Sheriff’s Report
December 29 (cont.):
-A male in the Lexington
area reported that a female
went to the residence and
busted out the front window
of the residence. She then
left the house southbound
toward the next farm. Fe-
male was intoxicated.
December 30: -A call-
er in Irrigon advised Mor-
row County Sheriff’s Office
that they were flagged down
by male subjects walking
because a friend with them
had started to seize. The
caller advised that the males
advised their friend was on
spice.
-MCSO was advised of
a motor vehicle accident on
Hwy. 74, Heppner. A mini-
van was crashed on the side
of the road, turned sideways
and blocking most of the
lane. A female and two
young males. It looked like
everyone was okay.
MCSO received report
from Irrigon of a child who
was believed to be underage
who had to drive his parents
to the clinic because both
his parents were highly
intoxicated. His father had
punched a vase and had
porcelain imbedded in his
hand.
-A driver on hwy. 74
near Bunker Hill Rd. ad-
vised a deer ran across the
highway in front of her but
there was another vehicle
coming from the other di-
rection. The caller was wor-
ried that the other vehicle
hit the deer but wasn’t sure
because she was around
the corner by that time.
MCSO was unable to locate
anything.
December 31: -A per-
son in Irrigon reported to
Morrow County Sheriff’s
Office that someone stole
the license plates off their
vehicle. The plates went
missing Dec. 24.
-MCSO investigated
property owned by the Corp
of Engineers in Irrigon;
someone was barricading a
footpath with branches.
-A couple at Cutsforth
Park requested assistance
from a deputy; they needed
help getting out of their
cabin. She possibly had a
broken arm and he had an
injured shoulder. They de-
clined medical assistance.
-A woman in Lexington
reported that there had been
a dog chained up at a vacant
residence across the street
for at least two weeks. She
had taken it food and water
but didn’t believe it was be-
ing fed. MCSO took the in-
cident under investigation.
January 1: -A male
called 911 sounding out
of breath. He advised that
he needed help. The phone
was then disconnected.
Boardman PD and Morrow
County Sheriff ’s Office
responded and located the
male walking near River-
side High School. Board-
man Ambulance responded
and transported the subject
to Good Shepherd Hospital.
-MCSO was advised
that a vehicle was on fire
in Irrigon.
-A caller in Irrigon ad-
vised MCSO that he heard
two loud booms in the area
in the last 15 minutes, loud-
er than fireworks and for
sure not gunshots. Could
not see and fire or evidence
of explosion. MCSO re-
sponded but was unable to
locate anything suspicious.
-A man in the Heppner
area advised MCSO that
he had returned home from
vacation and all three of his
sheep had been killed. He
believed it was an animal
because there was blood
everywhere and they were
all torn up.
-A male in Irrigon re-
ported that an unwanted
male subject was in their
residence, intoxicated and
breaking belongings in the
caller’s house; caller ad-
vised that he was unable to
stop him because he was in
a wheelchair and his mother
was unable to stop him be-
cause she had been ill and
was weak. They were out-
side staying away from the
subject. MCSO responded
and arrested Lloyd Allen
Terpening, 54, for Crimi-
nal Mischief II, Disorderly
Conduct II and Harassment.
-A male in Irrigon ad-
vised MCSO that he was
corresponding with his sis-
ter via Facebook and she
advised him she was just
assaulted by her mother’s
boyfriend. Both the mother
and the boyfriend were in-
toxicated and had left in a
vehicle with a 14-year-old
several minutes before.
January 2: -Morrow
County Sheriff ’s Office
received report of a suspi-
cious extended cab black
Ford Ranger pickup driving
through private property on
Paul Smith Rd. in Board-
man.
-MCSO received report
of a male subject coming
out of a house on Chase St.
in Heppner that morning.
The caller went inside the
residence and discovered
his pistol was missing.
-MCSO received report
of a car stolen from Moses
Lake, WA.
-MCSO received re-
port of subjects on Hwy.
207-Spray neglecting their
animals and not feeding
their cats or chickens. The
caller also believed there
were suspicious circum-
stances surrounding the
disappearance of their pup-
py. The caller requested a
deputy conduct a welfare
check.
