attendance at a victim’s
impact panel, installation of
an ignition interlock device
on an vehicle driven by the
defendant during proba-
tion, and 30 days jail time
with credit for time served
and to run consecutive to
other cases. In addition, the
defendant was convicted
of Criminal Driving While
Suspended or Revoked,
a Class A Misdemeanor.
Sentence of 180 days jail
time was suspended and
the defendant sentenced to
36 months bench probation,
probation conditions to
include 40 hours of commu-
nity service. An additional
count of Reckless Driving
was dismissed. Fines, fees
and assessments totaled
$700.
DA’s Report
Morrow County Dis-
trict Attorney Justin Nelson
has released the following
report:
-Nicholas Ryan Schil-
ler, 23, was convicted of
Criminal Mischief II, a
Class A Misdemeanor;
sentence of 180 days jail
time was suspended and
the defendant sentenced to
18 months bench proba-
tion, to include 50 hours of
community service and no
contact with the victims.
An additional charge of
harassment was dismissed.
Fines, fees and assessments
totaled $350.
-Robert Navarro, 21,
was convicted of Driv-
ing Under the Influence
of Intoxicants (DUII), a
Class A Misdemeanor. The
defendant’s driver’s license
was suspended for three
years. Of the sentence of
180 days jail time, 150 days
were suspended and the
defendant sentenced to 36

August 12 (cont.):
-MCSO received report
that Boardman Police
Department arrested Cur-
tis James Drury, 34, on
Umatilla County war-
rants. He was lodged at
Umatilla County Jail with
no bail.
-MCSO received re-
port that Boardman Po-
lice Department arrested
Paul Alan Lienig, 42, on a
Morrow County warrant
for Failure to Appear. He
was lodged at Umatilla
County Jail with $3,000
bail.
-MCSO received re-
port from a Heppner man
that his son’s bike was
stolen. He said his son’s
friend called him, saying
that a male subject was
seen on the bike by city
hall about 15 minutes
earlier. The bike was
neon green and white.
-MCSO received re-
port of suspicious activ-
ity at the Irrigon Ma-
rina, with a “ton” of cars,
spinning tires and lots
of activity. Deputies re-
sponded, but didn’t find
anyone around.
-Ione Ambulance,
Heppner Ambulance
received report of an
elderly woman on the
ground, breathing heavily
and passing out near the
wind towers on Hwy. 74.
August 13: Morrow
County Sheriff ’s Office
received report of suspi-
cious activity on Wilson
Rd., Boardman. The caller
advised that someone was
pounding on his door, try-
ing to break in. Board-
man Police Department
and MCSO responded, but
the subject did not want to
press charges.
-MCSO received report
from the manager at Les
Schwab in Heppner that he
had found needles behind
Schwab’s that he believed
may have been used for in-
jecting drugs. He requested
extra patrol in the area.
INFORMATION REGARDING A LETTER OF INTEREST FOR THE
OTLD BOARD OF DIRECTORS
The five members of Oregon Trail Library District Board of Directors are elected at large
from around the OTLD District, located within Morrow County and serves the communities
of Boardman, Heppner and Irrigon. When there are Board vacancies between elections,
the Board may appoint someone to fill the vacant position until the next election. The Board
is now seeking qualified candidates and will review all Letters of Interest received by the
deadline stated below at its next regularly scheduled meeting on December 21, 2016 at
the Boardman branch. We request that you be present at that meeting and be prepared to
discuss your interest in serving on the Board in an open public meeting. Please note that you
must reside within the boundaries of the OTLD District to serve as a Board member.
Members represent the patrons of the district and provide leadership and oversight of the
district through the District Director. The Director handles the day-to-day operation of the dis-
trict, employee matters, and manages the library branches. In addition to attending monthly
meetings, board members are expected to have, or be willing to develop, a basic knowledge
of financial reports and Oregon’s public meeting and public records laws. The Board’s regu-
lar monthly meeting is held on the 3rd Wednesday at 7:00 p.m., rotating locations between
Boardman, Heppner, and Irrigon. Occasionally the Board will hold special meetings to ad-
dress urgent business that cannot be delayed until the next regular meeting. Board activities
may also include weekend or daytime workshops, and events at the community libraries.
Your Letter of Interest should include a statement that you reside within the boundaries of the
Oregon Trail Library District and your contact information (please note that your Letter of In-
terest is a public document—do not include confidential information). Board members estab-
lish the vision and strategic direction of the district in its mission to “meet the informational,
cultural, and recreational needs of residents of the district with information resources…”. The
Board requests that your Letter of Interest include (1) a statement of why you would like to
serve on the OTLD Board of Directors; and (2) what skills and experience you will share to
further the District’s mission.
Your Letter of Interest must be received no later than 5:00 p.m. on December 20, 2016 for
consideration at the meeting to be held on December 21, 2016. You may submit the Letter

guy, all in black, lying on
his side and not awake.

