lections off the beaten path.

Morrow County Dis-
trict Attorney Justin Nelson
has released the following
report:
-Encarnation Juarez-
Castro, 37, was convicted
of Menacing, a Class A
Misdemeanor. The sen-
tence of 180 days jail time
was suspended and the
defendant sentenced to 24
months bench probation, to
include 60 hours of commu-
nity service and no direct,
indirect or third-party con-
tact with any of the victims,
the victims’ residence or the
victims’ places of employ-
ment. Additional counts
of Menacing, Disorderly
Conduct II and Harassment
were dismissed. Fines, fees
and assessments totaled
$600.
Justice Court
Report
Morrow County Justice of the Peace Ann Spicer has
released the following Justice Court report:
-Martin Raymond Smith, 56, was found guilty of
Violating the Basic Rule 72/55 and was fined $160.
-Karl Shaine Arndt, 39, of Hermiston was found
guilty of Violating the Speed Limit 52/35 and was fined
$160.
The planning commis-
sion staff had originally
stipulated that the dedicated
60-foot public access to
the parcels be developed
to a certain level; however,
the planning commission
revised the stipulation to
allow Robinson the right
to put off development of
a portion of the road until
such time as another parcel
is sold.
Chamber lunch
meeting
The next lunch meeting of the Heppner Chamber
of Commerce will be an all entities report on Thursday,
Aug. 4, at noon in Heppner City Hall conference room.
Cost of lunch is $10; Murray’s will cater. Chamber
lunch attendees are asked to RSVP at 541-676-5536 no
later than the Tuesday before to guarantee a lunch.
Sheriff’s Report
April 3: -Irrigon Am-
bulance responded to a call
regarding a subject who
had shown up at an Irrigon
location and looked like
he’d been beaten up. The
subject was transported to
Good Shepherd Hospital.
-A female in Irrigon
reported the theft of items
from outside the residence.
She advised they had been
having problems with the
uncle and believe he might
have taken the stuff.
-Morrow County Sher-
iff’s Office received report
of a violation of a restrain-
ing order in Irrigon.
-A female in Irrigon re-
ported having smelled am-
monia from a nearby trailer
several times that day; she
was not sure if they used
ammonia to make meth.
-MCSO was advised
that Bend PD arrested Wil-
liam Eugene Stoltz, 37, on
a Morrow County Circuit
Court warrant for burglary
II.
-A driver on I-84 west
near Boardman advised
MCSO that a dark blue
pickup clipped their vehicle
and kept going; unknown
male or female driver. Or-
egon State Police arrested
David Tapia Madrigal, 31,
in Morrow County and the
subject was lodged at Uma-
tilla County Jail on charges
for Driving Under the Influ-
ence of Intoxicants (DUII).
-MCSO was advised
of two females and a male
running down a street in
Irrigon. The caller advised
the male was running fast
and yelled, “Is that an aban-
doned house?” and the
female yelled, “No!” and
they all continued running
down the street.
-A man in Heppner re-
ported the theft of a battery
off a motorized wheel chair.
He advised he had last seen
it the day before.
-MCSO received report
of a rabbit wearing a collar
found in Heppner.
-MCSO was advised
that neighbors at a resi-
dence were boxing in a
guest who was wanting to
leave, and the neighbors
wouldn’t move their vehi-
cle. MCSO responded and
negotiated vehicle release.
April 4: -An Irrigon
resident advised Morrow
County Sheriff ’s Office
that he returned home and
found some tires and rims
stacked outside his shed.
He requested to speak to a
deputy and have the prop-
erty logged in case it turned
up stolen.
-MCSO received a re-
quest for a welfare check
on a Heppner female with
a history of COPD and on
oxygen; the caller reported
they couldn’t get her to
come to the door or answer
her phone.
-A person in Irrigon
reported than a male had
posted on Facebook that
there were armed men in
front of his house. The
caller requested phone con-
tact from a deputy.
-A male in Irrigon ad-
vised he had stolen tools
belonging to another indi-
vidual and arranged to meet
with a deputy.
-A subject called re-
questing contact from a
deputy regarding pictures
he had taken.
-Vancouver PD advised
MCSO that they had ar-
rested Robert S. Hall, 54,
on a Morrow County felony
warrant for failure to appear
on possession of meth-
amphetamine and driving
under the influence charges.
April 5: -A Heppner
resident requested an extra
patrol in the area because
there had been a suspicious
male in the area lately and
the caller was concerned.
-Morrow County Sher-
iff’s office received a com-
plaint that a male subject
had used a loader without
permission the week before.
-A woman in Heppner
reported that someone went
into her residence and took
some items. She advised
she was home for contact.
-Emergency dispatch
received a call from a fe-
male in Irrigon who advised
her house was on fire due to
grease on the stove. Irrigon
fire, Irrigon ambulance,
Boardman fire and MCSO
responded.
-MCSO was advised
that an individual drove
himself to the Benton hos-
pital emergency room with
wounds. The ER staff is
suggesting they are stab
wounds; however, the indi-
vidual was denying that and
not giving any information
as to what happened.
