Sheriff’s Report
April 24 (cont.):
-MCSO arrested Eduardo
Garcia Martinez, 26, for
DUII. He was lodged at
Umatilla County Jail with
$6,000 bail and the vehicle
was impounded by Board-
man Police and transported
to D&R in Hermiston.
-MCSO received report
of a white sedan speed-
ing and tailgating on I-84
Boardman. The caller said
the driver was a heavy-
set male with long blonde
hair and a tat on his right
arm. Officer was unable to
locate.
-MCSO received report
from an Irrigon man. He
reported that he and his wife
split up; he came by to pick
up his truck and camper
and discovered that she had
knocked the windows out of
everything. He requested
deputy contact and advised
he would wait at the storage
units off Hwy. 730.
-MCSO received report
of trespass on Gun Club
Lane by a skinny guy, 20-30
years old, running on foot.
-MCSO received report
of an ongoing issue with a
dog barking on Fourth St.
in Irrigon.
-MCSO received report
of a red Angus on the road
on Wilson Lane in Board-
man near the golf course.
A deputy responded, the
owner advised and the bull
put back in.
-MCSO received report
of male subjects running
around Idaho Lane and
West Fourth Rd. in Irrigon.
A deputy responded and
checked the area, but was
unable to locate anyone or
anything suspicious.
-MCSO received report
of a two-car motor vehicle
accident on I-84, Board-
man. MCSO, Boardman
Police Department, Board-
man Ambulance, Boardman
Fire Department and Ore-
gon State Police responded.
April 25: -Morrow
County Sheriff’s Office,
Oregon State Police, Board-
man PD. Boardman ambu-
lance and Boardman fire
responded to a two-vehicle
motor vehicle accident on
I-84 by Boardman.
-A man fishing at Wil-
low Creek Reservoir ad-
vised MCSO that an ag-
gressive pit bull growled at
him. He requested contact
regarding what the law is
regarding aggressive dogs
and defending himself.
-MCSO received a ju-
venile complaint from a
female at Sub Zero Motel in
Irrigon who requested con-
tact regarding troubles she
is having with her 13-year-
old son. MCSO took the in-
cident under investigation.
-MCSO arrested Jus-
tin Ismael Garza, 25, on a
Umatilla County Circuit
Court warrant for Failure
to Appear on FTA I.
-MCSO was advised
that Terrance W. Seibel, 45,
was arrested on an Irrigon
Justice Court warrant for
FTA/Animal Abuse. Sub-
ject was already lodged at
Dept. of Corrections to be
released February of 2018;
will then be transported to
Umatilla County Jail.
-A male in the Heppner
area contacted MCSO and
advised he had a parenting
plan in place but the son
went to visit the mother and
she did not return him after
the visit and he wanted to
know what he could do.
-MCSO was advised of
a wallet missing in Irrigon.
-A subject at Sub Zero
Motel in Irrigon reported
her son as a runaway.
-An Oregon State
Trooper advised MCSO he
had reports of a suspended
driver driving around Hep-
pner and Ione.
-Law enforcement was
advised of a juvenile in
Boardman who was as-
saulted by his guardian; the
caller advised the juvenile
didn’t need an ambulance
but had been scratched on
his neck and punched in
the face. Boardman PD
responded and took and
initial report of the assault;
MCSO also responded and
took the incident under in-
vestigation.
April 26: -The princi-
pal at an Irrigon school re-
quested a wellness check on
a student. Another student
had informed the principal
that the student told her that
her mom was using meth
again and had broke down
her door.
-Boardman Police
Dept. received a stalking
complaint from a female in
Boardman who said a male
subject would not stay away
from her. The male was not
there at the time.
-A female in Boardman
advised Boardman PD that
her boyfriend broke her
computer and her phone
that afternoon. She advised
she was not injured and the
male was not there now.
-Cody E. Rankin, 26,
was arrested on a Medford
PD warrant for Failure to
Appear on Criminal Driv-
ing While Suspended. The
subject was cited and re-

