Sheriff’s Report
April 6: -A person in
Heppner requested con-
tact from Morrow County
Sheriff’s Office regarding
shooting birds in city limits.
-MCSO took a report
of criminal mischief at
Bank of Eastern Oregon in
Heppner.
-MCSO received a
complaint regarding a semi
truck driver who was read-
ing a novel and going over
the white line on the right.
The caller was unable to
provide a description of the
driver or the semi. Deputies
and Oregon State Police
were advised.
April 10: -Morrow
County Sheriff ’s Office
received report from the
Lexington Sinclair station
that a man drove off the
day before without paying
for $20 in fuel, and returned
the next day to dispute it
and again drove off without
paying for $10 more in fuel.
-MCSO received a re-
port that someone split the
bellies open on two baby
sheep in Irrigon.
-Someone at the Hep-
pner Shell advised MCSO
they had seen an individual
steal a boxer dog belonging
to another individual.
-An Irrigon resident
reported that her family
was trying to have a nice
family gathering and the
neighbors across the street
were using a lot of foul
language. MCSO deter-
mined the complaint to be
unfounded.
-The auto body shop
in Lexington reported a
vehicle acting strangely and
circling the business about
eight times. He advised it
pulled into the driveway
before spotting him and
leaving again. He requested
contact as he advised he had
a rash of thefts in recent
weeks.
-MCSO was advised
that Umatilla County Sher-
iff’s Office arrested J De
Jesus Afanador Hernandez,
31, on an MCSO warrant.
April 11: -Morrow
County Sheriff ’s Office
received report of a defibril-
lator stolen from an Board-
man residence.
-The Heppner Justice
Court requested deputy
assistance from MCSO for
two subjects who were at
the court being inappropri-
ate.
-MCSO received report
of the theft of copper from
an AT&T cell site. It had
last been seen a year ago,
the last time the caller was
there. MCSO took a report.
-A man requested a
welfare check on his two-
year-old son in Irrigon,
advising that he was con-
cerned for his son’s health
after he drank rubbing al-
cohol. He advised he was
unsure of the address but
provided a description of
the residence.
-MCSO was advised
that Lane County Sheriff’s
Office arrested Kenneth
Shindledecker, 59, on an
Irrigon Justice Court war-
rant for failure to appear
on criminal trespass with
a firearm.
-Hermiston PD ad-
vised MCSO that they had
a pursuit with a vehicle
registered to local dairy
and that the vehicle had
since been recovered by
Umatilla County Sheriff’s
Office. HPD requested
MCSO make contact with
the dairy and have them
contact UCSO to recover
the vehicle.
-A person in Irrigon re-
quested deputy contact re-
garding more than $10,000
worth of personal belong-
ings that were thrown out
onto the lawn.
-A person in Irrigon
advised his neighbors were
being really loud and the
caller went over there ask
him to be quiet and said
the other neighbor waved
a baseball bat in his face.
MCSO responded and ad-
vised them both to be quiet
and be good neighbors.
April 12: -A woman
advised Morrow County
Sheriff’s Office that a ve-
hicle had been ahead of her
on Hwy. 74 the day before
a little after 5 p.m. and was
going 30 mph, but that
when she got to a passing
zone she attempted to pass
and the vehicle sped up to
80 mph not letting her pass.
The advised she took a pic-
ture of the vehicle. She ad-
vised the vehicle pulled off
at a road and stopped, and
when she looked in her rear-
view mirror it sped up the
road really fast. The caller
requested phone contact.
-A female in Irrigon
advised her wallet was sto-
len from her residence. The
wallet contained her Social
Security Number card, EBT
card, ID card, bank card and
$70 in cash. She advised
she was home for contact.
-MCSO received a
report on possible infor-
mation on a runaway in
Heppner. Two runaway
juveniles were located.
-MCSO received an
animal complaint regard-
ing a horse in Boardman;
the horse’s hooves were
reportedly grown out six to
eight inches and the horse
was unable to walk.
-MCSO received a re-

row County Sheriff’s Office
that the neighbor kept com-
ing over and attempting to
fight with her boyfriend.
MCSO responded and took
the incident under investi-
gation.
April 18: -A female
in Irrigon reported that she
talked to someone over the
phone and they asked for
her account information,
and they took a signifi-
cant amount of money. A
Morrow County Sheriff’s
Deputy responded and took
a report.
-MCSO received a re-
port of six or seven cows
on the road at Horseshoe
Bend on Hwy. 74; the caller
advised they ran them off
the road but they seemed
to want to come back on
the road. Caller was unsure
who the owner was.
