Heppner Gazette-Times, Heppner, Oregon Wednesday, June 22, 2016 Sheriff’s Report February 16 (cont.): -MCSO was advised that Joseph Arthur Manning, 30, was arrested on an Irrigon Justice Court warrant for Failure to Appear on As- sault IV. -A female in Heppner contacted MCSO regarding a known sex offender. She advised she had her chil- dren at the park and he just went to his parents’ house across the street and she would like to know his re- strictions about being near the children at the park. -A male in Irrigon ad- vised that another male tried to run his daughter over about a half hour be- fore. The caller did not witness it but advised the kids and his wife did. February 20: -A per- son in Boardman reported that a female by the name of Heather was outside his residence and had been as- saulted and was bloody and only wearing a coat. The caller requested that some- one come to pick her up. Morrow County Sheriff’s Ofice arrested Travis Lane Thomas, 44, on charges of Assault I - Domestic Vio- lence, Kidnapping I - DV, Menacing -DV, Strangula- tion – DV, and Violation of a Restraining Order. Sub- ject was lodged at Umatilla County Jail. -A woman in Hermis- ton reported that she had two thefts to report; the thefts occurred Feb. 15 and Feb. 19 but involved the same subject; he took headphones on the 15 th and steaks on the 19 th . She ad- vised she had video ready for those thefts. -A caller in Boardman advised MCSO of a male subject who wanted to com- mit suicide. MCSO re- sponded and gave the male a ride home. -A Morrow County resident who was in Con- don advised that he was currently intoxicated and would like to be taken into custody by MCSO. MCSO with Condon PD trans- ported the subject to his residence. -A subject in Heppner advised MCSO that some- one was texting him and threatening him stating he had crossed the wrong peo- ple. The subject advised he did not know who it was but provided the phone number the texts were coming from. He requested contact. -MCSO received a re- port of vandalism and theft in Irrigon and took the mat- ter under investigation. -A male in Heppner re- ported that while he was in a local restaurant, someone stole binoculars out of his vehicle. -MCSO was advised that Umatilla County Sher- iff’s Ofice arrested Desarae Dawn Fitzpatrick, 32, on a Morrow County Circuit Court warrant for Failure to Appear on Assault IV and NOW HIRING DRIVERS Harassment. -MCSO reported being out looking for a van that was possibly in possession of a firearm with a laser reported to have pointed at passing vehicles. February 26: -A per- son in Heppner advised a female was outside the residence knocking on the back door and the resident was scared of the female. A Morrow County Sheriff’s deputy responded and was unable to locate the female, who was trespassed from the location. -A person in Heppner iled a complaint against a female subject who report- edly let her two dogs out while the caller and her dog were walking by. The caller reported the dogs came at her and she hit one with her walking stick. The female subject was given a warning for dogs at large and advised if the dogs were out again she would be given a citation. She was also given a week to get the dogs licensed with the city. -A person in Irrigon spoke to a deputy regarding a trespass issue. The deputy contacted the other party and trespassed her from the location. -An Irrigon resident requested a welfare check on his dog on a zip line in his back yard. Donation request let- ters were sent out last week to people and organiza- tions who have donated in the past. The Booster Club cur- rently supports every ath- letic, academic and special interest group that HHS offers to its students with monetary donations that cover a wide range of ex- penses. They have also funded major renovations to the high school gym and weight room and have plans to replace the snack shack at the baseball ield this year. The steak feed and auc- tion is the group’s main fun- draising event, and commit- tee members say they are looking forward to another fun and successful event this year. There will be a planning meeting Aug. 3 at 6 p.m. in the HHS library. The Booster Club board and the auction committee en- courage anyone interested in helping with the event or becoming more involved with the Booster Club to please attend the meeting or contact a board member for more information. Sentence of 60 days jail time was sus- pended and the defendant sentenced to one year bench probation. Fines, fees and assessments totaled $1,100. -David Leroy Brown, 46, was convicted of Fail- ure to Appear II, a Class A Misdemeanor. Sentence of 180 days jail time was sus- pended and the defendant sentenced to 24 months bench probation, to include 40 hours of community service and no contact with the victims. DA’s Report Morrow County Dis- trict Attorney Justin Nelson has released the following report: -Kenneth Conrad Har- ris, 26, was convicted of Unauthorized Use of a Ve- hicle, a Class C Felony. The defendant was ordered to submit a written apology letter to the victim, with res- titution to be left open for 90 days and the district at- torney to ile a motion for a hearing. The defendant was also sentenced to 18 months prison time with credit for time served and one year post-prison supervision. Fines, fees and assessments totaled $200. -Alex Dean Hansford, 20, was convicted of At- tempt to Commit a Class B Felony – Delivery of Meth- amphetamine, a Class C Felony, and was sentenced to 24 months supervised probation, subject to 120 sanction units with 60 jail units, to include 10 days jail time with credit for time served, 240 hours of community service. De- fendant is eligible for A Misdemeanor treatment upon successful completion of probation. An additional count of Conspiracy to Commit a Class C Felony was dismissed. Fines, fees and assessments totaled $1,500. -Jack Dale Castator, 32, was convicted of Felon Possess Firearm, a Class C Felony, and was sentenced to 18 months prison time with credit for time served and to run concurrent with the following case. Defen- dant was also sentenced to two years post-prison supervision. An additional count of Criminal Mischief II was dismissed. Fines, fees and assessments to- taled $200. -Jack Dale Castator, 32, additionally was convicted of Unauthorized Use of a Vehicle, a Class C Felony. The defendant’s driver’s license was suspended for one year and the defendant sentenced to 18 months prison time with credit for time served and to run con- current with the previous case.