lance responded and MCSO
gave him a courtesy
ride to Umatilla.

report of a motor vehicle
accident involving a pickup
with a boat. Boardman
Police Department, MCSO
and D&R responded.
-MCSO , Heppner Fire
Department, Heppner Am-
bulance responded and as-
sisted in securing a landing
zone for Life Flight.
-MCSO received report
of three gun shots in the
area of southeast Chase St.
in Heppner. MCSO was
unable to locate anything.
-MCSO received report
of a theft on Steagall Rd. in
Irrigon. The caller said the
subject stole multiple items
and wanted him trespassed.
-MCSO, Boardman
Ambulance, Boardman Po-
lice Department received a
call from a Spanish speak-
ing subject requesting
police. Boardman Police
responded and, through a
translator, the subject said
that a male had hit him, but
he did not want to press
charges.
-MCSO received report
from a woman that her son
had moved somewhere in
Irrigon and that he was
suicidal. She said he had
told her goodbye in a weird
way. MCSO was unable to
locate the son.
-MCSO received report
of loud Spanish music com-
ing from a residence in Ir-
rigon down the block from
the caller and he would like
them to quiet him down.
MCSO was unable to locate
the music.
-MCSO received report
of suspicious activity on
Kunze Lane, Boardman,
with a car with a passenger
door open and no one else
around. MCSO located the
vehicle and found that the
subjects were sleeping in
the car with the doors open.
-Heppner Ambulance
received report of an
80-year-old male shaking
at Cutsforth Park on Willow
Creek Rd., Heppner. Hep-
pner Ambulance responded
and transported the subject
to Pioneer Memorial Hos-
pital. In Heppner.

August 14: -Morrow
County Sheriff’s Office
received a call from an
individual wanting to
know if the following day
would be the last Friday
of the month. Dispatch
advised the caller that it
was Sunday the 14 th and
the following day was
Monday the 15 th .
-MCSO was advised
of a family in Irrigon
potentially taking water-
melons out of a field. The
caller gave a description
and advised they were
currently gone. MCSO
made contact.
-MCSO was advised
of a bunch of trash that
fell out of a pickup and
scattered all over Hwy.
74, Heppner. ODOT was
advised.
-MCSO was advised
of a sheep down in Irri-
gon; a neighbor advised
it had been down for 24
hours and had not re-
ceived any help. MCSO
responded and the sheep
was deceased.
August 15 -Heppner
ambulance responded to
a rollover motor vehicle
crash on Hwy. 26 Condon-
Heppner and transported a
subject to Pioneer Memo-
rial Hospital.
-Emergency dispatch
was advised of a possible
suicidal teen in Boardman.
Boardman PD made con-
tact with the subject and
Community Counseling
Solutions.
August 16: -Emergen-
cy dispatch received 911
call from an elderly male
in Irrigon requesting the
date. A Morrow County
Sheriff’s deputy stopped by
the residence and confirmed
everything was okay.
-A female in Irrigon
advised that her and her
children’s belonging were
inside a location, where
she was living, and a male
wouldn’t let her take her
property. She advised she
was in her car outside and
nothing physical had hap-
pened.
-MCSO was advised
of three small children at
Heppner City Park with
no one watching them, the
youngest about two and
in diapers and the oldest
around seven. MCSO made
contact with the parties re-
sponsible for the juveniles
and advised that they need
to be supervised.
-MCSO received a re-
port of a female in a pickup
who drove off from the
Lexington Sinclair station
without paying for fuel; fuel
charge was $63.25. MCSO
took the incident under in-
vestigation.
-MCSO received re-
port of a 26-year-old male
in Boardman hitting his
22-year-old girlfriend. A
friend reported the incident
and advised there were no
weapons at the residence.
