Topics will vary by location. The Umatilla Na- tional Forest will host a meeting regarding livestock grazing in Heppner City Hall Wednesday, Nov. 4, from 6-9 p.m. Doors open at 5:30. An additional meet- ing on the topic will be held at the N. Fork John Day Ranger District in Ukiah from 6-9 p.m. on Tuesday, Nov. 10. Monday, Nov. 2, Wal- lowa-Whitman National Forest will host a meeting on access and wilderness in La Grande from 6-9 p.m. Also in La Grande, a meet- ing on pace and scale of restoration will take place Nov. 12 from 6-9 p.m. A facilitator will ensure that everyone in attendance has time to speak, listen to others and propose solu- tions. In 2014, the Forest Ser- vice released a draft Envi- ronmental Impact State- ment (EIS) related to the Blue Mountains Forest Plan Revision and received over a thousand comment letters. Based in part on that feed- back, the three Blue Moun- tains National Forests have worked with stakeholders to identify topics for further discussion—including the pace and scale of restora- tion, livestock grazing, ac- cess, and wilderness. A Forest Plan describes the social, economic, and ecological goals of a Na- tional Forest and provides a framework for future management decisions. The National Forest Manage- ment Act of 1976 requires each National Forest to prepare a Forest Plan and revise it every 15 years to address changing needs and conditions. The cur- rent Forest Plans for the Wallowa-Whitman, Uma- tilla, and Malheur National Forests are from 1990, and the Blue Mountains region has changed significantly since 1990.
