Morrow County Dis-
trict Attorney Justin Nelson
has released the following
report:
-David Leroy Brown,
47, was convicted of Fail-
ure to Appear II, a Class A
Misdemeanor. Sentence of
180 days jail time was sus-
pended and the defendant
sentenced to 24 months
bench probation, to include
40 hours of community
service and no contact with
the victims. Fines, fees and
assessments totaled $850.
In addition, Brown was
found guilty of probation
violation and sentenced to
continued probation with
the addition of 18 days of
previously suspended jail
time and a two-year exten-
sion on probation time. Fine
was $25.
-Amber Dawn Dima
has been ordered to show
cause why bench proba-
tion should be continued
on two different counts due
to failure to pay ines, fees,
assessments, restitutions or
court costs, and failure to
complete the court-ordered
community service.
-Dalton Dale Booker,
26, was convicted of Crimi-
nal Mischief II, a Class A
Misdemeanor; execution of
180 days jail time was sus-
pended and the defendant
sentenced to 24 months
bench probation, to include
anger management evalua-
tion and treatment and 40
hours of community ser-
vice. Additional counts of
Failure to Perform Duties of
a Driver – Property Damage
were dismissed. Fines, fees,
assessments and restitution
totaled $1,775.
-In addition, Booker
was convicted of Failure
to Appear II, a Class A
Misdemeanor. Sentence of
180 days jail time was sus-
pended and the defendant
sentenced to 24 months
bench probation, to include
40 hours of community
service. Fines, fees and as-
sessments totaled $850.
-Ethan Ray Ellis, 25,
was convicted of Harass-
ment, a Class B Misde-
meanor; sentence of 60
days jail time was sus-
pended and the defendant
sentenced to one year bench
probation. Fines, fees and
assessments totaled $1,100.

-Melody Lorraine
Coake, 52, of Heppner
was found guilty of Care-
less Driving and was ined
$260.
-George Thomas Ayers,
73, of Kennewick, WA was
found guilty of No Non-
Resident Angling License
and was ined $260.
Sheriff’s Report

-MCSO received report
of a subject darting in and
out of the roadway on I-84
east, Boardman. The caller
said the subject was possi-
bly trying to lag him down.
He said he saw a couple of
people and bags alongside
the road. Oregon State Po-
lice was advised.
-MCSO received report
of a disabled vehicle about
two miles west of Paterson
Ferry Rd. and also a male
walking east-bound.
-MCSO received re-
port of a woman driving a
vehicle with Texas plates at
a high rate of speed in Ir-
rigon. The call was relayed
to OSP.
-MCSO received report
of a big ire by the fence at
Parkside Rd., Boardman. It
was a controlled burn.
-MCSO received report
of a Dish Network truck
with Montana plates all
over the road on Highway
74, Heppner.
-MCSO received report
from a subject in Irrigon
that he had a tip of suspi-
cious activity in which a
man sent off information
on his mother to get a credit
card sent to him. The man’s
mother died in December
and as soon as the man
gets the card, he and his
girlfriend will be headed to
Olympia, WA. He was stay-
ing in a ifth wheel.
-MCSO received re-
port of a subject in a white
four-door pickup racing
down the road every single
night for the last three or
four nights on S.E. Utah in
Irrigon. He said if MCSO
needed to know if the ve-
hicle went past more than
once, MCSO will have to
contact his neighbor Leo.
-MCSO received report
that a male subject was
trespassed from a location
on Sky View Drive Drive
in Boardman, but the caller
said that the male subject
was planning on going to
the residence to steal things.
February 2: -Morrow
County Sheriff’s officer
reports a suspicious vehicle
parked near Discount Tow-
ing on Hwy. 74, Irrigon.
-MCSO officer re-
ceived report of a vehicle
parked at the gravel pit on
Bombing Range Rd./Hwy.
730, Boardman for the last
two mornings. Might be
catching a ride.
-MCSO received report
from a Heppner woman
who said she received a
call from a local number
advising they were from the
IRS and were threatening
to arrest her if she didn’t
pay. She said the call was
from the main Sheriff ’s
Office number. Dispatch
advised that if it was from
the sheriff’s ofice it would
be different as they use dif-
ferent phone numbers for
outgoing calls.
-MCSO received report
of suspicious activity on
S.W. Wyoming in Irrigon.
The caller said she had
just received a call from
her husband reporting that
someone was trying to get
into a garage near the lo-
cation. The subject was
described as a white male,
bald, wearing green army
clothes and carrying a large
duffel bag that appeared
to be very heavy. MCSO
responded.
