Zavala also was issued a citation for No Ops and Careless Driving, to appear at Irrigon Justice Court. -MCSO received a re- port of someone dumping calf guts and the hides of one calf and four calf ears off the side of the road. The caller advised it was easily seen while driving. -A female in Boardman reported that her husband punched her in the jaw and it was now swollen. -MCSO received report of a doe that was hit by a truck and flopping around. The doe got up and left the scene. -Dallas Lee Martin was arrested on a Morrow County Circuit Court war- rant for Rape II. Subject was lodged at Umatilla Co. Jail. -MCSO was advised that male with a toddler was riding on a four-wheeler on an Irrigon street. A deputy made contact and the sub- ject was given a warning for riding on the street and for having a child on the front of the four-wheeler. August 9: -A subject in Irrigon advised Morrow County Sheriff’s Office that he had a package coming from UPS; UPS advised they dropped it off the day before and now he was un- able to get it. -A deputy reported be- ing out with a vehicle on Hwy. 207; DHS was clean- ing up a child that got sick. -A resident on Hwy. 74, Ione reported suspicious activity; someone dropped off a brand new section of flexible drain field. -A female caller in Heppner reported that she and her family were com- ing out of the grocery store, and a middle-aged woman driving a white Kia was taking pictures of her and her vehicle. The caller said when she confronted the woman she got in her car and headed south on Main Street. MCSO arrested Jeani Elyse Marlatt, 29, on Umatilla County warrants. -A caller in Irrigon ad- vised a dog or something got into their two sheep and two goats; they were all dead in their pasture. -A caller in Irrigon ad- vised MCSO that someone had just run down the street and advised them that a male had been shot at the bar. MCSO arrested Rafael Garza, 22, on a warrant for Failure to Appear on Crimi- nal Trespass I and Criminal Trespass II. INFORMATION REGARDING A LETTER OF INTEREST FOR THE OTLD BOARD OF DIRECTORS The five members of Oregon Trail Library District Board of Directors are elected at large from around the OTLD District, located within Morrow County and serves the communities of Boardman, Heppner and Irrigon. When there are Board vacancies between elections, the Board may appoint someone to fill the vacant position until the next election. The Board is now seeking qualified candidates and will review all Letters of Interest received by the deadline stated below at its next regularly scheduled meeting on December 21, 2016 at the Boardman branch. We request that you be present at that meeting and be prepared to discuss your interest in serving on the Board in an open public meeting. Please note that you must reside within the boundaries of the OTLD District to serve as a Board member. Members represent the patrons of the district and provide leadership and oversight of the district through the District Director. The Director handles the day-to-day operation of the dis- trict, employee matters, and manages the library branches. In addition to attending monthly meetings, board members are expected to have, or be willing to develop, a basic knowledge of financial reports and Oregon’s public meeting and public records laws. The Board’s regu- lar monthly meeting is held on the 3rd Wednesday at 7:00 p.m., rotating locations between Boardman, Heppner, and Irrigon. Occasionally the Board will hold special meetings to ad- dress urgent business that cannot be delayed until the next regular meeting. Board activities may also include weekend or daytime workshops, and events at the community libraries. The caller could not advise of the spelling of the girl- friend’s name. -MCSO received report from the Irrigon Shell that a male “cowboy,” Hispanic male wearing a large cow- boy hat, was trespassed from the location but was there now. The subject was arguing with the manager; the manager was at the side door and it was unknown if the subject was still at the scene. Juan Rodriguez Pacheco, 45, was arrested for Criminal Trespass I. -MCSO was advised that Anthony Michael Shrout, 35, was arrested on Morrow County Circuit Court warrants for Fail- ure to Appear on FTA II and FTA on Driving While Suspended – Misdemeanor. The subject was lodged at Union County Jail with no local charges. -A female in Irrigon reported that someone stole about $143 out of her bank account. She further re- ported that when she was at a residence, there was a lot of drug activity, and there were a lot of firearms in the residence. The caller stated that a female subject was at the residence, and she was the one who stole the fire- arms from the camper that was in front of the house. The caller requested phone contact to make a report. -MCSO received report of fraudulent phone call; a person in Ione advised they were contacted by someone claiming to be from DISH Network advising he need- ed to update his equipment, and he provided them with his credit card number. -A person in Ione ad- vised a deputy of a driving complaint involving a grain truck and his vehicle. August 10: -Morrow County Sheriff ’s Office and Heppner ambulance received request for emer- gency medical services for a female subject in Hep- pner. The caller advised the female was in the camper yelling for help and the door was locked. MCSO and Heppner ambulance responded but the patient refused transport. -A subject in Heppner requested to speak to a deputy about suspicious activity on one of their bank accounts. MCSO took the incident under investiga- tion. -MCSO was advised of a white male sitting by the post office with a bottle of booze. The subject was leaning against the building between the flower pots. -MCSO reported an officer assist to Umatilla County for two males bran- dishing a gun. August 11: -Morrow County Sheriff ’s Office conducted an agency as- sist in Heppner. The caller requested that a deputy ac- company him to a