September 17 (cont.):
-MCSO was advised of a
male at a Boardman loca-
tion who was throwing
rocks at vehicles. Ryan
Payne, 36, was arrested
for Assault IV, Menacing,
Disorderly Conduct II, and
Criminal Mischief II. The
subject was lodged at Uma-
tilla County Jail but, due to
a medical issue at the jail,
was recogged and turned
over to medics.
September 18: -Mor-
row County Sheriff’s Of-
ice advised that Leobardo
Jacquez III, 39, was lodged
at Umatilla County Jail for
violating his restraining
order x3.
-MCSO was advised
that an elk was by the tracks
at the coal fired plant. It
was still alive but had been
hit and needed to be dis-
charged. The elk was dis-
patched due to broken legs.
-A person in Irrigon
advised a dog was bark-
ing at the house down the
street. The caller advised
she heard the owners yell-
ing at it and the dog seemed
to be getting aggressive
with the owner. The caller
couldn’t see what was go-
ing on for sure.
-A man reported a lost
Browning 380. He stated he
lost it two weeks before in
the Kelly Prairie area.
-MCSO was advised
that Yamhill County ar-
rested Daniel Lee Mead, 46,
on an MCSO warrant for
Failure to Appear on DUII
Felony and Driving While
Suspended Misdemeanor.
The subject was lodged at
Yamhill County with local
charges and transport will
be arranged with jail staff.
-MCSO was advised by
the Veterans’ Administra-
tion that a victim of a con-
ditional release no-contact
order had been contacted by
the subject. Probably cause
for the arrest of Miguel
Angel Gutierrez, 44, for
Violation of a Conditional
Release No Contact Order.
-MCSO received a
mandatory report of infor-
mation regarding a juvenile
subject and possible sex
abuse.
-MCSO was advised
of a goat out in Heppner.
It was brown with white
spots.
-A caller in Boardman
advised MCSO that a fe-
male was digging a hole in
the ground in the roadway.
It was unknown what she
was doing.
-A caller in Boardman
stated a dog attacked her cat
and attempted to attack her
grandkids. The dog ripped
the cat in half and drug it
back across the street to the
place it stays at. MCSO re-
sponded and made contact.
September 19: -Mor-
row County Sheriff’s Of-
fice received a call from
a woman who wanted to
know if there was a hos-
pital in Heppner or she
should go to Hermiston; her
15-month-old son had just
been discharged from Pend-
leton but wasn’t breathing
very well.
-MCSO was advised
by a person in Heppner
that someone was trying to
crawl through his window.
He identiied it as a female
subject. MCSO made con-
tact with the caller and then
with the female subject; the
female subject was tres-
passed from the property
and was given a courtesy
ride elsewhere.
-MCSO was advised
of the theft of some plants
in Irrigon. MCSO arrested
David Lynn Bailey, 51, for
Theft I and Criminal Tres-
pass II. The subject was
also arrested on a Grant
County warrant for Failure
to Appear on a charge of
Burglary.
-A woman called from
Irrigon to advise a pit bull
was in the pasture chas-
ing her beef. She advised
MCSO who the dog’s own-
er was.
-MCSO arrested Eric
Thomas Johnson, 49, on
a Morrow County Circuit
Court warrant for Failure
to Appear on Possession
of Methamphetamine and
Possession of a Controlled
Substance - Schedule III.
-MCSO received a re-
port of a stolen vehicle;
the caller advised he had
located his vehicle in Lex-
ington. MCSO arrested
Corey Timothy Gray, 38,
on charges of Unauthorized
Use of a Motor Vehicle,
Criminal Trespass II and
Theft I.
-MCSO was advised
by a subject in Lexington
that he needed a deputy at
his house. The caller ad-
vised that he and his mother
were ighting and then his
grandfather stepped in and
choked him. MCSO re-
sponded and made contact
with all three subjects.
-A person in Irrigon
advised MCSO that loud
music had been going on all
day and that they could hear
it inside the house with the
doors closed. The caller ad-
vised MCSO of the location
of the music and stated that
the caller wanted to remain
anonymous because the
caller was afraid they would
have “a vendetta” against
them. MCSO responded
and made contact with the
home owner, who was ad-
vised if police were called
to the location again, they
would be cited for noise
violation.
-Boardman Ambulance
was advised of a nonrespon-
sive person in the bathroom
at the Boardman Marina.
Boardman PD responded
and trespassed a female
subject from the marina per
the caretakers.
September 20: -Mor-
row County Sheriff’s Ofice
was contacted by a subject
in Irrigon who advised he
was awakened by a vehicle
goofing off in the turkey
shoots. MCSO responded
and located the vehicle,
which was stuck. The driver
was waiting for someone to
help him get the pickup out.
-A female in Irrigon re-
quested contact concerning
harassment by her neigh-
bors. She stated they were
coming on her property
and taking videos and post-
ing them on Facebook. A
deputy made contact and
advised her of her options.
-A female in the Lex-
ington area advised of two
pickups full of kids racing
on Hwy. 74 in front of her
house. She advised one
didn’t pass the other until
it was going around the
corner, and if someone had
been coming they would
have hit them head-on.
She also advised it had
been happening pretty fre-
quently. She requested extra
patrol and stated she was
ine with a deputy parking
near her house.
-A person in Irrigon
contacted MCSO and ad-
vised of the theft of wire
that went from the light
poles at the soccer ield at
the Irrigon Marina. He ad-
vised he did not know when
it occurred, that it could
have been any time in the
last two year and was not
something they looked at
on a regular basis. MCSO
made phone contact and the
caller was going to check
and see if anything else was
missing.
-A woman advised
MCSO that her daughter
needed a victim’s advocate
or some intervention aside
from the police but needed
to verify that should could
give MCSO her informa-
tion. She stated the daugh-
ter’s boyfriend was being
abusive. She did not call
back with more informa-

