Ione 4-H gears up for B2H comments

Vale, Ore.—The Bu-
reau of Land Manage-
ment’s (BLM) Vale District
has posted the comments
received from the Draft
Environmental Impact
Statement (DEIS) on the
Boardman to Hemingway
Transmission Line Project.
The Idaho Power Com-
pany proposes the con-
struction of the Boardman
to Hemingway Project a
500 kilovolt, single-circuit
electric transmission line
from a proposed substa-
tion near Boardman to the
Hemingway Substation
near Melba, ID, a distance
of approximately 305 miles.
The transmission line,
as proposed, would provide
supplemental capacity for
energy exchange between
the Intermountain West
and the Pacific Northwest.
The line is also touted as
providing improved service
load, increased reliability
and additional capacity to
interconnect resources in
order to distribute power
load dependent upon re-
gional needs.
The specifics of the
proposed transmission line

The DEIS was made
available for public com-
ment in December, 2014.
Following a 90 day
comment period, the com-
ments were collected and
are now available at http://
www.boardmantoheming-
way.com/deiscomments.
aspx. In all, 380 comments
were received.
The BLM is analyz-
ing the comments and will
use them to formulate the
Final Environmental Im-
pact Statement (FEIS). The
remaining schedule for
the FEIS will be released
following comprehensive
review of all submitted
comments.

September 30: -Mor-
row County Sheriff’s Office
received report from the
Heppner motel that a large
German shepherd was run-
ning around the motel and
almost got hit twice. They
knew who it belonged to,
but couldn’t get ahold of
him.
-MCSO Deputy re-
ported a St. Bernard and a
Chihuahua running around
A.C. Houghton Elementary
School in Irrigon.
-MCSO received report
from a subject on Kunze
Lane in Boardman that his
neighbor’s German Shep-
herds are always out. They
reported that the German
Shepherds got a hold of
their dog through the fence
and “tore him up.” They
said they just got their dog
back from the vet and want-
ed a deputy to respond.
-MCSO received report
from an Irrigon woman that
two wiener dogs showed up
at her place. She put them
in a kennel, but wanted a
deputy to take them to Pet
Rescue.
-MCSO received re-
quest for an incident num-
ber for cats that had been
caught at Boardman Foods
and will be taken to Pet
Rescue.
-MCSO received re-
port that Robert Miguel
Aguilera, 32, was picked
up by Stanfield Police De-
partment and lodged at
Umatilla County Jail for
Parole Violation/Possession
of Methamphetamine with
no bail.
-MCSO received report
from a Heppner subject that
there was a dead deer at
Hager Park near his prop-
erty.
-MCSO received report
from a Heppner woman
that she heard some noise
outside her kitchen window
and her dogs were barking.
She requested that a deputy
check the area. MCSO was
unable to locate anyone.
-MCSO received report
of a dog bite from Pioneer
Memorial Hospital in Hep-
pner.
-MCSO received report
from an Irrigon subject that
a 29-year-old female was
having suicidal thoughts.
A deputy made contact and
advised Community Coun-
seling Solutions.
-MCSO received report
of two cows out on I-84,
Boardman.
October 1: Morrow
County Sheriff ’s Office
received report of two cows
out at Boardman rest area
westbound.
Boardman Road Dept
advised a driver drove
through their flagger sta-
tions and around their
equipment.
MCSO arrested Del-
lyne Beth Crum (Trumbull)
on an IJC warrant for Fail-
ure to Pay Fines.
MCSO received a re-
port from Irrigon High
School of students parking
the wrong way and practic-
ing bad driving habits.
MCSO received a re-
port of an elderly male who
walks his dog and does not
clean up after his dog goes
to the bathroom.
MCSO received a re-
port from a woman that
she had ben scammed for
$5000.
MCSO was advised of
two black cars, one Honda
Civic, one Subaru, drag
racing on the freeway near
Boardman.
MSCO received a re-
port of equipment stolen
from a truck at Boardman
Rest Area westbound.
MCSO was advised
that some needed to be
trespassed from a residence
on Buttermilk Canyon Rd,
Heppner.
MCSO received a re-
port of a young girl sitting
on the bench outside of
Bucknum’s Tavern. She had
seen her there three times
already that week, sitting by
herself. The child looked 7
or 8 years old.
October 2: -Morrow
County Sheriff ’s Office
was advised that a Chevy
Equinox with no plate went
speeding by on Butter Creek
Road/Hwy. 207-Echo.
-A caller in Ione re-
quested contact regarding
his ex-wife and children.
-A woman in Heppner
advised MCSO that her
husband had been drinking
and was abusive. MCSO
responded.
-MCSO took juveniles
into custody behind the
Irrigon Learning Center
on charges of Criminal
Trespass II and Possession
of a Controlled Substance –
Marijuana. Juveniles were
lodged at NORCOR.
-A woman in Heppner
reported that her daughter
woke her up screaming and
yelling; she got into a fight
with her boyfriend. Caller
was worried for her daugh-
ter’s safety, worried she
would harm herself. Deputy
responded and Commu-
nity Counseling Solutions
needs to be contacted in the
morning. The female had
calmed down and advised
she would take to a CCS
worker in the morning.
-MCSO was advised
that Gresham Police Dept.
had arrested Tomas Luna
Lopez, 23, on a Morrow
County Warrant for Failure
to Appear on charges of
Driving While Suspended
– Misdemeanor.
October 3: Morrow
County Sheriff ’s Office
received report of a juve-
nile complaint in Heppner
with a daughter waking her
mother up screaming and
yelling, saying she got into
a fight with her boyfriend.
The mother said she was
worried for her daughter’s
safety and was worried she
would harm herself. A dep-
uty responded and advised
that Community Counsel-
ing Solutions was to be
contacted in the morning.
The daughter had calmed
down and said she would
talk to a CCS worker in the
morning, but did not want
to that evening.
-MCSO received re-
port that Gresham Police
Department arrested Tomas
Luna Lopez, 23, on a Mor-
row County warrant for
Failure to Appear/Driving
While Suspended misde-
meanor. He was lodged at
Multnomah County Deten-
tion Center with $1,166.50
bail in full.
-MCSO received re-
port of a passenger headed
toward Heppner and just
passing the OHV park pos-
sibly having a heart attack.
The cell call was very bro-
ken and connection was
lost.
-MCSO received report
of a brown horse wandering
around behind A.C. Hough-
ton Elementary School in
Irrigon. The caller was
concerned because the
horse had a saddle on and a
cell phone attached, but no
rider. The rider was located
and was ok and reunited
with the horse.
-MCSO received report
of trash dumped around
Pettys Canyon Lane. The
trash appeared to be debris
from a remodel as well as
items from a dairy.
-MCSO received report
of yelling and children cry-
ing on Division St. in Irri-
gon. A deputy made contact
and a female advised of a
verbal disagreement be-
tween her and the children’s
father.
-MCSO received report
from a subject on Shobe
Canyon who said she had
been received calls from
someone who said they
were from the Internal Af-
fairs branch of the U.S.
Treasury and that the wom-
an had a federal warrant out
for her arrest due to lack of
action. A deputy made con-
tact ad advised to contact
the FTC.
-MCSO received report
that Umatilla County Jail
had arrested Ryan Duwayne
Payne, 35, on a Morrow
County Circuit Court war-
rant for Rape I. he was
lodged at Umatilla County
Jail with no bail.
-MCSO received report
of a possible drunk person
at a football game in Hep-
pner.
-MCSO received re-
port of a one-vehicle mo-
tor vehicle accident about
a half mile east of Kelly
Prairie. The subject had un-
known injuries, with a pos-
sible head wound. MCSO,
Heppner Ambulance and
Heppner Fire Department
responded. MCSO cited
Kevin Ryan Marshall, 42,
for Careless Driving with
an Accident/Injury.
October 5: -MCSO
received report of a male
who left Lakeview Heights
in Heppner; a description
of clothing was given but
direction of travel was un-
certain. MCSO arrested
Arthur henry Chavanne, 52,
for Disorderly Conduct II.
-A man outside of Ione
reported that a male had
given permission for hunt-
ers to hunt on property he
did not own. Caller called
back and advised that the
landowner would be speak-
ing with the male subject
and they would be handling
the complaint among them-
selves.
-A caller in Irrigon re-
ported he was walking and
a brown and white pit bull
tried to attack his dog. The
caller requested that the
dog’s owner be spoken
with. A deputy responded
and spoke with a possible
owner; there were several
dogs matching that descrip-
tion in the neighborhood.
-MCSO received report
of possible missing per-
sons; a female reported that
her parents went hunting
yesterday and were sup-
posed to return the previ-
ous night but had not. She
advised they were hunting
somewhere in the Heppner
Unit but she was unsure
where.
-MCSO was advised
that a man and his hunting
partners located a four-
wheeler that was upside
down off a bank. The caller
advised the key was in it
and no one was around.
Due to call volume and the
possibility that the location
was in Grant County, the
call was referred to Oregon
State Police.
-MCSO was advised
that Harney County arrest-
ed Diana Flores, 53, on a
Morrow County warrant for
Failure to Appear on Failure
to Appear. The subject was
cited and released to appear
at Irrigon Justice Court.

