Heppner man among first to win silver bullion
Heppner FBLA students competed at regionals in La Grande last Thursday for the opportu-
nity to compete at the state level. Those qualifying for state were (pictured except for Patrick

during the Old Time Fiddlers show at the fairgrounds annex on Saturday, March 14, during

Morrow County Dis-
trict Attorney Justin Nelson
has released the following
report:
-Shawn Michael Chan-
dler, 36, was convicted of
one count of Possession of
Methamphetamine, a Class
C felony, and sentenced to
six months driver’s license
suspension and 18 months
supervised probation, sub-
ject 90 sanction units with
30 jail units. Conditions
of probation include sub-
stance abuse evaluation,
mental health evaluation,
risk and needs assessment,
Social Re-Education/Life
Skill training program and
80 hours of community
service. Fines, fees and as-
sessments totaled $500.
-In addition, Shawn
Michael Chandler, 36, was
convicted of one count
of Possession of Meth-
amphetamine, a Class C
felony, and sentenced to
six months driver’s license
suspension and 18 months
supervised probation, sub-
ject 90 sanction units with
30 jail units. Conditions of
probation are same as on
previous count (Possession
of Methamphetamine). The
defendant was also con-
victed of one count of Giv-
ing False Information to a
Police Officer for Issuance
or Service of a Citation, or
for an Arrest on a Warrant,
a Class A Misdemeanor,
and sentenced to discharge.
Additional counts were dis-
posed without conviction.
Fines, fees and assessments
totaled $600.
-Steven Royal Nettles,
53, was convicted of Driv-
ing Under the Influence
of Intoxicants (DUII), a
Class C Felony. The de-
fendant’s driver’s license
was revoked for life and
the defendant sentenced
to 24 months supervised
probation, subject to 120
sanction units with 60 jail
units. Conditions of pro-
bation include substance
abuse evaluation, mental
health evaluation, risk and
needs assessment, Social
Re-education/Life Skills
Training Program, alcohol
evaluation, take Antabuse
if medically able, attend a
Victim’s Impact Panel, and
15 sanction units to be used
for 240 hours of community
service. The defendant was
also sentenced to 90 days
jail time with credit for
time served. An additional
count of Reckless Driv-
ing was disposed without
conviction. Fines, fees and
assessments totaled $2,250.
-In addition, Steven
Royal Nettles, 53, was con-
victed of Failure to Appear
I, a Class C Felony, and
was sentenced to discharge.
Fines, fees and assessments
totaled $200.

MCSO received report of a
disturbance on Paul Smith
Rd. in Boardman. The caller
said he had a roommate who
was acting crazy. He said
there were no weapons and
the subject was not intoxi-
cated.
-MCSO received report
from a Heppner woman that
she had been assaulted by a
male the previous night and
believed her arm may have
been broken. She wanted to
report the assault and met a
deputy at the hospital when
she got there.
-MCSO received report
of shots fired at the Umatilla
National Wildlife Refuge in
Irrigon. The caller said two
mail subjects were shooting
guns in the area. The call was
referred to the Oregon State
Police.
-MCSO received report
from an Irrigon woman that
she and a male were having
a dispute. MCSO responded
and determined that it was
a verbal dispute only. The
male was trespassed from the
residence.
-MCSO received report
from a Heppner man that his
neighbors attacked his dog.
-MCSO received report
from Morrow County Health
District that a subject had
taken 19 pain meds.
-MCSO received report
from a Pendleton phone
number that an elderly male
with a walker fell and then
got up. The call was referred
to another agency.

from a woman in Irrigon that
people were shooting behind
her residence.

to call Community Counsel-
ing Solutions and contact
Good Shepherd Hospital
emergency room.
-MCSO received report
of a motor vehicle accident
in Plymouth. The call was
referred to another agency.

quest for additional patrol
on Charity Loop in Irrigon.
The caller said that there
was only one house on the
road and there were people
driving up and down the road
and walking there that night.
She said she didn’t feel like
people should be on the road
so much.