-Shawn Michael Chan-
dler, 38, was served an Ir-
rigon Justice Court warrant
for Failure to Appear on
Driving Under the Influ-
ence of Intoxicants and was
lodged at Umatilla County
Jail.
-Law enforcement was
advised of subjects at a
Boardman location who
looked like suspects in a
shooting out of Washington.
Boardman PD and MCSO
responded; the people were
not the parties involved in
the Washington case.
-A man in Irrigon re-
quested deputy contact
regarding his soon-to-be-
ex-wife taking his vehicle
to Washington without his
permission and wrecking it.
-A woman in Irrigon re-
ported that someone kicked
in her front door. MCSO re-
sponded and took a report.
-A person advised of
a re-occurring impaired
driver; he advised the male
driver was continuously
driving impaired, though
he didn’t know if it was
alcohol or drugs. That day
around 2 or 2:30 p.m., a
FedEx driver found the
caller and advised him of
a male subject lying in a
ditch. The caller advised
he and the FedEx driver
found him in the ditch and
took his keys because they
could tell he was “messed
up.” The caller advised he
took off to get help and,
during that time, the subject
wrestled the FedEx driver
and retrieved his keys and
took off flying down the
road. MCSO made contact
with the caller; MCSO and
Heppner deputies were ad-
vised of the situation.
-MCSP was advised
of a vehicle behind an Ir-
rigon park that shouldn’t
be there. MCSO responded
and arrested Daniel Martin
Nance, 58, on an MCSO
warrant for Failure to Ap-
pear on Theft III.
April 19: -Morrow
County Sheriff ’s Office
received report from a Lex-
ington man that someone
purchased a plane ticket in
Texas using his account.
-MCSO received re-
port of the theft of a four-
wheeler from a ranch on
Little Butter Creek.
-MCSO received report
of a vehicle stolen from
Irrigon; the owner advised
it had temporary veteran
plates.
-Joshua M. Crites was
arrested on an Irrigon Jus-
tice Court warrant for fail-
ure to appear on Unlawful
entry into a vehicle, theft
III.
-MCSO was advised
of a vehicle parked in Hep-
pner with a dog inside and
no windows down. Caller
advised he did not want
contact but was just con-
cerned for the dog.
April 20: -A female
in Boardman advised she
had a friend on Instagram
who advised she was going
to kill herself. The caller
advised the subject was in
Georgia and she did not
know her name, only her
Instagram username and
possible vehicle and Geor-
gia plate number.
-Morrow County Sher-
iff’s Office received a re-
quest for a welfare check on
a patient who did not show
up for an appointment for
a lacerated wrist. The male
subject was suicidal, and
that was how the wrist in-
jury had occurred. Officers
responded and contacted
the male.
-MCSO was advised
that someone shot out a
window in a home under
construction in Irrigon; the
contractor had noticed it.
No one was around and no
one was hurt. A deputy re-
sponded and took a report.
April 23: -Morrow
County Sheriff ’s Office
received report from an
Irrigon woman that her
neighbors’ dogs have been
barking non-stop since 1
a.m. It was then 4:38 a.m.
-MCSO received report
from a Boardman woman
who said that she thought
someone was trying to ha-
rass her by phone. She
attempted to make a three-
way call to the sheriff’s
office so MCSO could hear
what he was saying, but he
hung up while he was on the
three-way. The caller then
hung up to attempt to get
his number. She requested
contact to find out how to
get him to stop calling.
-MCSO received report
from the Oasis RV Park
on Highway 730, Irrigon,
who advised that a female
parked at the park the previ-
ous night and took a show-
er, but she does not reside at
the park. The caller said she
had it on camera and would
like to have the woman tres-
passed. MCSO responded
and made contact with the
caller. The deputy advised
he would be on the lookout
for the subject.
-MCSO received report
from a motorist on Jewell
Drive in Irrigon that his
fuel cap was off and laying
on the ground next to his
vehicle that morning.
-MCSO received re-
quest to speak to a deputy
regarding elder abuse. The
caller was with adult pro-
tective services. MCSO
made contact
-MCSO received report
from an Irrigon man that his
friend came over to have
him call about a stolen bank
card. He requested that a
deputy respond to get the
card back and advise about
getting a restraining order.
Ad deputy responded; it
was a misunderstanding.
