October 2: -Morrow
County Sheriff ’s Office
reported an oficer-initiated
call for a motor vehicle
accident at Oregon Trail
Library in Boardman, un-
known injuries. MCSO
cited a juvenile male for
Driving with No Driver’s
License.
-MCSO arrested Jamie
Rae Rankin, 24, on a war-
rant.
-A male at the I-84
eastbound rest area near
Boardman advised that his
wife was refusing to get
out of the driver’s seat and
had been for more than an
hour. He requested that an
oficer come and talk to her
because she didn’t have a
driver’s license. The caller
advised there was a slight
language barrier. A deputy
made contact.
- A female in Heppner
advised that she and her
husband were separating
and he was living in another
town but had called and
told her he was going to
go to her house to get his
stuff. She advised she was
concerned he would go to
the residence and thrash
it while her six-year-old
daughter was at the resi-
dence.
-MCSO was advised
that Umatilla County Sher-
iff’s Ofice arrested Richard
Keith Fisler, 35, on a Lo-
cal Supervisory Authority
warrant.
-MCSO received mul-
tiple reports for low vis-
ibility due to blowing dust
in the areas of Hwy. 74 and
S. Bombing Range.
-A female in Irrigon
stated that her brother
and sister walked to the
store and they came home
screaming, someone was
chasing them, and he came
to the house and beat on the
door, telling them to come
there and he would give
them money. MCSO re-
sponded and made contact
with the caller and checked
the area but was unable to
locate the subject.
-A female in Irrigon
reported to MCSO that a
subject wouldn’t leave her
house and had hit her in the
stomach. She advised she
was six months pregnant.
Dispatch could hear yelling
going on. MCSO, Oregon
State Police and Umatilla
County Sheriff’s Ofice all
responded. MCSO arrested
Noel Ponce Villegas for
Domestic Violence - Ha-
rassment and Interfering
with a 911 Report.
October 3: -A ire was
reported for two residences
in Irrigon. Morrow County
Sheriff’s Ofice, Boardman
ire, Irrigon ire and Irrigon
ambulance all responded.
Umatilla Electric was ad-
vised and the Red Cross
contacted for the displaced.
-A female in Boardman
advised that her son was
being violent and she had
to hit him. She requested
a crisis worker and law
enforcement. She advised
that he had been upset all
day. Oregon State Police
responded and Community
Counseling was advised.
-MCSO assisted in the
search for a missing sub-
ject believed to be in Grant
County.
-MCSO was advised
that poachers killed a buck.
MCSO responded and made
contact with four subjects.
OSP and ODFW took over
the call.
-A male in the Board-
man area advised there
was a late-model pickup
with one occupant at the
gravel pit; when the caller
came around the corner
he promptly turned off his
lights. The caller thought
that was odd. MCSO re-
sponded but was unable to
locate the vehicle.
October 5: -A person
advised Morrow County
Sheriff’s Ofice that he and
another person were out on
Forest Service Road 5314
and confronted subjects
that had shot a doe. They
did not have a doe tag. The
caller advised that when
his friend confronted them,
they threatened to shoot
him.
-MCSO was advised of
a hunter injured in the area
of Black Mountain Ln., a
62-year-old with a possible
leg injury. Heppner am-
bulance, Heppner ire and
MCSO responded but the
patient refused transport.
-An MCSO deputy ad-
vised of an oficer-initiated
call in Irrigon on Theft I and
Trespass II.
-MCSO was advised of
Murray’s Annual Holiday

a female in Irrigon. MCSO
responded and arrested Car-
los Alonzo Tomas, 26, for
Strangulation – Domestic
Violence.
-A person in Heppner
reported that there were
two male subjects at the
residence, both had been
drinking whisky and were
yelling at each other, and
the caller wanted them to
leave. MCSO responded
and determined it was a
verbal dispute only. One
male was trespassed from
the residence.
-A male reported that
his friend left about an hour
and a half before, headed
toward Irrigon to buy beer,
and had not returned. He
advised he was not sure
how much his friend had
had to drink and was not
sure of his last name.
-A caller reported two
girls ighting at a Board-
man location. Both were
over 21; no weapons were
seen but one was pregnant.
Boardman PD and Board-
man ambulance responded
but the ambulance was
cleared with patient refusal.
October 6: -A person at
the Irrigon Shell requested
that a deputy circle the store
and reported that person in
a white car were parked on
the side, possibly engaged
in lewd activities. Morrow
County Sheriff ’s Office
responded but the deputy
was unable to make contact
with the driver, who left
while the deputy attempted
contact with the caller.
