take place on the 25th day
of May, 2016, at 6:30 p.m.
The purpose of the meeting
is to receive the budget
message and to receive
comment from the public
on the budget. A copy of
the budget document may
be inspected or obtained

at the Lexington City Hall
between the hours of 8:00

is a public meeting where
deliberation of the Budget

Boardman Park & Recreation District is the recipient of a general obligation bond measure that the voters passed November, 2014 in the amount of $12.390 Million. The
general obligation bonds were sold and on September 15, 2015 Boardman Park & Recreation District received a net $12,700,455.60 from the proceeds of the sale.
Boardman Park has engaged an architect and general contractor. Construction of a 40,000+ square foot recreation center has begun. The construction is planned to be
completed approximately May, 2017.

Sheriff’s Report
January 10 (cont.):
-MCSO was advised that a
driver on Bombing Range
Road lost a pontoon boat
off his trailer. The caller
advised there did not ap-
pear to be any injuries but
the driver might need assis-
tance since the boat landed
upside down. MCSO and
Oregon State Police re-
sponded.
-A male in Irrigon ad-
vised MCSO that a female
was putting stuff on his
Facebook page that was not
true. He requested phone
contact.
January 15: -Board-
man Police Department ar-
rested Efrain Barrera Fran-
co, 32, on an Irrigon Justice
Court warrant for Failure to
Appear on Theft II.
-A female outside of
Heppner advised Morrow
County Sheriff ’s Office
that she had seen a vehicle
at the end of her driveway
going through her mail; she
said it was a long driveway
and that when she pointed
the flashlight down the
driveway the car drove off.
Unkown car description.
-A person reported a
68-year-old male up on
Franklin Hill walking
around. The subject ap-
peared at irst to be lost or
disoriented but the caller
advised that, on contact,
the subject said he was
looking for his 70-year-old
sister. He advised the male
subject let his sister out so
she could use the bathroom
but he was then unable to
locate her.
-A female in Irrigon re-
ported to MCSO that a male
subject had been staying
with her; he hit her in the
face and then left. He also
hit her vehicle.
-A caller in the Board-
man area advised MCSO
that two llamas were run-
ning on a road next to the
freeway. The caller was
concerned they might get
on the freeway.
-A man in Irrigon re-
ported that his daughter
saw two cougars around
2:18 a.m. He reported they
came out of his ield and ran
across the road.
January 16: -Morrow
County Sheriff’s Ofice re-
ceived a call from a female
advising of a drunk driver.
She advised she was at a
rest area. The female said
something to a male in the
background about leaving
her there and then the call
was disconnected. A deputy
checked the Boardman rest
area but was unable to lo-
cate anyone with an emer-
gency. Oregon State Police
was notiied.
-MCSO was advised of
a male in the Heppner area
who had made comments
about jumping off the dam.
-A caller on Hwy. 74
out of Ione advised MCSO
that they had given direc-
tions to a vehicle heading
toward Lexington to turn
and get to the interstate, but
he wanted law enforcement
to know the female seems
really “off.” Unknown if
the female was intoxicated
or high. The subject was
in a passenger car with
Colorado plates; the caller
advised the female was
yelling that she needed to
get out of here.
-Sub Zero in Irrigon
reported a subject causing
a disturbance.
-MCSO was advised
that Malheur County ar-
rested Billy Dean Williams,
53, for a Heppner Justice
Court Warrant for Failure to
Appear on a Driving Under
the Inluence of Intoxicants
charge. The subject was
lodged on the warrant with
no local charges awaiting
a shuttle.
January 17: -A Mor-
row County Sheriff’s Dep-
uty reported being out with
two cars on Hwy. 730/I-84
Boardman. The two cars
were headed for the Tri-
Cities. They were advised
which way to go and ad-
vised that it was not safe
to stop in the middle of the
road.
-A female in Irrigon
advised that the people in
the trailer behind her were
ighting and that they have
a ive-year-old; it was un-
known if the child was at
home at the time. MCSO
and Boardman Police re-
sponded.
-A female in Irrigon
Furniture will irst be made available to Morrow
County government entities, not-for-proit organ-
izations, civic, and other non-commercial groups.
Furniture will then be offered to the general public.
When: On May 6, 2016 from 9:00 AM to Noon and
on May 12, 2016 from 9:00 AM to 4:00 PM; furniture
will be made available to Morrow County govern-

