GIVEN that on November
3, 2015 an election will be
held within the boundaries
of the City of Heppner,
Morrow County, Oregon.
The election shall be
conducted by mail. The
following question will be
submitted to the qualified

A U T H O R I Z AT I O N
QUESTION Shall the City
of Heppner issue $585,000
in general obligation bonds
to finance a fire hall? If
the bonds are approved,
they will be payable
from taxes on property or
property ownership that
are not subject to the limits
of sections 11 and 11b,
Article XI of the Oregon
Constitution. SUMMARY
Approval of this measure
authorizes the City to issue
up to $585,000 of general
obligation bonds to pay
capital costs related to a
new fire hall, including
paying costs of issuance of
the bonds. This measure,
if approved, would finance
costs related to a new fire
hall jointly owned with
the Heppner Rural Fire
Protection District. The
district is also seeking
general obligation bond
approval to finance its
proportionate share of the
proposed fire hall. The
fire hall is expected to be
located on land owned by
the City. The bonds may be
issued in one or more series.
Each series will mature
in 21 years or less. This
measure is estimated to
result in a tax of $0.88 per
$1,000 of assessed value
per year, or approximately
$132 per year on a home
assessed at $150,000.