-MCSO reported assist-
ing the Monterey District
Attorney’s ofice with mak-
ing contact with subjects in
Irrigon.
-MCSO was advised of
a subject in Irrigon violat-
ing a restraining order by
third-party contact and by
showing up at the children’s
Sunday school.
-MCSO was advised
that the Oregon Dept. of
Corrections arrested Jo-
seph Lee Swope, 35, on an
MCSO warrant.
-A male in Irrigon ad-
vised MCSO that a subject
was telephonically harass-
ing and threatening him.
MCSO contacted both
parties and advised them
there was not to be any
type of contact, otherwise
charges could potentially
be pressed.
-MCSO received a
message from an OnStar
subscriber about a semi
truck on its side on Bomb-
ing Range Rd. MCSO re-
sponded and determined
it was non-injury and the
vehicle was not on its side.

James Taylor, 27, for Fail-
ure to Drive in Lane.
-A deputy made contact
with a possible disabled
vehicle on Hwy 207-Echo,
Lexington. The driver was
looking at the sunset.
-A female in Irrigon
reported that her husband,
whom she has been sepa-
rated from for the last two
months, had been send-
ing continuous threatening
and suicidal messages that
night.
-A female in Boardman
advised that a male subject
was outside her residence
and would not leave. She
advised the male was in-
toxicated but she couldn’t
see him outside any more.

Trespass I and on a Union
County Circuit Court war-
rant for Failure to Appear
on Reckless Driving, Reck-
lessly Endangering An-
other, Failure to Perform
Duties of a Driver, Disor-
derly Conduct II, Operating
a Motor Vehicle with No
Driver’s license, Abandon-
ing a Vehicle, and Driving
Under the Inluence of In-
toxicants Felony.
October 7: -A female
in Irrigon advised Morrow
County Sheriff’s ofice that
her mother-in-law would
not return the female’s
two-month-old daughter
because she thought the
female was a bad mother.
A deputy responded. The
child stayed with the grand-
mother that night.
-MCSO received a call
from a subject who was
very agitated concerning
a custody issue with his
wife. MCSO responded
and contacted the subject.
The subject calmed down
and was given a ride to his
residence.
-MCSO was advised
that Yanike Binene, 25,
was arrested on an Irri-
gon Justice Court warrant
for Failure to Appear on
Unauthorized Entry of a
Motor Vehicle. Additional
Parole Court charges and
out of county warrants were
added.
-A female in Irrigon ad-
vised MCSO around noon
that she saw a male wearing
a bright yellow sweatshirt
climbing the blue house
to the left of her location.
MCSO responded and de-
termined the male was a
painter who was painting
the house.
-A male in Irrigon re-
ported that someone drove
into his fence and broke
several of the posts. MCSO
responded and helped put
the fence back up to keep
the animals in.
October 8: -Morrow
County Sheriff ’s Office
was advised that Nicholas
Brandon Zook, 34, was
served an Irrigon Justice
Court warrant for Failure
to Appear on Theft III. The
subject was lodged at Uma-
tilla County Jail on other
charges with a Morrow
County hold placed.
-A male in Irrigon ad-
vised MCSO that a male
subject was driving his car
around town without his
permission. The male did
not want to report the ve-
hicle stolen but wanted the
subject to stop driving it.
-MCSO was advised
that a vehicle rear-ended
another vehicle in the food
court area near the Hep-
pner post office. MCSO
responded and determined
it to be very minor. The par-
ties exchanged information.
-A person in Heppner
reported three people hang-
ing out in the area of Wheat-
land Insurance for the last
couple of hours, two males
and one female. The female
was wearing PJs and one of
the males had no shirt on.
The caller stated that they
had gone into Wheatland a
couple of times wanting to
use the restroom; he did not
recognize the people.
-MCSO was advised
that Gilliam County arrest-
ed Randy Anderson Piper,
45, on an Irrigon Justice
Court warrant for Failure
to Appear on Driving Under
the Inluence of Intoxicants
– Reckless Driving.
-A person in Heppner
advised there were lots
of people yelling outside.
The caller reported that
someone yelled, “Get out
of there. I’ll kill ya!” and
advised they appeared to
be intoxicated. MCSO
responded and arrested
Gregory James Warner, 32,
on two warrants from Hood
River County. The subject
was lodged at Umatilla
County Jail for extradition
to NORCOR.
October 9: -A person
advised Morrow County
Sheriff ’s Office of two
males and a female pushing
a stroller up Heppner Hill.
The caller thought it was
strange and wanted them
checked out.
-A caller from Irrigon
advised that he broke up
with his girlfriend and she
stole a lot of his valuable
artwork and unknown what
else. When he confronted
her via text her sister threat-
ened him. MCSO respond-
ed and took a report.