Terms: Furniture will be offered free of charge on a
irst-come, irst-served basis. Groups and individuals
taking furniture will be responsible for lifting, mov-
ing, and transporting furniture. Some furniture is dis-
assembled, and all is offered “as-is.” The County will
not hold furniture for pick-up at a later date, nor will
County staff be available to assist in moving or as-
sembling furniture. For accounting and liability pur-
poses, those viewing and taking furniture will need
to sign an acknowledgement releasing the County of
liability associated with viewing, moving and using
the furniture; as well as provide their names, contact
information, and a list of items taken.
The furniture is FREE.

25, for Maintaining Dog as
a Public Nuisance.
-A female in Irrigon
called MCSO requesting
assistance for her daughter,
who was seeing things that
were not there. The caller
was referred to Community
Counseling Solutions.
-A person in Irrigon ad-
vised MCSO that a subject
was playing music really
loud. The caller advised the
subject had a scanner so not
to put it over radio. MCSO
determined the call to be
unfounded.
-A subject in Irrigon
called MCSO and advised
he wanted contact from a
deputy. He said he wanted
a deputy to return to talk to
him; he wanted a deputy
back within 60 seconds or
he was going to beat some-
one up.
January 23: -A male in
Boardman advised he didn’t
see the stop sign and hit
a transformer and a fence
and would like someone to
come take a report. Mor-
row County Sheriff’s Of-
ice, Boardman Police and
Boardman ire responded.
MCSO took a report, and
Jose Guadalupe Velasco
Robles, 30, was issued a
citation for failure to obey a
trafic control device – mo-
tor vehicle accident.
-A hysterical female
caller requested police as-
sistance at a Boardman
location. Boardman PD,
MCSO and Boardman am-
bulance responded.
-A female in Irrigon
advised MCSO that she
was “pretty freaked out”
because she was hearing
things outside her trailer,
and she would like a deputy
to drive through the area
and verify that no one was
outside. MCSO was unable
to locate anything suspi-
cious.
-MCSO was advised
that Hermiston PD arrested
Joel Ernesto Rodriguez,
30, on a Morrow County
Circuit Court warrant and
an Irrigon Justice Court
warrant. Rodriguez was
also lodged on three other
agency warrants.
-A female in Irrigon
advised she needed to speak
to a crisis worker. She de-
clined emergency medical
services or law enforce-
ment and advised there
was no danger at that time.
Community Counseling
Solutions was advised and
contacted the subject.
-A female in the Hep-
pner area advised that a
male subject had been mak-
ing harassing statements on
Facebook. A deputy made
contact with the caller and
she will block the subject
on Facebook to prevent
further contact and will
advise MCSO if the subject
continues contact.
-MCSO was advised
that Umatilla County Sher-
iff’s Ofice arrested Ernie
Paul Thomas on an Irrigon
Justice Court warrant.
January 25: -Morrow
County Sheriff ’s office
received a report of a male
at Morrow County Court-
house in Heppner, uncon-
scious but breathing.
-A male in Heppner
asked to speak to a deputy
about a motor home he was
trying to buy. He had paid
$350 and was told to meet
a guy at 4 p.m. to pick it
up and get the keys, but he
waited until about 5:30 p.m.
and no one showed up.
-A detainee in a Hep-
pner facility advised the
staff was neglecting his
needs and someone there
wanted to beat him up.
MCSO responded.