Morter takes second at
FFA districts
Ione FFA chapter member Austin Morter took second place
in the wood-working contest at the district FFA shop skills
contest last week at BMCC. Ione took 11 members to compete
in the areas of arc, plasma and o2 welding, as well as wood-
working, electricity, PVC/copper pipe soldering and tractor

ODFW to hold public
meeting
The Oregon Department of Fish and Wildlife would
like to invite all interested people to attend a public meet-
ing on Wednesday, May 6, from 6-9 p.m. at the ODFW
office in Heppner. The ODFW office is located in the old
Kinzua mill office at 54173 Hwy. 74 in Heppner. They
will be discussing the proposed tag numbers for the 2015
big game seasons as well as proposed new hunts for 2016.
ODOT Eastern Oregon
construction update
LA GRANDE, Ore.—
Travelers can expect to
see orange traffic cones
and construction workers
throughout eastern Oregon
as about 30 Oregon De-
partment of Transportation
(ODOT) projects get under-
way for the summer.
A half-dozen road and
bridge projects have al-
ready begun or will begin
this month.
Locally, a pavement
chip seal is planned on
OR 207 (Lexington - Echo
Highway) between Kilken-
ny Road and the Morrow
County line.
Lane closures, reduced
speeds, day/nighttime flag-
gers, pilot cars, loose rock
on the roadway and delays
up to 20 minutes can be
expected as part of this
process. Work is expected
to start early June and take
about a week with comple-
tion by July, 2015.
Also, work will con-
tinue on OR 207 (Hermis-
ton Highway) as workers
replace Hinkle Bridge one
mile north of I-84 Exit 182.
Expect occasional flag-
gers, lane restrictions and
minor delays.
Work on this multi-year
project is ongoing with
expected completion in
November.