-A male in Heppner
advised his cell phone was
stolen from his house. He
advised he thought he knew
who took it but then advised
he had been drinking and
couldn’t remember who
was in his house. MCSO
made contact.
October 10: -A male
in Irrigon advised Morrow
County Sheriff ’s Office
of a suspicious vehicle
that had passed his house
several times. MCSO re-
sponded and located the
vehicle, and arrested Ale-
jandro Javier Nunez, 36,
on an MCSO warrant and
a Umatilla County Sheriff’s
Ofice warrant for Failure to
Appear on Failure to Report
as a Sex Offender. MCSO
also arrested Luis Alberto
Nunez, 30, on an Oregon
State Parole Board felony
warrant for parole violation.
-A fire occurred at a
Boardman location. The
structure was totally en-
gulfed and declared a total
loss. Red Cross was con-
tacted.
-A person in Irrigon
advised MCSO of a “weird”
alarm; it sounded like a
house alarm but no idea
where or what it was com-
ing from. MCSO located
the alarm and was able to
shut it off and checked the
house and it was secure.
The deputy advised it was
a sewer overflow alarm
and to contact the City of
Irrigon. City of Irrigon was
contacted and advised the
alarm was no big deal.
-A person advised
MCSO of a heifer that was
killed about 30 minutes
before up above Cutsforth
Park. It had been skinned
out and the meat was being
taken off.
October 11: -Morrow
County Sheriff’s Ofice was
advised that Multnomah
County Sheriff ’s Office
arrested David C Ship-
pentower, 58, on an Irrigon
Justice Court warrant for
Failure to Appear on Dis-
orderly Conduct.
-MCSO was advised of
a domestic disturbance in
Heppner, a lot of screaming
and yelling coming from
the residence, female versus
male. The female was yell-
ing at the male subject to
leave. The male subject had
left upon arrival and MCSO
determined no crime had
been committed.
October 12: -A busi-
ness owner in Heppner
reported that they had a man
in his underwear passed out
in the parking lot. MCSO
responded. The subject was
wakened and given a ride to
his residence.
-a female in Irrigon
advised that a male was
breaking a stalking order.
MCSO arrested Miguel
Angel Gutierrez, 44, for
Contempt of Court, Viola-
tion of Stalking Order, Vio-
lation of Restraining Order
and Resisting Arrest.
-A person in Irrigon
advised that the back door
of a minivan was stolen off
the van.
-A person reported that
someone cut the locks on
a property near Lexington
and put on new locks. It oc-
curred sometimes between
Oct. 4 and Oct. 8.
-A female requested
that a male subject be tres-
passed from the residence.
The male subject was con-
tacted and advised that he
was trespassed from the
residence.
October 13: -A male in
Heppner reported that his
wife accidentally locked
the baby in the car. The
child had been in there ap-
proximately ive minutes.
Morrow County Sheriff’s
ofice and a locksmith re-
sponded. The vehicle door
was unlocked and the baby
was safe.
-MCSO was advised
that Kenneth Conrad Har-
ris, 25, was arrested on a
Morrow County Circuit
Court warrant for Failure
to Appear on Unauthorized
Use of a Motor Vehicle.
Subject was lodged at Cof-
fee Creek.
-A female in Irrigon
advised that someone was
stealing her “Private Drive”
signs she has put up on her
property. She advised this
was the second time they
had been taken.
-Employees at the Lex-
ington Sinclair station re-
ported refusing alcohol to
a female due to her being
extremely intoxicated. The
subject then drove off.
October 14: -A female
in Irrigon contacted Mor-
row County Sheriff’s Ofice
and requested to talk to a
deputy about her neigh-
bor’s freezer being in her
yard. MCSO arrested Paul
Anthony Backman, 46, on
a Morrow County Circuit
Court warrant for Failure
to Appear on Contempt of
Court.
-MCSO arrested Kelly
Marie Rosas, 37, on a war-
rant.
-MCSO arrested Jack
Dale Castator, 31, on a
Umatilla County Sheriff’s
Ofice warrantj for Failure
to Appear on Possession
of a Controlled Substance
Methamphetamine and FTA
on Contempt of Court, Pu-
nitive – Violation of a Re-
straining Order.
October 15: -A female
in Irrigon reported to Mor-
row County Sheriff’s ofice
that she had a van parked
on the back of her property
and the people in the shop
on the property behind hers
have parted out the van and
sold the pieces. She advised
she would like this to stop
and the parts back. MCSO
took the incident under in-
vestigation.
-An employee at

reported that a female was
