family and neighbors,
too many to try to name
individually but no less
appreciated!! Thank
you for responding with
water trucks, equipment
and hard work. We have
no doubt that your quick
response protected the Ken
Turner home and made the
evening a lot less anxious.
Special thanks to those
who contributed major
equipment; Mark Cutsforth,
again your prompt response
was crucial, thank you for
your equipment and work
on the steep hillside and
attention for the additional
couple of days we had
flare ups; Andy Ashbeck
thank you for hauling
your CAT clear over the
canyon to mop up and keep
the blazes from growing;
Mark Miller thank you
for your equipment on the
hilltops creating fire lines;
and Scott Dougherty thank
you for running equipment
on the steep hillside and
staying on top of things
along with Wayne Seitz
for the additional few days
we had flare ups of fire.
Our farming communities
in these canyons and our
small towns are a humbling
blessing and we can not
thank you enough for your
friendship and help!!! It is
cliché to say “words are
not enough” but they truly
are not when you see your
driveway packed with fire
trucks, sheriffs deputies,
friends and farming
neighbors protecting
property!! THANK YOU
Sincerely,
The Todd and Melissa

PUBLIC NOTICE
Notice of District Measure
Election NOTICE IS
HEREBY GIVEN that on
August 26, 2015 Heppner
Rural Fire Protection
District filed a ballot title
in the Morrow County
Clerk’s Office, Heppner,
Oregon. (Full Ballot Title
is as follows) CAPTION:
H.R.F.P.D. Fire Hall
General Obligation
Bond Authorization.
QUESTION: Shall
the Heppner Rural Fire
Protection District issue
$390,000 in general
obligation bonds to finance
a fire hall? If the bonds
are approved, they will
be payable from taxes
on property or property
ownership that are not
subject to the limits
of sections 11 and 11b,
Article XI of the Oregon
Constitution. SUMMARY:
Approval of this measure
authorizes the District to
issue up to $390,000 of
general obligation bonds
to pay capital costs related
to a new fire hall, including
paying costs of issuance of
the bonds. This measure,
if approved, would finance
costs related to a new fire
hall jointly owned with
the City of Heppner. The
city is also seeking general
obligation bond approval
to finance its proportionate
share of the proposed
fire hall. The fire hall is
expected to be located on
land owned by the City.
The bonds may be issued
in one or more series. Each
series will mature in 21
years or less. This measure
is estimated to result in a
tax of $0.41 per $1,000 of
assessed value per year,
or approximately $62 per
year on a home assessed at
$150,000. Any elector may
file a petition for review
of this ballot title in the
Morrow County Circuit
Court no later than 5:00
p.m., September 4, 2014 (7
