PUBLIC MEETING
THE MORROW COUNTY
COURT will hold a public
meeting on Wednesday,
January 6, 2016, at 1:30
p.m at the at the Port of
Morrow Riverfront Center
in Boardman, Oregon.
The Bureau of Land
Management (BLM)
has released the
environmentally preferred
route for the Boardman
to Hemingway (B2H)
transmission line project,
along with other proposed
routes within Morrow
County. The purpose of this
public meeting is to obtain
public input for the Morrow
County Court to consider
as it develops comment to
the BLM concerning the
selection of the agency
preferred route.

Heppner FFA members to
receive Greenhand FFA Degree
In January, eight mem-
bers of the Heppner FFA
Chapter will receive the
Greenhand FFA Degree.
This honor recognizes the
members’ demonstrated
knowledge and achieve-
ments in agricultural aware-
ness, leadership, career
development and commu-
nity service programs. It is
the first degree awarded to
high school members of the
National FFA Organization
(FFA).
The honorees will re-
ceive their Greenhand FFA
Degree at the Heppner
Greenhand Initiation cer-
emony at HHS cafeteria on
Wednesday, Jan. 6 at 6 p.m.
Each recipient will receive
a bronze FFA emblem pin
to commemorate his or her
accomplishment.
Those receiving the
Greenhand FFA Degree in-
clude Tiffany Akers, Tress-
lyn McCurry, Kami Holtz,
Cami VanArsdale, Elijah
Fetter, Suzy Cason, Alison
Cecil and Reno Ferguson.
There are more than
610,240 FFA members
across the country. Student
members belong to chapters
that are organized at the
local school level. Agricul-
tural education instructors
serve as chapter advisors.
FFA members develop lead-
ership skills and are prepar-
ing for one or more of the
350 careers in the science,
business and technology of
agriculture. FFA programs
allow members the oppor-
tunity to practically apply
the knowledge they gain
in the classroom to real-
world experiences. They
also measure their expertise
through local, state and na-
tional competitions.
Morrow SWCD to meet
The Morrow SWCD
will hold a regular board
meeting Tuesday, Jan. 5,
at the Ag Service Center
conference room, 430 W
Linden Way, Heppner, be-
ginning at 6 p.m.
Time will be set aside
at the beginning of the
SWCD meeting to receive
comments from the public.
The agenda for the
SWCD meeting includes
review and approval of
the minutes of the Dec. 15
regular meeting and fiscal
year 2014/15 annual meet-
ing, bank reconciliation for
December, budget report,
staff reports and partner
reports.
A board position rep-
resenting the Irrigon area
is currently vacant. SWCD
staff say landowner repre-
sentation from all areas of
Morrow County is essential
in order to conserve, protect
and develop soil, water and
other natural resources for
the benefit of all of Morrow
County. Anyone interested
in the board position is
encouraged to contact the
Morrow SWCD at 541-
676-5452.

SWCD are open to the
public.
DA’s Report
Morrow County Dis-
trict Attorney Justin Nelson
has released the following
report:
-Richard John Fisher,
56, was convicted of As-
sault IV, a Class A Misde-
meanor. Sentence of 180
days jail time was sus-
pended and the defendant
sentenced to 24 months
bench probation, to include
30 hours of community
service, no contact with
the victim, and successful
completion of anger man-
agement evaluation and any
recommended treatment.
Further counts were dis-
posed without conviction.
Fines, fees and assessments
totaled $600.
-Travis Lane Thomas,
44, was convicted of Car-
rying a Concealed Weapon,
a Class B Misdemeanor.
Sentence of 180 days jail
time was suspended and the
defendant sentenced to 24
months bench probation, to
include 30 hours of commu-
nity service and forfeiture
of evidence to the State of
Oregon. Fines, fees and as-
sessments totaled $200.
Sheriff's Report
November 4: -Morrow
County Sheriff’s Office re-
ceived a complaint from a
person in Irrigon who said
he had called before about
his neighbor not having any
hay for their horses. The
caller advised they now have
another horse and no hay.
The reporting person stated
they have a lot of animals on
a small piece of property and
would like a deputy to make
contact with them. MCSO
took the incident under in-
vestigation.
-MCSO received a com-
plaint about an abandoned
pickup in the area of Hwy.
74, Ione. MCSO was advised
the owner had abandoned it
about six weeks ago.
-Morrow County Under-
sheriff reported a disabled
vehicle on Hwy. 74, Hep-
pner. MCSO responded and
assisted the driver with a
dead battery.
-MCSO received report
that a female, dark brown
Chihuahua with a red collar
had taken off; dog went by
the name Priscilla. The sub-
ject advised they would call
if the dog came back.
-MCSO received report
of a female near I-84, Board-
man who appeared to be
disoriented. The female was
walking around in circles
and the called didn’t see any
vehicles around.
-MCSO was advised
by a man in Irrigon that his
16-year-old step-daughter
had gotten in trouble and as
a punishment he took her cell
phone away. He advised she
got very upset about it and
tried to prevent him from
leaving her room, and that
he was trying to leave the
residence and the juvenile
blocked. He advised she tried
to shove him and he pushed
her to the ground and she got
up and ran to the neighbor’s
house.
-A male in Irrigon ad-
vised MCSO that he was
trying to pick up his 14-year-
old daughter and take her
back to Washington State.
The female half also called
and stated that the male was
parked in front of the resi-
dence and threatening to take
the 15-year-old daughter.
-MCSO received mul-
tiple reports of a car on fire at
Hwy. 730/Third St., Irrigon.
One caller reported that she
had seen a pickup pull up to
the car and then the pickup
left northbound on Third
St. and that was when she
noticed the fire. MCSO and
Irrigon fire responded.
-MCSO was advised
that Oregon State Police ar-
rested Clint Dale Cureton,
22, for Reckless Driving and
Attempt to Elude a Police
Officer.
November 5: -Morrow
County Sheriff’s Office re-
ceived report of an animal
carcass in the road at Hwy.
207/Willow Creek Road.
Caller advised it was pos-
sibly drug by another animal
from the barrels at the turn-
off. ODOT was advised.
-MCSO was advised of
a Motor Vehicle Accident in
Boardman. MCSO, Board-
man ambulance, Boardman
fire and Boardman PD re-
sponded. MCSO arrested
Raven Dawn Newton, 20, on
a Umatilla County Sheriff’s
Office Parole and probation
Detainer. Newton was also
issued a citation for Driving
While Suspended Violation
and Fail to Drive in Lane.
Chamber lunch meeting
The next lunch meeting of the Heppner Chamber of
Commerce will be the chamber’s annual luncheon on
Thursday, Jan. 7, at noon in the St. Patrick’s Senior Cen-
ter dining room. The chamber will be sharing what it has
been involved in, and special musical entertainment will
be provided by the Heppner High School choir.
Cost of lunch is $10; Alvin Liu with Gateway Café
will cater. Chamber lunch attendees are asked to RSVP
at 541-676-5536 no later than the Wednesday before to
guarantee a lunch.