-MCSO received re-
quest for deputy contact
from an Irrigon woman
requesting information re-
garding the rules of her son
being able to take his cousin
by marriage to town since
he hasn’t yet had his license
for six months. A deputy
called her back and advised
that only immediate family
could be transported.
-MCSO received report
from a subject who said she
had possession of a mutu-
ally owned vehicle in case
the male co-owner tried
reporting it stolen. There
was a restraining order
between the two and she
was afraid he would come
back around. A deputy took
the call and advised that the
info be passed to depart-
ment members.
-MCSO received report
of a white Mercury Mar-
quee failing to maintain
lane due to being overload-
ed, with the back bumper
close to the ground and the
front tires not getting good
traction due to the heavy
load. A deputy was advised,
but was out of position and
OSP then advised.
-MCSO received re-
quest from the Heppner
Elementary School Princi-
pal to speak to a deputy and
file a report. A deputy made
contact and was advised the
school would handle it, and
advise MCSO if further as-
sistance was needed.
-MCSO received report
of people with flashlights
in the Heppner bowling
alley at 11:50 p.m. MCSO
responded and checked the
area, but the front and back
doors were secure and no
one appeared to be inside.
April 24: -Morrow
County Sheriff’s Office re-
ceived report from a Board-
man man that a guy wearing
a black coat, black jeans
and a ball cap lying along
the road west of the Catho-
lic Church on the north side
of the road. MCSO was
unable to locate the subject.
-MCSO received re-
quest from a Boardman
man to check a car just
purchased by his nephew
to make sure there were
no drugs in it. He was re-
ferred to Gilliam County
for canine.
-MCSO received report
from a woman in Boise that
her son reported domestic
problems at his father’s
house in Heppner. She said
the father had full custody
of their six-year-old son and
she wants to protect him.
-MCSO received re-
port of an older maroon
Honda driving at a high
rate of speed on Nevada
Ave. in Irrigon, going past
the caller’s house several
times of day.
-MCSO received report
of a Ford with a lot of rust
on the body and no bumper
or license driving past the
caller’s house in Ione.
-MCSO received report
from an Irrigon woman
that a pit bull jumped into
the back of her vehicle and
attacked her dog. The dogs
were separated and the pit
bull then seemed friendly.

pants, unknown who they
were or what they were
doing. The caller requested
that a deputy check it out.
MCSO was unable to locate
anything suspicious.
-Emergency dispatch
received a 911 call from a
Spanish-speaking female;
translation was attempted
through the language line
but the interpreter was dis-
connected. The female was
able to provide a partial
address and that she was in
danger. Once the language
line was reconnected, she
advised there was a male
trying to get in with a knife.
Boardman PD and MCSO
responded and arrested En-
carnation Juarez-Castro, 38,
for Attempted Assault II,
Harassment and Disorderly
Conduct II.
-MCSO was advised
of a two-year-old on a mo-
torized vehicle in Board-
man; the grandpa came and
picked him up.
April 15: -Morrow
County Sheriff’s Office was
advised that a male went
into Bucknum’s in Heppner
and ordered a few shots; he
appeared to be a little crazy
and was out wandering the
streets. He left his backpack
in Bucknum’s.
-A man in Irrigon ad-
vised MCSO that the neigh-
bors were building a fence
across their driveway. He
advised the landlord was
trying to get another drive-
way put in but it was not yet
in and there were elderly
people at the residence.
-A person in Ione
advised there was an in-
toxicated subject at his
residence who needed a
courtesy ride out of the
area. The subject declined
a ride from the deputy due
to being unable to take his
beer with him. The caller
gave the subject a ride out
of town.
April 16: -A male in
Irrigon reported that his
pickup had been stolen. The
man called back the next
day and advised Morrow
County Sheriff’s Office that
the pickup and a subject
were at a location. MCSO
and Oregon State Police re-
sponded. Erick Fernandez-
Marquez, 24, was arrested
by MCSO for Unauthorized
Use of a Motor Vehicle X2
and Unauthorized Entry of
a Motor Vehicle.
-MCSO was advised
that a counselor was con-
cerned a female was the
victim of domestic vio-
lence; during a counseling
session and caller noticed a
slap or punch mark on the
female’s chin and she told
the counselor her husband
smacked her. The caller
advised he was worried
about the safety of her and
her children.
-A female in Irrigon
reported that someone took
the screen out of her win-
dow and that, in hindsight,
she recalled the dog growl-
ing at 3 a.m. MCSO made
phone contact and the fe-
male requested extra night
patrol.
April 17: -A female in