there and so she thought he
might retaliate.
September 21: -Mor-
row County Sheriff’s Of-
ice received a report of a
chemical spill and ire at
the windmills out by Hwy.
74/Cecil. MCSO contacted
Frontier, who advised there
was a controlled burn in that
area, not a chemical spill.
-MCSO initiated con-
tact with subjects at hwy.
207 – Spray/USFS 21/
USFS 350. MCSO cited
Kormon Paul Krum, 55,
for Using Artiicial Light
from a Vehicle while in
Possession of Firearm –
Bow. MCSO also cited
Wesley Paul Krum, 29, for
Using Artiicial Light from
a Vehicle while in Posses-
sion of Firearm – Bow.
MCSO also cited Kourtney
Catrina Krum, 21, for Us-
ing Artiicial Light from a
Vehicle while in Possession
of Firearm – Bow.
-MCSO was advised of
a ranch outside Ione where
the caller stated they threw
three baby calves out in the
driveway and left them to
die. Caller did not request
contact. MCSO responded
and determined the com-
plaint to be unfounded.
-MCSO received a re-
quest for contact regarding
violation of a No Contact
Order in Irrigon.
-A female in Boardman
advised MCSO that she had
a no trespass order against
another female, who was
in the area making contact
with her children. Caller
advised she is not supposed
to have contact with her
children.
-A man in Heppner ad-
vised there were some items
missing out of his boat. He
stated his son just advised
him that one of his friends
was going through his boat
approximately two to three
weeks ago. A deputy con-
tacted both the caller and
the suspect. The suspect
was advised to stay away
from the caller’s property.
-MCSO was advised
of a motor vehicle accident
with no one around on
I-84, Boardman. MCSO
responded and took the in-
cident under investigation.
-An anonymous caller
advised MCSO that a fe-
male was parked at Ione
Park and gave a description
of the vehicle. The caller
stated the female’s young
daughter was asleep in
the car seat of the vehicle.
MCSO attempted contact
with the homeowner and
the female but no one would
come to the door. MCSO
advised if the male want-
ed the female to remain
trespassed he could call
and MCSO would respond
again.
September 22: -A male
advised Morrow County Sher-
iff’s Ofice that he was either
having an allergic reaction or
an anxiety attack, and advised
he was driving himself to
Good Shepherd hospital and
was near Space Age.
-A male in Irrigon re-
quested contact regarding
someone cutting down his
fence, shooting bottles and
leaving trash. A deputy re-
sponded.
-MCSO was advised that
Umatilla County Parole and
Probation had arrested Gene
Ray Ball, 29, on an Oregon
State Parole Board warrant.
-MCSO was advised that
Francisco Garcia Torres, 33,
was arrested and a Morrow
County hold placed for an Ir-
rigon Justice Court warrant for
Failure to Appear on Failure to
Appear. Subject was lodged at
Dept. of Corrections.
-A female in Boardman
advised her husband was in-
toxicated and screaming at her.
The male was outside at now
and the female inside. Depu-
ties responded and determined
it to be verbal only. The female
left with the children for the
night.
-MCSO was advised of
a hit-and-run incident at the
Heppner Shell. A female ad-
vised a vehicle hit her car and
took off.
-MCSO was advised of a
vehicle off the road on Hwy.
74, Heppner, upside down
at the bottom of the draw,
about a 50-foot drop. It was
a black Suburban. The caller
advised there was no one in
the vehicle, the lights were
still on, and the passenger-side
window was broken out of it.
The caller and another male
had looked all over and could
not ind anyone in the area.
-A male in Boardman
reported a maroon van in the
ditch; unknown if anyone was
in the vehicle. Boardman Fire
responded and determined it
was not a crash. The subject
had pulled off the road to
sleep. Boardman Ambulance
also responded but was can-
celled before arriving.
September 24: -Os-
valdo Landeros Navarro,
31, was arrested on a com-
mitment order and lodged at
Umatilla County Jail.
-A female in Irrigon
advised Morrow County
Sheriff’s Ofice that some-
one backed into her irriga-
tion pump and was looding
the street. She advised there
were no injuries and every-
one was still on the scene
and requested contact at her
residence.
-Umatilla PD requested
warrant service on a sub-
ject at Sub Zero Motel in
Irrigon. MCSO arrested
Matthew Drew Cleaver, 42,
on Umatilla County Circuit
Court warrants for Failure

and was headed toward

that they arrested Alycia
Ann Balentine, 26, on a
Morrow County Detention
Warrant.
September 25: -Mor-
row County Sheriff’s Re-
port received a welfare
check on an elderly wom-
an in Heppner. Heppner
Ambulance transported a
75-year-old female with a
broken tailbone/hip.
-A person in Irrigon
advised MCSO that his
vehicle was keyed and he
would like contact to make
a report.
-MCSO was advised
that Clackamas County ar-
rested Eric Alan Brown, 56,
on an MCSO warrant for
Failure to Pay Fine on Theft
II. The subject was lodged
at Clackamas County Jail.