-MCSO received a re-
port in the morning that
around noon an individual
would be driving drunk
returning from Pendleton
into Morrow County on
Hwy. 207. The caller did
not know what the subject
would be driving and did
not request contact.
-Toby Dale Rodriguez,
45, was arrested on an Ir-
rigon Justice Court warrant
for FTA/Driving While
Suspended Misdemeanor.
Subject was already lodged
at Dept. of Correction with
a Morrow County hold
placed.
-A person in Irrigon ad-
vised that a female was ha-
rassing her and her daughter
by text message. She re-
quested contact regarding
her rights and what consti-
tutes harassment.
-MCSO arrested Colby
James Hedman, 21, for Pa-
role Violation on Burglary
I. Subject was lodged at
Umatilla County Jail.
April 27: -Morrow
County Sheriff’s Office at-
tempted to serve a warrant
on Cory Patrick Winston,
40, but was unable to locate.

74, Lexington contacted
MCSO about contacting a
female whose vehicle was
on the property. The caller
wanted the vehicle removed
but didn’t know how to
contact her.
-A vehicle hit the
MCSO building in Hep-
pner; the air bag deployed
and emergency medical
services were called but the
patient refused transport.
-A Spanish speaking fe-
male in Boardman advised
her child had welts on his
body. Boardman ambu-

responded and the child
was transported to Good
Shepherd Hospital.
-MCSO was advised
that a man had accidentally
driven off and left a white
schnauzer at the Irrigon
Marina. The dog’s name
was Tuffy and it had a col-
lar and tags. The owner
called back and advised
they found the dog.
-MCSO was advised
that a blue Jetta “punched
it” and went sideways and
flew through a stop sign on
Seventh in Irrigon.
July 5: -Morrow Coun-
ty Sheriff’s Office received
report of a person missing
from Heppner; MCSO took
the incident under investi-
gation.
-MCSO was advised
that Benton County Sher-
iff’ Office arrested Steven
Royal Nettles, 55, on a
Morrow County Circuit
Court warrant for proba-
tion violation on original
charges of driving under
the influence of intoxicants.
July 6: -An Irrigon
resident advised his neigh-
bors were shooting at ply
wood in the direction of his
other neighbor’s house and
he was worried they were
going to end up hitting a
kid. He advised the neigh-
bor has a scanner. The caller
advised he didn’t have a
problem with the shooting,
just that they were shoot-
ing toward a residence. A
deputy made contact with
the subject and they were
not shooting off guns. It
was their neighbor to the
east setting off fireworks.
-An MCSO deputy ad-
vised a subject at Sub Zero
Restaurant in Irrigon tried
to fight him when he went
to the location to make con-
tact with the manager for
follow-up on another case.
July 7: -A female in
Ione reported that a male
subject from Lexington was
threatening her, saying she
was dead and that he had
people coming to kill her.
-A woman in Irrigon
advised a male subject came
to her residence and threat-
ened her son and grand-
children. She requested
he be trespassed from the
residence.
-MCSO received a re-
port from a person in Hep-
pner who said four kids
were walking away from
the basketball court pack-
ing something, possibly
a pistol case. The caller
advised one of them was
tucking something into his
waist band and another was
walking with his arm down
at his side, awkwardly con-
cealing something—the
caller thought they might
have a firearm of some sort.
MCSO was unable to locate
the juveniles.
-MCSO took Logan
Roy McMahon, 24, into
custody for disorderly con-
duct, resisting arrest and
misuse of 911.
July 8: -A female in
Boardman advised she was
in a fight with her boy-
friend, who just left, and she
thought she had a broken
arm. Morrow County Sher-
iff’s Office, Boardman PD
and Boardman ambulance
responded, and the female
was transported to Good
Shepherd Hospital.
-MCSO, Boardman fire
and Boardman ambulance
responded to a report of a
motor vehicle accident in
Boardman.
