The North Morrow Vector
Control District will use
the tax revenue from
this measure to provide
improvements to and
also maintain general
operations, including the
following:

Improve response
time to West Nile virus or
other emerging mosquito-
borne diseases for example:
Zika virus.
•
Maintain the
utilization of aircraft for
mosquito operations.
•
Improve outreach
programs and public
education efforts.
•
Increase the
utilization, and upgrade
available technology
for mosquito control
operations.
•
Maintain vehicle
and equipment replacement.
The proposed levy will raise
approximately $93,000
annually over 4 years for
a total of $372,000. This
estimate is based on the
best available information
from the Morrow County

levy would cost the owner of
property with an estimated
value of $100,000, $10.00
per year. This option levy is
not a new tax increase, but

coating) vehicles will not
be allowed to park along
Main Street (OR 206) in the
downtown area for 1-2 days
during these operations.
More information will be
shared when no-parking
dates are identified. ODOT
will continue to communi-
cate a status update.

mezzanine and all that their
homemade, home grown

through the SAGE center
exhibits for free throughout
the day. If you are looking
at participating as a vendor,
the application deadline is

Community lunch
menu
Church of the Nazarene volunteers will serve lunch on
Wednesday, July 20, at St. Patrick’s Senior Center. Lunch
will include parmesan-crusted fish, scalloped potatoes,
green beans, fruit salad, hot rolls, and raspberry cobbler.
Milk is served at each meal. Suggested donation is
$3.50 per meal. Menu is subject to change.

rifled through and the lights
turned on, but nothing was
taken.
-MCSO arrested Leo-
bardo Jacquez, III, on a
Morrow County warrant for
Contempt of court. He was
lodged at Umatilla County
Jail with bail.
-MCSO received report
of a 26-year-old female,
21 weeks pregnant, having
sharp abdominal pains. She
was transported.
-MCSO received re-
port from a subject on Park
Place in Irrigon that a male
had walked past her house,
which was a violation of a
restraining order she had
on him.
-MCSO received re-
port from a subject on Paul
Smith Road in Boardman
that a subject violated a
restraining order by calling
her from jail.
-MCSO received report
of a lost Australian/German
shepherd that with tags
and goes by the name of
Charlie.
-MCSO received report
of a cow out on McNab
in Ione. The owner was
advised and said he would
take care of it.
-MCSO received report
of two cell phones take on
Greenwood St. in Irrigon.
-MCSO received report
of a white Chevy truck with
a pin stripe down the middle
spinning its tires on Utah
Ave. in Irrigon.
-MCSO received report
from a woman on Cain
Lane in Irrigon that cows
were running through her
yard.
-MCSO received report
from a subject on Wilson
Lane, Downey Rd., Board-
man, that she had passed
a man with what appeared
to be a shotgun. Boardman
Police responded and gave
a female with a fishing pole
a courtesy ride home.
-MCSO received report
Place in Irrigon. She said it
looked like an old cop car.
-MCSO received re-
port of a possible suicidal
subject on Paterson Ferry
Rd., Irrigon, based upon an
anonymous tip received in
Colorado. MCSO was un-
able to locate the subject.
March 25: -Morrow
County Sheriff ’s Office
received report of a com-
mercial burglar alarm at
Irrigon High School. It was
a false alarm.
-MCSO received report
of two-long-haired black
dogs on Hwy 74. Oregon
State Police was advised.
-MCSO received report
that a male subject had
beaten up a female at the
Maple Crest Apartments on
Wilson Rd. in Boardman.
The caller advised the male
had left. Boardman Police
Department, Boardman
Ambulance responded and
arrested Raphael Mputu
Mubamba, 27, was arrest-
ed for Assault IV-felony,
Strangulation and Inter-
fering with 911. He was
lodged at Umatilla County
Jail with $19,500 bail.
-MCSO received report
from a subject at the Irrigon
Shell Station on Hwy. 730
that they saw a subject at
the station, whom they
think had a warrant for a
probation violation. MCSO
was unable to locate the
subject.
-MCSO received re-
quest for emergency ser-
vices for a 24-year-old fe-
male who had chest pains
and difficulty breathing.
Heppner Ambulance and
MCSO responded. She was
transported to Good Shep-
herd Hospital in Hermiston.
-MCSO officer report-
ed being out with a dis-
abled vehicle at Cutsforth
Corners. It was determined
to be a female who had
stopped to feed her baby.
-MCSO received report
that Benton County Sher-
iff’s Office arrested Latisha
Court warrant for Unlawful
Delivery of Methamphet-
amine. She was lodged at
Benton County Jail with
Benton County making
transportation arrange-
ments. MCSO also reported
that she had a warrant out
of Irrigon Justice Court for
Failure to Appear/Criminal
Mischief II, which was to
be served when she arrived
at Umatilla County Jail.
-MCSO received report
of a violation of a restrain-
ing order. The caller said
she went to storage units
in Boardman to work, but
there were signs on the
doors that advised that a
male subject was in the
building and the units were
closed for the day.
-MCSO received report
from a subject on Main St.
in Heppner that a neighbor
and another subject were
shooting a pellet gun about
35 minutes earlier and were
hitting golf balls out toward
the highway. The subjects
were contacted.
-MCSO received report
of a trespassed subject, who
was extremely intoxicated,
at the Boardman Chevron.
MCSO arrested Gerald
Bowman, 50, for Criminal
Trespass II. He was lodged
at the Umatilla County Jail
for Criminal Trespass with
$1,500 bail.
-MCSO received re-
quest from the Department
of Human Services em-
ployee that she was going
to do an assessment in Ir-
rigon and would like phone
contact.
-MCSO received report
of a subject in a white Ford
pickup with blacked out
windows who screamed
down the road, with the
vehicle traveling around 50
miles-plus on Utah Ave. in
Irrigon.
March 26: -Morrow
County Sheriff ’s Office
received report of a red cow
in the road with a red tag
in her ear at Kunze Lane/
quest for contact from a
subject in Irrigon about a
restraining order and being
able to pick up personal
items from a residence.
MCSO completed a stand-
by.
-MCSO received report
from a female in Boardman
that a male that she has a
restraining order against is
on the property. She said
the subject was allowed at
the truck stop, but not at
the storage office next door.
She was concerned that he
would cause issues.
-MCSO received a re-
quest for information from
a subject at Oasis RV Park,
Hwy. 730, Irrigon, con-
cerning options for target
practice.
-MCSO received report
from a subject at St. Pat-
rick’s Senior Center in Hep-
pner that she had received a
disturbing phone call from
someone who claimed to
be from UPS who said they
had a package to deliver
and asked whether she was
home or not. A deputy con-
tacted the subject, advised
it was likely a scam and
told her not to provide any
personal information.
-MCSO received re-
port of a female in a white
pickup on Summit Lane in
Boardman who kept peel-
ing out and throwing rocks
all over everyone.
-MCSO received re-
port of a subject in a green
Ford pickup who sped past
the caller’s residence after
coming out of the Turkey
Shoots.
-MCSO received report
of someone in front of a
residence on Clover Court
in Irrigon playing a stereo
very loud. The caller didn’t
want contact, but just want-
ed the subjects contacted.
-MCSO received re-
port of subjects in their
late 20s or early 30s stuck
at Cutsforth Park/Penland
Lake. The subjects were
located.
