Boardman splash pad has
grand opening
The Boardman splash
pad is now open. On July
17, with a crowd of more
than 130 residents in at-
tendance, Mayor Sandy
Toms officially opened the
new park with a cutting of
a ribbon and a countdown
to turning on the sprinklers.
Mayor Toms thanked
former councilors Mark
Pratt and Neil Livingston
for bringing the idea of
the splash pad before the
Boardman City Council
in 2011. She also thanked
Councilor Brenda Profitt
for obtaining a grant from
the Wildhorse Foundation.
This grant, along with city
funds, made the splash pad
a reality.
The 3,500-square-foot,
bubble-shaped pad features
multiple jets of streaming
water and over three dozen
water features. The splash

and skate park located on
NE Front Street. Like other
park areas within the city,
there is no fee to use the
splash pad. This park area
will get new picnic tables
and benches later this sum-
mer.
The splash pad will
be open from 10 a.m. to 9
p.m. through Labor Day.
It may stay open through
the fall, depending on the
weather. For information

Sheriff’s Report
-Continued from PAGE FIVE vehicle left behind.

advised that it was not safe
for subjects to be in the site
and they would like an extra
patrol in the area.
-MCSO received a
complaint of criminal mis-
chief in the Heppner area;
two males in a pickup went
up a closed county road and
then went through a locked
fence, apparently came to
a gate and decided to turn
around but got into a bad
situation. They tore things
up and made a mess.
-MCSO was advised
that a man blew through
a stop sing near Irrigon
Shell; a female advised that
if she hadn’t seen him and
stopped, he would have hit
her. She reported that she
followed him to the Shell
and had him blocked in. She
wanted him to apologize to
the children and wouldn’t
let him leave because he
scared them so badly.
December 20: -A fe-
male in Irrigon reported that
a male was in an altercation
with her daughter. Morrow
County Sheriff’s Office ar-
rested Sonny James Phipps,
28, on a Morrow County
Parole and probation deten-
tion warrant for probation
violation.
December 21: -Mor-
row County Sheriff’s Of-
fice was advised that Baker
County Sheriff ’s Office
arrested Cassandra Lopez,
33, on an Irrigon justice
Court warrant for failure to
appear on Theft II.
-A female in Irrigon ad-
vised MCSO that someone
had tagged the side of her
residence and tried to kick
the door in. She advised
that it happened early that
morning.
-A female in Irrigon ad-
vised that she wanted police
to respond and remove a
female from her residence
before the she (the caller)
hurt the other female. Depu-
ties responded and deter-
mined it was a landlord/
tenant issue. The caller was
advised she would have
to go through the eviction
process, and was not happy
about it.
December 22: -A fe-
male in Irrigon advised
Morrow County Sheriff’s
Office that there was some-
one at her brother’s resi-
dence, and he is not there.
She didn’t think anyone
should be there. The female
called back and advised that
she went into the residence
and it was a friend; no as-
sistance was needed.
-MCSO was advised
that Umatilla County ar-
rested Tasha Leanne Bales,
23, on a Morrow County
warrant for failure to ap-
pear/Contempt of Court.
-A male in Boardman
advised that someone hit his
mailbox sometime that day
and left the scene. There
were parts of the suspect
-MCSO received a call
from Lakeview Heights in
Heppner regarding a male
subject who was throw-
ing chairs and disrupting
functions. The caller ad-
vised the resident was cur-
rently calmed down but
they would like a deputy to
respond. MCSO arrested
Robert Lloyd Hubbard, 32,
on a charge of disorderly
conduct II.
-Deschutes County
Sheriff’s Office advised
MCSO that they arrested
Marco Antonio Lopez Aya-
la, 36, on a Morrow County
warrant.
December 23: -Irrigon
Justice Court reported to
Morrow County Sheriff’s
Office that a male subject
went into the court and
reported that he needed
to speak with Community
Counseling Solutions. He
was feeling as if he may
hurt himself or someone
else.
-A male in Heppner
advised someone stole his
Christmas decorations out
of his storage shed.
-A deputy advised sub-
jects were parking on the
sidewalk at a Heppner lo-
cation.
-A male in Heppner
reported that four children
had been outside at a loca-
tion for 45 minutes and he
had not seen any adults in
the area.
-A male in Heppner
advised that his neighbor
threatened him and he
would like it to be noted.
The caller had called in a
juvenile complaint earlier
and his neighbor was upset
about it and threatening
him.
-MCSO was advised
that The Dalles PD arrested
Robert L. Lauritsen, 44, on
an Irrigon Justice Court
warrant for Failure to Pay
Fine on Driving While Sus-
pended.
December 24: -Herm-
iston PD advised Morrow
County Sheriff ’s Office
that they arrested Israel
Cuahua Garcia, aka Israel
Garcia Cuahua, 21, on an
Irrigon Justice Court war-
rant for failure to appear on
Forgery II.
-A man in Irrigon re-
quested an officer to escort
him to a home in Irrigon
to deliver medicine. He
believed there might be
trouble when he delivered
it.
-MCSO was advised
of a single-vehicle accident
on Hwy. 74, Heppner. The
caller reported a young
male driver, no injuries,
but the vehicle was on the
embankment and might
need a tow.
-Someone in Boardman
advised MCSO that a new
neighbor’s goats had been
coming on his property and
had started going up on his
deck and damaging it.
December 25: -A fe-
male advised MCSO of a
distraught female in a small
blue sedan with frozen win-
dows who needed a jump
start at the Boardman I-84
rest area eastbound.
-A male in Irrigon ad-
vise MCSO that a piece
of luggage fell out of his
pickup somewhere between
Irrigon and the Pasco air-
port. It was a “very large”
hard silver suitcase.
December 26: -A
caller in Heppner advised
Morrow County Sheriff’s
Office that the door to the
snack shack at the football
field in Heppner had been
kicked in. the caller did
not see anything missing
and would be temporarily
securing the door until a
deputy could take a report.
-MCSO received report
of an apartment in Heppner
that was flooding and need-
ed to have the water turned
off. The call was referred to
another agency.
-MCSO was advised
of the theft of gas from a
garage in Heppner. The
caller advised it had hap-
pened often.
-MCSO made contact
with a vehicle on Hwy. 74,
Heppner that had been in
the ditch a few times, fail-
ing to maintain lane and
speed. A verbal warning
was issued for failure to
maintain lane; DUII was
negative.
-A woman in Heppner
reported to MCSO that
she was concerned for her
son and that she had lost
contact with him approxi-
mately two hours before.
She believed him to be in
an unknown vehicle with a
male and female.
-Emergency respond-
ers received report that the
school building in Lex-
ington was on fire. Fire
department responded and
advised it was only a slash
pile behind the school and
was semi-controlled.
December 27: -A male
in Irrigon advised Morrow
County Sheriff’s office that
the neighbor behind him
had stolen his phone.
December 28: -A male
in Irrigon called 911 to
report a stolen bicycle but
was unable to give his ad-
dress or space number. He
just stated that the officers
knew where he lived. An
officer responded and took
a report.
December 29: -A call-
er informed MCSO that
they were told the UPS
truck had slid off the side
of the road on Hwy 74 by
Bunker Hill Rd. further de-
tails were unknown. MCSO
was unable to locate.
-A female in Heppner
advised MCSO that a male
was seen leaving an empty
residence out the back; the
previous tenants stated they
had finished moving out
and no one should be there.