-MCSO arrested Brian
Lee Ironbear, 44, on a Uma-
tilla County Circuit Court
warrant for Failure to Ap-
pear/Disorderly Conduct II.
He was lodged at Umatilla
County Jail with $20,000
bail.
-MCSO received report
that the Oregon Department
of Justice wanted to speak
with a deputy regarding two
subjects.
-MCSO received report
that a subject with the city
of Irrigon located a fish-
ing license, a New Mexico
driver’s license and a Bi-
Mart card.
-MCSO received report
from a Heppner subject that
he believed that the dump
trucks for the new ire hall
are over the weight limit.
-MCSO received report
of a white car with Califor-
nia plates was tailgating and
traveling at least 90-miles
per hour on I-84 Boardman.
The caller was transferred
to OSP.
-MCSO received re-
port of a 26-foot Hornet
travel trailer broken into
while stored at Irrigon Min-
Storage and multiple items
were stolen from inside the
trailer, including a desktop
computer and a lot of ish-
ing gear.
-MCSO received re-
quest for a welfare check
at an Irrigon address. The
callers reported they have
two children in foster care
who left and were reported
as runaways. The callers
said the children were pos-
sibly staying at a location.
-MCSO received report
from a Heppner woman
that an older Boston terrier
attacked her dog at the mini
park. The owner of the dog
was described as a male in
his 20s, scruffy, wearing
sunglasses and a plaid shirt.
The woman did not want
contact, but wanted the
leash law enforced.
-MCSO received report
of a small older grey Toyota
that went by the caller’s
residence, sliding sideways
down the road and then
going down Eighth St. The
caller knew the residence of
the driver.
-MCSO received report
of a car on I-84 Boardman
facing east-bound on the
west-bound shoulder on
the off ramp. The caller be-
lieved that the male driver
might be passed out. The
call was referred to another
agency.
-MCSO received report
of criminal mischief at the
Irrigon Skate Park with
toilet paper and looding of
the toilet.
-MCSO received re-
port from a female at the
Sandpiper Apartments in
Boardman that she was
beaten up by her boyfriend.
Boardman Police Depart-
ment and MCSO responded
and took the female into
custody. Cristine Luzette
Mendoza, 41, was arrested
for Assault III Domestic
Violence-felony. She was
lodged at Umatilla County
Jail with $7,500 bail.
-MCSO received report
of a juvenile female about
14-years-old with blonde
hair, green hooded sweat-
shirt sitting on the edge of
the road by Stor-4-U Mini
Storage in Heppner. The
caller said they stopped to
ask her if she needed a ride
or was lost, but she replied
“No,” and then told her she
should not be sitting next to
the road. The caller said she
did not believe the girl was
local. MCSO was unable to
locate the girl.
-MCSO received report
of a dark-colored Ford pick-
up with a bright green strip
down the middle was burn-
ing its tires from Eighth St.
to the caller’s residence
and drove back and forth
three times, moving “pretty
good.” The caller requested
extra patrol, but MCSO was
unable to locate the vehicle.
February 3: -Morrow
County Sheriff ’s Office
received report from an Ir-
rigon man that he had made
multiple complaints regard-
ing a white Ford pickup
racing up and down the road
and spinning tires in front of
his residence. He reported
the vehicle’s plates and said
it was parked on Tenth St.
MCSO was unable to locate
the vehicle.
-MCSO received report
of two dogs chasing kids
on Seventh and Utah in
Irrigon.
-MCSO received report
from a female on Paterson
Ferry Rd. that someone
broke into her car there, but
left their Oregon Trail card.
-MCSO received report
from Union Pacific Rail-
road that the track grinder
is out in case anyone calls
regarding a train on ire.
-MCSO received report
of garbage all over Wash-
ington Ave. between Fourth
and Seventh in Irrigon.
-MCSO received report
from a female on Wyoming
in Irrigon that two teenage
boys were ighting. There
were no weapons. MCSO
and Irrigon Ambulance
responded and one was
transported by ambulance
to Good Shepherd Hospital
in Hermiston.
-MCSO received report
of a juvenile subject having
an asthma attack at Balm
Fork and Willow Creek
Rd. in Heppner. MCSO
and Heppner Ambulance
responded and transported
the juvenile by ambulance
to Pioneer Memorial Hos-
pital in Heppner.
-MCSO received report
of a small green pickup
with camper shell with
Washington plates failing
to maintain and driving 45
mph in a 55 mph zone.
