sure his dog was okay. A
deputy responded and the
dog appeared ine.
-A person in Irrigon re-
quested contact about his
neighbor’s dog, which was
sometimes out and could
be aggressive. A deputy
responded and contacted
both parties. The dog owner
was advised to keep the dog
under control.
-A male in the Boardman
area reported that he no-
ticed speed limit signs on
I-84 were covered up and
he was curious about it.
Oregon State Police was
advised. A deputy advised
it was due to a speed limit
change.
February 27: -A
Boardman location advised
Morrow County Sheriff’s
Ofice that they had a ire
alarm but that it was a cook-
ing issue only, no response
needed.
-A woman inquired of
MCSO regarding her son’s
location and whether he
was in jail. She was advised
of information regarding
her son.
-A woman in Irrigon
advised MCSO that there
was a male subject check-
ing out the house next door
and she didn’t think he
was supposed to be there.
A deputy responded; the
male was checking out the
property to buy it.
-MCSO was advised
of a dark green car on I-84
near Boardman that was
weaving and going 85 mph.
The caller advised the driv-
er was all over inside the
car. The deputy was out
of position; the call was
transferred to Oregon State
Police.
-MCSO was advised of
a blue adult bike that was
left downtown in Heppner
the night before and was
now missing.
-MCSO was advised
that Umatilla PD arrested
Cecil Edward Howard, 57,
on an Irrigon Justice Court
warrant for Failure to Ap-
pear on charges of Criminal
Mischief III.
-MCSO was advised of
people at a residence when
no one was supposed to be
there. The caller requested
phone contact. MCSO re-
sponded and trespasses
Florentino Pena, 26, and
Ruth Lomas, 24, from the
residence. Both subjects
were advised they cannot
return to the residence or
they will be arrested.
-A man in Irrigon re-
ported he was having is-
sues with his stepson. They

wrestled around but there
was no hitting. The caller
advised the stepson had left
driving a white pickup that
he was not supposed to be
driving. The subject was
contacted and the male left
for the night. The pickup
and phone were returned to
the parents.
-Dispatch answered
a call regarding a male in
possible seizure in Hep-
pner. Heppner ambulance
responded and the subject
was transported to Pioneer
Memorial Hospital.
-An anonymous caller
informed MCSO that two
subjects who were not sup-
posed to be together were
together in a house in Hep-
pner. The caller advised
there was not an issue cur-
rently, the caller just knew
they were not supposed to
be around each other. A
deputy responded. The call
was determined unfounded.
February 28: -A per-
son in Heppner advised
Morrow County Sheriff’s
Ofice that they got in an
altercation with someone
last week and that person
was now calling and threat-
ening them.
-Someone in Irrigon
advised MCSO that they
thought someone stole
some of his neighbor’s tires
and wheels from a vehicle.
The caller advised that they
were gone in Arizona. He
advised the tires were on the
vehicle the other day.
-MCSO received a ju-
venile complaint from Irri-
gon, where a caller advised
a male subject was putting
holes in the walls. The
caller advised the subject
had been out of control and
disrespecting everyone at
the residence. The caller did
not want to press charges.
-MCSO received report
of a male subject causing
trouble at a trailer park in
Irrigon. The caller advised
they were watching the
house for someone else. A
deputy responded and the
subject was no longer there.
The caller advised they
would call if he came back.
-A subject called 911
to ask how many days were
left in February and was
provided that information.
February 29: -Morrow
County Sheriff’s Ofice ar-
rested Yanike Binene, 26,
on an Irrigon Justice Court
warrant for Failure to Ap-
pear on Unauthorized Entry
of a Motor Vehicle.
-A caller in Irrigon ad-
vised he need assistance
regarding a female who
wouldn’t leave the location.

asked to speak to a school
resource oficer about sec-
ond-hand marijuana expo-
sure.
-MCSO responded to a
commercial burglary alarm
in Irrigon. It was the custo-
dian’s irst day and he was
given the wrong password
and code.
-MCSO received report
of a 13-year-old in Irrigon
who threatened a nine-year-
old that she was going to
kill the nine-year-old and
herself with a pocket knife.
The caller gave a descrip-
tion but did not know the
juvenile’s current location.
-MCSO received a re-
quest from California State
University Police to attempt
contact with an individual
to see how her irearm left
her possession, if she sold
it and to whom or if it was
stolen. MCSO made contact
with the individual, who
advised it was stolen back
in 1991 or 1992.
-A female advised
MCSO that her ex-boy-
friend had taken her car and
wouldn’t bring it back. She
advised he was probably in
Heppner and that he had her
vehicle all week.
-A person near Ione
requested that a subject be
trespassed from the prop-
erty.
March 5: -Canyon
County Sheriff ’s Office
requested Morrow County
Sheriff’s Ofice to do a wel-
fare check at a residence in
Irrigon; they were out with
a male subject who was act-
ing strangely and they were
concerned for the people
at the residence. A deputy
responded and contacted a
female who advised there
had been a verbal dispute
but all was ine.
-A Heppner resident re-
ported a dead deer along his
property line that he would
like picked up. He advised
it might actually be on his
neighbor’s side of the line.
City of Heppner was con-
tacted to pick up the deer.
-MCSO was advised
of a vehicle that almost ran
another vehicle off the road
on Hwy. 74. MCSO cited
Justin Roy Howey, 21, for
Careless Driving.
-A caller in Boardman
reported a male subject ly-
ing in the desert area behind
the car wash. The subject
didn’t move when the caller
walked past. Boardman
PD, MCSO and Boardman
ambulance responded. The
subject was given a cour-
tesy ride to his residence.