residence where he was investigating a claim of abuse. -A female in Heppner advised she had several things stolen recently. She originally thought it was her neighbors but now knew it was not her neighbors. -A person in Hep- pner advised a house they thought should be vacant had the curtains cracked but now they were closed, and had been going back and forth all day. The caller ad- vised they thought someone was in there but was sure. -MCSO was advised someone got $20 worth of propane at the Board- man Chevron and drove off. The camera showed about an hour had passed. MCSO and Boardman PD responded and ran the plates, and advised the in- OSP stolen items recovered, investigation ongoing Items stolen from an Oregon State Police (OSP) vehicle earlier in November were recovered over the weekend, according to the Morrow County Sheriff’s Office. On the night of Nov. 14, an OSP vehicle parked in Irrigon was entered and several items stolen. The theft was discovered the next morning and reported to both OSP and MCSO. Several of the stolen items were recovered Satur- day, Nov. 24, and returned to Oregon State Police. According to MCSO, the investigation remains on- going. DA’s Report Morrow County Dis- trict Attorney Justin Nelson has released the following report: -Juan Jiminez, 23, was convicted of one count of Harassment, a Class B Misdemeanor; of the ex- ecution of the sentence of 90 days jail time, 70 days were suspended and the defendant sentenced to two years bench probation. Pro- bation conditions included 80 hours of community service, anger management evaluation, no offensive contact with the victim, and 20 days jail time. Fines, fees and assessments totaled $200. Justice Court Report Morrow County Justice of the Peace Ann Spicer has released the following Justice Court report: -Miguel J. G. Patino, 31, of Kennewick, WA was found guilty of Violating the Basic Rule (VBR) 83/55 and was fined $260. -William Nelson Ross, 56, of Yakima, WA was found guilty of VBR 78/55 and was fined $260. -Michael J. Hawks, 24, of Heppner was found guilty of Driving While Suspended and was fined $435. The defendant was given the option to do com- munity service work in lieu of a portion of the fines (up to $500) at a rate of one hour per $10 in fines. dividual would return and pay for the propane. -A caller in Irrigon ad- vised two females and a male were at a location, inside the house with flash- lights. The caller didn’t believe anyone was sup- posed to be there. Deputies responded and the subjects were supposed to be there. -A man in Lexington and his neighbor heard someone outside of the house in his car. Nothing was taken. He heard three doors slammed and his lights were on in his car, and he advised they must have taken off before he could see them. He also advised the dogs were bark- ing and they don’t normally do that. He requested extra patrols and contact. MCSO responded and will be doing area checks. August 12: Morrow County Sheriff’s Office re- ceived report that someone ran over a stop sign with a power line right next to it and wire hanging down on the corner of Columbia Ave., Boardman. A citation was issued -MCSO received report of a Lab-mix puppy at the Baltimore Apartments in Heppner. MCSO responded and transported the dog to Hermiston Pet Rescue. -MCSO received report that Oregon State Police, Pendleton, arrested Dil- lon Scott Carter, 18, on a Morrow County Circuit Court warrant for Parole Violation/Burglary. He was lodged at Umatilla County Jail with a hold placed for Morrow County. The sub- ject had other warrants a possibly local charges. -MCSO received report that someone is getting into vehicles at night in Irrigon. The caller said his glove box was open, but he does not leave it open. Extra patrol was requested. -MCSO received report of around a half dozen cows in the middle of the road, at Anson Wright Park, Hwy. 207. The area is open range. -MCSO received report from a subject who said his son’s LG G3 phone was stolen from Hager Park in Heppner two days earlier. The phone was non-func- tional. MCSO responded and took a report. -MCSO received report from a subject in Heppner that a woman was buying alcohol for her friend and the friend was not supposed to be drinking for medi- cal reasons. MCSO was advised. -MCSO received report that up to 50 lbs. of animal feed was in the west-bound lane at McNab Lane/Smith Rd. in Ione. Information was relayed to Morrow County Public Works, who were not able to responded. MCSO responded, the own- er of the feed was contacted and the feed picked up. -MCSO Deputy ad- vised he was out with a ve- hicle on Tower Rd., Board- man. He advised there was no one around and the keys were in the vehicle. OSP was advised. -MCSO received report from a subject that his son was in some kind of acci- dent on I-84 East, Hermis- ton, and was having trouble breathing. The accident was off I-84 near Hinkle. OSP and Umatilla County Sher- iff’s Office were advised. -MCSO received report of a female stranded along- side the road on Hwy. 730, Irrigon. The caller advised that the female had no legs and four dogs. MCSO was unable to locate the subject. -MCSO, Boardman Fire Department, Board- man Ambulance received report of a motor vehicle accident on Paterson Fer- ry Rd./I-84, Boardman. A woman advised she had been in an accident. She said she swerved to avoid a car that pulled out in front of her and rolled her ve- hicle. She said she was okay and said her 11-year-old son was also in the vehicle. -MCSO received report that Hermiston Police De- partment arrested Ernesto Jimenez Espino, 46, on a Morrow County Sheriff’s Office warrant for Failure to Appear/Driving While Sus- pended out of Irrigon Jus- tice Court. He was lodged at Umatilla County Jail with $6,000 bail. -MCSO received report from a woman in Irrigon who said that her family had not heard from her brother, who lives alone, in a week. She said he usually talks to the family often, but was not returning calls, which was unusual.
