MORROW
COUNTY PLANNING
COMMISSION will hold
a meeting on Tuesday, July
28, 2015, at 6:00 p.m at the
at the Heppner City Hall in
Heppner, Oregon.
Starting at 6:00 p.m. the
Planning Commission
will discuss the Economic
Element of the Morrow
County Comprehensive
Plan with invited guest
speakers from the energy
sector, exploring energy
activities and their impact
on the local economy.
The Planning Commission
will also consider Article
7 of the Morrow County
Zoning Ordinance which
relates to Variances; the
Comprehensive Plan
Natural Hazards Element;
the Comprehensive Plan
Introduction; and a potential
LUBGWMA Overlay Zone.

November 7 (cont.):
-MCSO received report
from a subject on Rhea
Creek Rd., Ione, that some-
one vandalized his pickup
while it was at his girl-
friend’s place.
-MCSO received report
of a theft of packages on
Willow Creek Rd., Hep-
pner. The caller said the
Post Office showed them
as being delivered, but they
never received them.
-MCSO received re-
quest from a subject on
Wagon Wheel Loop, Irri-
gon, for deputy contact con-
cerning a possible phone
scam. A deputy contacted
the subject and advised that
it was likely a scam, but,
if not, the company would
need to go through proper
legal channels.
-MCSO received port
of five or six horses on
Hwy. 74, Ione, that had no
water and were thirsty. The
call was unfounded.
-MCSO received report
of a fight in progress on
N.W. Jones St. in Heppner.
-MCSO received report
of a vehicle that entered
the east bound lane driving
west on I-84 Boardman.
MCSO and Boardman Po-
lice Department responded,
but were unable to locate
the vehicle. Oregon State
Police was advised.
-MCSO received report
of a green Ford Ranger with
Idaho plates swerving all
over the road and not main-
taining speed, possibly an
intoxicated driver. MCSO
responded.
-MCSO arrested Tony
Cecil Wells, 50, for DUII.
He was cited and released.
November 8: Morrow
County Sheriff’s Office re-
ceived report of a dead deer
on Hwy. 74, Ione. Oregon
Department of Transporta-
tion was advised.
-MCSO received report
of suspicious activity con-
cerning the caller’s wife.
He said she was taken from
a party in Boardman and
was now in Ione near some
trails. He called back to
advise that his wife called
and she was fine.
-MCSO received con-
tact from a subject who
wanted deputy contact to
find out if he had a warrant
on him.
-MCSO received report
from a male subject on I-84
Boardman who said that
a younger white female
driver, talking on her cell
phone, was speeding and
tailgating him and flipped
him off. A deputy located
the vehicle, but the driver
was not exhibiting any
poor driving habits and the
reporter did not want to sign
a citation.
-MCSO received report
of a case of self-neglect
at the St. Patrick’s Senior
Center in Heppner. The
caller advised that Adult
Protective Services should
be contacted regarding a
female who had been in
the hospital and was being
released.
-MCSO received report
of the location of a wanted
person at the Oregon Trail
RV Park in Irrigon. MCSO
arrested Jessica May Ab-
bott, 28, on a Umatilla
County Circuit Court war-
rant for Failure to Appear/
Escape III. She was lodged
at Umatilla County Jail with
$20,000 bail.
-MCSO received three
911 calls from an Irrigon
address. A four-year-old
male advised he was in
Pendleton and needed the
fire department at his dad’s
farm. A deputy responded
and contacted the child’s
father who said the children
were playing with what
they thought was a deacti-
vated cell phone.
-MCSO received report
of a dog outside continu-
ously barking at an Irrigon
address. MCSO cited Ben-
jamin Coria Bustos, 40, for
two counts of Maintaining
a Dog as a Public Nuisance.
-MCSO received report
from a Boardman subject
that a female came on his
property to feed horses, hit
his dog with a vehicle and
then left. MCSO responded,
but there was no crime.
-MCSO received report
from an Irrigon woman
that she has a pair of scis-
sors that was taken from a
juvenile who was trying to
harm herself.
-MCSO, Heppner Fire
Department, Ione Ambu-
lance, Ione Fire Department
and Lexington Fire Depart-
ment responded to a report
of a motor vehicle accident
on Hwy. 74, Lexington.
- B o a r d m a n A m b u-
lance, Irrigon Ambulance
received request for an
ambulance for an 81-year-
old female who was dizzy
and blacking out. Irrigon
Ambulance responded and
the patient was transported
to Good Shepherd Hospital
in Hermiston. Boardman
Ambulance was canceled
en route.
-Boardman Ambulance
received report of a 70-year-
old man unconscious, but
breathing. Boardman Police
Department, Boardman
Ambulance responded and
the patient was transported.
November 9: -Morrow
County Sheriff ’s Office
received report of a game
violation. The caller said
they accidentally shot a cow
elk. Oregon State Police
was advised.
-MCSO Deputy as-
sisted Hermiston Police
Department in attempting
to locate a subject.
-MCSO received report
that a male subject in front
of the school in Boardman
just took some beer from
the Boardman Chevron
Station. Boardman Police
Department cited Hamadi
Haji, 18, for Theft III and
Minor in Possession.
-MCSO received report
of a possible DUII with a
driver of a vehicle that had
been all over the roadway.
MCSO arrested Randy An-
derson Piper, 44, for DUII.
-MCSO, Boardman Po-
lice Department received
request from Boardman
Chevron to trespass a sub-
ject from the property.
-MCSO received report
of harassment at Sub Zero
Motel, Irrigon. The caller
said a female approached a
tenant, jumped on them and
then left in a silver Dodge.
MCSO arrested Joseph
Arthur Manning, 28, for
Driving While Suspend-
ed/misdemeanor. He was
lodged at Umatilla County
Jail with $6,000 bail.
