon’s program will take
place at 10 a.m. with Board-
man at noon.
During the program,
participants will learn how
eclipses work, discuss
why it’s important to “Be
Wise, Protect Your Eyes,”
and do an eclipse-themed
craft. Participants will also
receive materials to take
home to learn even more
about the eclipse.
Nancy Coffelt is the
author and illustrator of
many books, including
two previous picture books
about space science: “Dogs
in Space” and “Dogs in
Space: The Great Space
Doghouse.”

results
The Cardinal track
and field team has a busy
week, attending the Con-
don/Wheeler Invitational
Friday in Condon and then
traveling to the Nike Sher-
man Invitational Saturday
in Moro.
In Condon, Ione men
placed fifth out of a field of
nine, with the women tak-
ing seventh. At Moro, Ione
men took 11 th place out of
17 while the women came
in 15 th as a team in a field
of 18.