-MCSO received re-
quest from a male to have
a deputy call his ex-wife
to tell her to call her kids
directly to speak with them
and not call him. He said
that they have a restraining
order between them and he
didn’t want to talk to her.
-MCSO received re-
port from a subject on I-84
East, Boardman, that a USA
Logistics semi truck was
harassing her and brake
checking. She said she was
in a U-Haul van and the
semi was pushing her up
to 70 mph. The call was
referred to another agency.
-Boardman Fire De-
partment received report of
a car on fire on the road to
the entrance of Columbia
River Dairy. Boardman Fire
Department responded and
put out the fire.
-Heppner Ambu-
lance received report of a
44-year-old female diabetic
on dialysis with pain in her
abdomen, vomiting, frail
and week, with high blood
pressure. She was trans-
ported.
January 3: -A female
in Heppner advised Mor-
row County Sheriff’s office
that she was concerned
because her son was out
past curfew and had been
hanging out with sketchy
people. An MCSO deputy
searched for the juvenile.
-A male in Ione advised
MCSO that his neighbor’s
trash was lying in the street.
They put their trash can out
and it spilled. The can and
trash were left out all week;
the neighbors picked up the
trash can but not the trash.
A deputy contacted the sub-
jects and advised them of
the trash and that, if it was
not cleaned up, they could
be cited for littering. The
trash was cleaned up.
-MCSO was advised
of the theft of a 1994 white
Blazer some time during the
night. The thief also went
into the residence and took
a television set.
-A male caller advised
MCSO he wanted to make
a complaint against his mail
carrier. He advised she had
made complaints against
them for not taking care of
their animals, which were
unfounded. He also advised
that when she dropped off
the mail, she stayed for
15-20 minutes feeding the
animals. MCSO contacted
both parties and the female
was trespassed from the
caller’s property.
-A man in Heppner
contacted MCSO to find
out his options concerning a
custody issue; he wanted to
be advised of options send-
ing his kids to Seattle for
visitations when he didn’t
think it was a safe environ-
ment. A deputy contacted
the male and advised him he
would need to speak to his
attorney since it occurred in
Washington.
-MCSO was advised of
a dead deer in a backyard in

Ione Summer Reading wraps
up with ‘Home Grown Heroes’
Dragon Theater Puppets’ founder and one-man show Jason Ropp presented his “Home Grown
Heroes” puppet show at the Ione City Park on July 21. At the end of the show, Ropp invited
the audience to come up to his stage and meet the eight different puppets. He also answered
questions and explained how he can manipulate his voice for each puppet’s unique sound. The

-A male in Heppner
asked to speak to a deputy
regarding a female at home.
The parties were separated
and the caller would not go
back to the residence until
he spoke with a deputy.
-MCSO was advised
that Tri-County arrested
Michael Mullikin, 31, on
Morrow County warrant for
Failure to Appear on Crimi-
nal Trespass II. Subject was
lodged at NORCOR.
-A caller at Heppner
Shell advised that it ap-
peared someone was passed
out in a car in the parking
lot, as the vehicle was on
and the engine had been
revving for approximately
10 minutes. MCSO re-
sponded and determined
that the driver was not
passed out or intoxicated;
she was letting her vehicle
warm up.
January 4: -A male
called and advised Morrow
County Sheriff’s Office that
he was concerned because
his son went to a wedding
in Ione the previous night
and they had not been able
to contact him. He was con-
cerned he may have slide
off the road due to the icy
conditions. The male later
called back and advised
their son had contacted
them; he had stayed with
some friends in Ione.
-MCSO received re-
port of a single-vehicle
roll-over on I-84 east near
Boardman. The vehicle was
a pickup and was on the
median. MCSO, Boardman
Ambulance, Boardman fire,
Boardman PD and Oregon
State Police all responded.
Patients were transported to
Good Shepherd Hospital.
-MCSO was advised
that a white Nissan slid into
the median on I-84 west
near Boardman. The ve-
hicle did not roll, but spun
in a circle several times.