-MCSO received re-
port of a 911 hang-up call
plotted at a cell tower in
Boardman. A juvenile con-
tacted said he was playing
basketball and hit the wrong
button.
-MCSO received report
from a subject westbound
on I-84 Pendleton who said
two semis passed him on
I-84 with no chains on and
almost rear ended him. He
said chains were required
on Cabbage Hill. The caller
was transferred to OSP.
February 12: -Emer-
gency personnel were ad-
vised of a suicidal subject
in Boardman.
-A male in Heppner
advised that his wife took
a handful of pills because
she was mad at him, and
left. Morrow County Sher-
iff’s Office and Heppner
ambulance responded and
located the female, who was
taken to Pioneer Memorial
Hospital.
February 13: -A sub-
ject outside of Heppner
advised he thought one of
his hired men hit a road
sign with hi ranch vehicle
or threw a brick through the
window.
-A female in Boardman
reported that her vehicle
was stolen from in front of
her residence some time
during the night. A deputy
responded and took a re-
port.
-A female in Heppner
advised someone stole
medication from her resi-
dence that morning. She ad-
vised she had a few names
of people who might have
done it.
-A female in Irrigon
requested contact regarding
her husband sitting across
the street just staring at
the residence. A deputy re-
sponded and took a report.
-MCSO arrested Mi-
chael Dean Lynch, 57, on
a Multnomah County war-
rant.
-A female in Heppner
advised her juvenile male
was out of control. MCSO
responded.
-A subject reported a
suspicious vehicle parked
across the street from Buck-
num’s with a taxi light on.
February 15: -A sub-
ject in Irrigon advised that
Morrow County Sheriff’s
Office picked up his dog
the week before and he
had since gotten it back. He
requested to speak to the
deputy and thank her.
-An MCSO deputy
advised he was at an Ir-
rigon location with a horse
with its leg stuck through a
fence. The horse was freed
from the fence.
-MCSO was advised
that Pendleton PD arrested
Michael Steven Moore,
33, on a Morrow County
Circuit Court warrant for
Failure to Appear on As-
sault IV. The subject was
arrested on other agency
warrants as well.
-Umatilla County Sher-
iff’s Ofice advised MCSO
that they received a call
from a female in Irrigon
who stated the babysitter
would not let her have her
daughter. MCSO responded
and determined the matter
would need to be settled in
family court.

-A male advised MCSO
that his six-year-old daugh-
ter was just picked up by
her mother in Boardman
and the mother didn’t have
the booster seat for the
daughter. He advised he
tried to give her the booster
seat but she wouldn’t take
it. She had headed toward
Portland about 20 minutes
ago. Oregon State Police
and Frontier were advised.
-A subject in Board-
man advised that a male
subject was getting beat
up. Boardman PD, MCSO,
and Boardman ambulance
responded. Mario Morales,
33, was arrested by Board-
man PD for Assault IV and
lodged at Umatilla County
Jail.
February 16: -A fe-
male in Heppner reported
seeing an older male, big
coat, hat, garbage/plas-
tic bags, and a couple of
backpacks strapped to his
back, on foot walking up
the creek from her resi-
dence. Other than walking,
the subject was not doing
anything suspicious but she
advised he was not local.
Morrow County Sheriff’s
Ofice responded but was
unable to locate.
-A female in Boardman
reported that her father
called her to tell her and her
family members goodbye—
she believed her father was
going to commit suicide.
She advised he had not
made any threats in the past,
that there were weapons in
the residence but no method
was mentioned.
-A female in Irrigon
advised her two sons were
in a disturbance. MCSO
responded and the older
brother left and the younger
brother was calming down.
-A male in the Ione area
reported a vehicle driving
really slowly by his resi-
dence. He advised a “really
creepy” guy was driving it.
-A male in Irrigon ad-
vised his pickup was miss-
ing. He advised he was
not on the scene but from
the call he received it ap-
peared it was wenched onto
a trailer.
-A female in Irrigon
advised her kids was out
for a walk with the dog and
a dog owned by another
woman came after them.
The caller advised the dog
had been aggressive in the
past. MCSO responded and
cited Barbara Jean McLean,
57, for maintaining dog as a
public nuisance.
-A female driving on
I-84 near Boardman ad-
vised two cars were trying
to get her to pull over. One
would get in front of her
and slow down while the
other would get right be-
hind her, and vice versa.
The vehicles turned off at
the 168 exit. MCSO was
unable to locate.
-A female at Sub Zero
Motel in Irrigon advised
two individuals were trying
to get into her room. She
believed they might have
a bat or something similar.