of a man sitting off the side of
the road on I-84, Hermiston,
dangerously near traffic. The
call was referred to another
agency.
-MCSO received a call
concerning a male in a green
hoodie sitting on the fog line
with his back to traffic on
Hwy. 730, Irrigon.
-MCSO received a
call about a man in a green
hoodie on I-84, Boardman.
Oregon State Police advised
they would be doing a call
out for this.
September 5: -Morrow
County Sheriff’s Office re-
ceived report of someone rid-
ing a four-wheeler by storage
sheds on Washington Ave.
and Second St. in Irrigon.
-MCSO received report
of a Dodge bed liner left out
on Paterson Ferry in Irrigon.
The caller wasn’t sure if
someone lost it or intention-
ally left it there.
-MCSO Deputy advised
of a vehicle having some
engine problems. He said he
was going to follow it.
-MCSO received report
of a motor vehicle accident
on Desert Rd. and Frontage
east of the county line. The
caller said the vehicle had
rolled, but was on all fours.
They said it looked like
there were other tracks and
someone may have picked
someone up.
-MCSO received report
of two cows north of the rail-
road tracks near Tower Rd.
The undersheriff responded
and checked it out, but the
cows were all on the correct
side of the fence.
-MCSO received re-
port that the Department of
Corrections arrested Joseph
Arthur Manning, 28, on a
Morrow County warrant. The
subject was in DOC custody.
-MCSO received report
of suspicious activity on
I-84, Boardman. The MCSO
Undersheriff made contact
and determined that the sub-
ject was using binoculars to
watch his family members
fish.
-MCSO received report
from the Morrow County
OHV Park on Forest Service
Rd. that the caller believed
he found where someone
had poached an animal in
the park.
-MCSO received report
from an adult foster home
in Irrigon that they had re-
ceived a phone scam where
the scammer said they were
going to give someone a
loan under the caller’s name
unless the caller paid a fee.
The caller requested phone
contact.
-MCSO received report
of a semi with a flatbed
speeding 80-90 miles on
I-84 East, Boardman. MCSO
located the vehicle and fol-
lowed it, but didn’t find any
driving issues.
-MCSO received re-
quest for assistance in getting
property back from a resi-
dence where a female lives
whom he can’t have contact
with. A deputy advised him
that he would need to go
through the court system for
a civil standby.
-MCSO received report
of two vehicles parked at the
Irrigon fish hatchery.
-MCSO received report
of people who moved out of
a double-wide in Boardman
and left their dog named
Sandi with no food or water.
A deputy spoke with the
property owner who said the
property is vacant but she
had been feeding and water-
ing the dog and was looking
for a home for it. She said she
would call back if she wanted
the dog to be picked up.
-MCSO cited Marion
Taylor III, 55, for Driving
While Suspended-violation.
-MCSO received report
of three black bulls on the
north side of the tracks near
I-84 and Tower Rd. MCSO
responded but was unable to
locate any bulls.
-MCSO received re-
port of a U-HHHHaul truck
weaving in and out of traffic
and traveling at excessive
speeds. Oregon State Police
was advised.
-MCSO responded to
two calls of residential bur-
glar alarms. Both residences
were secure.
-MCSO received report
from an Irrigon man that his
red wood splitter and a split-
ting maul were taken. MCSO
responded.
-MCSO received report
of a silver Jeep Cherokee
driving fast through the area
of Utah in Irrigon. The vehi-
cle parked at the high school.
MCSO made contact with all
parties.
-MCSO received report
of a white Lincoln speeding
on Utah in Irrigon. MCSO
made contact with all parties.
-MCSO received report
from Oregon State Police of
a brown passenger car speed-
ing, going approximately
90 mph on I-84 Boardman.
MCSO was unable to locate
the vehicle.
-MCSO received report
of a loud party on Division
in Irrigon. MCSO responded
and the parties advised they
would keep the music down.
-MCSO received report
that The Dalles Police De-
partment arrested Marcus
Eric Jim, 53, on a warrant for
failure to pay fine on a DUII.
He was lodged at NORCOR.
-MCSO received re-
port of suspicious activ-
ity on Main St. in Heppner.
The caller said she believed
someone was just in her
house and then left. MCSO
responded.
-MCSO received report
of a van in a driveway on
Hwy. 730 all day. MCSO
responded.
-MCSO received report
from a woman on I-84 that
she and her husband were
broken down on the side
of the interstate. MCSO
responded and changed a
flat tire.
-MCSO received report
of a possible head-on col-
lision on I-84 Echo. The
call was referred to another
agency.
-MCSO received report
of two elderly people hit from
behind. Oregon State Police,
MCSO, Boardman Police
Department, Boardman Fire
Department and Boardman
Ambulance responded. The
patients were transported to
Good Shepherd Hospital.
-MCSO Deputy advised
he was patrolling various
locations in Heppner.