Boardman fire and Oregon
State Police responded. No
injuries, the vehicle just slid
off the road.
-MCSO received a call
from Bucknum’s in Hep-
pner advising a customer
had her wallet stolen off
the bar 20-3 minutes before.
No suspect description was
available.
-A female in Hep-
pner reported a domestic
disturbance going on the
apartment below hers. She
advised she heard a female
screaming and that it sound-
ed like things were falling
and being knocked over. A
deputy responded and de-
termined it was verbal only.
The parties were separated.
-A male in Ione advised
his car was stolen; he had
noticed it was gone about
an hour ago, and saw it last
night around 9 p.m. the
vehicle was found and the
male did not wish to press
charges.
-A caller in Irrigon ad-
vised there was a large owl
in their back yard, covered
in ice. It was about the size
of a large raccoon.
-The FBI called and
regarding the conditions
of a stalking order. MCSO
provided the information.
January 5: -Morrow
County Sheriff ’s Office
Deputy made contact with
a subject at A.C. Houghton
Elementary School parking
lot in Irrigon at 2:09 a.m.
She reported that she retired
that day and was cleaning
out her classroom.
-MCSO received report
of a motor vehicle accident
from a subject who said he
picked up his friend about
20 miles out of Arlington
toward Boardman, walking
on I-84. The caller said his
friend’s vehicle was un-
der water and he had been
walking for four hours.
MCSO, Boardman Police
Department, Boardman
Ambulance and Oregon
State Police responded. He
was transported from the
Boardman Shell Station to
Good Shepherd Hospital.
-MCSO received report
of the theft of a wooden
carved bear that occurred
about a month and a half
previous. The caller said he
just got it returned that day.
-MCSO received report
from an Irrigon man that
he was having trouble with
his neighbors spraying his
dogs with something. The
incident was under inves-
tigation.
-MCSO received report
of tumbleweeds that were
starting to get bad at an
Irrigon residence that was
under the responsibility
of a property management
company.
-MCSO received report
of a motor vehicle acci-
dent on Butter Creek Rd.,
Echo, on a blind corner. The
driver was complaining of
a sore mid-section, but had
no other obvious injuries.
-MCSO received report
of a mailbox on Hwy. 207
hit over the weekend.
-MCSO received report
of a steer loose on Kunze
Lane, Boardman. MCSO
responded, but was unable
to locate the animal.
-MCSO received report
from a woman in Irrigon
that two puppies keep com-
ing on her property and they
have destroyed her yard and
dragged garbage all over
the road.
-MCSO received report
from the city of Heppner
that they had received calls
about a border collie that
had jumped out of a white
Dodge dually pickup and
was left there. She said the
dog was trying to get into
other people’s pickups.
-MCSO received report
from a man on Chase St. in
Heppner that his residence
was broken into the last
weekend. He said he hadn’t
noticed anything missing,
but it looks like they tried to
get in through a downstairs
window because there were
pry marks.
-MCSO received report
from a subject in Irrigon
that a 15-year-old male was
not listening to his father.
-MCSO received report
from a subject on Hwy. 74,
Ione, who said someone hit
a deer that was sitting on
its hindquarters in a ditch
and she was afraid the deer
would make it back into the
road and get hit again.
-MCSO received re-
port from Umatilla County
Sheriff’s Office that a sub-
ject with no valid opera-
tor’s license in a blue Ford
Ranger had left Umatilla
and was possibly heading to
Irrigon. A deputy responded
that he was out of position,
but would keep his eye out
for the vehicle that night.
-Boardman Ambulance
received request for an
ambulance for a 16-year-
old male who was breath-
ing, but not alert and not
able to move his arms or
legs. He was transported to
Good Shepherd Hospital in
Hermiston.
January 6: Morrow
County Sheriff’s Office re-
ceived request from a Hep-
pner woman who requested
that a cat be picked up.
-MCSO received report
of a dog, possibly a black
cocker spaniel in the middle
of the road on the hill drop-
ping down into Ruggs from
