DATED this 4th day of February, 2015 MORROW COUNTY P L A N N I N G DEPARTMENT Published: February 04, 2015 Affidavit Justice Court Report Morrow County Justice of the Peace Ann Spicer has released the following Justice Court report: -Kenneth Marion Stookey, 51, of Heppner pled guilty to Harrassment – Enhanced, a Class A Mis- demeanor. He was fined $2,500, with $1,750 of that amount suspended, and sentenced to 180 days jail time, with 175 days of the sentence suspended. In addition, Stookey was sentenced to two years bench probation, 80 hours of community service to occur two days a week with the balance of the fine also paid by com- munity service, continua- tion of mental health treat- ment two days per week, Alcoholics Anonymous attendance two days per week, no alcohol, a letter of apology to the victim, and no contact with the victim. Sheriff’s Report August 30 (cont.): -MCSO was advised of an individual causing a fight at Bucknum’s in Heppner. -A woman in Hep- pner reported that she was renting a room from a female subject in Hep- pner and that when she went home the locks were changed and her stuff was bagged up. The female subject advised her she would not be get- ting her belongings back. Caller requested a phone call to advise her of her options. A deputy made contact with the caller and advised her of her options and that this was a civil matter. September 1: -A male in Irrigon advised Morrow County Sheriff’s Office that a female subject took his phone. A deputy responded. Female advised she was just charging the phone for the male. Phone was returned to the owner. -MCSO received report of a gray semi on I-84 that had silage debris blowing out of it. Caller could not give a license plate or other description. Oregon State Police was advised. -An MCSO officer initiated contact with a Lexington-area resident concerning dogs that were on the highway. The dogs were returned to the own- er’s property. -A woman reported to MCSO that her juvenile daughter was at the Board- man rest area eastbound on I-84 and was acting strange- ly. The daughter kept hang- ing up on the mother and talking about devils and demons. The mother re- quested that a deputy check on the juvenile. MCSO and BPD responded. The juvenile was transported to Good Shepherd Hospital for evaluation. -MCSO received report that a computer was stolen from the scale house in Ione. The caller said it oc- curred sometime between Saturday and Monday; the subject had been at the scale house the day before, but didn’t notice that the door had been kicked in. The subject noticed it in the morning while going to work. MCSO responded. -MCSO was advised of a fire at the Boardman rest area eastbound on I-84. The caller reported trees on fire at the location. The trees ap- peared to be almost out, and there was a tractor in the area. A deputy advised of a controlled burn of a stump in that area. Boardman fire was also advised. -An ambulance was requested in the Heppner area. The caller requested an ambulance for a 64-year- old female who was con- scious and breathing but having a very hard time breathing. An EMT was on the scene with the caller. Heppner Ambulance and MCSO responded. There was no transport. -MCSO received a theft complaint from the Shell station in Heppner; juve- niles were caught stealing candy from the service sta- tion. MCSO responded. The deputy released the children to their grandfather and ad- vised they are not allowed in the Shell station without parental supervision per the store manager. -Transport was re- quested for an 84-year-old female in Ione who had a knee injury and couldn’t get out of her chair. No fall, just severe pain. Female was transported to Pioneer Memorial Hospital. -A caller advised MCSO of a calf walking around Heppner on top of the hill on Center Street. MCSO responded. The cow ran out of town and was no longer a hazard. The owner was identified. Several sub- jects were looking for the cow. -A man in Irrigon ad- vised MCSO that he owned a 2000 Chevy Cavalier that he was letting his father drive. He stated his father was in jail and he had seen the car driving around the area and would like to re- port the vehicle stolen. -A caller advised of two white males and a dog that ran out of gas about half a mile down the road from Meenderinck Dairy in Hermiston. The caller advised they were driving an older model green Jeep and stated that they seemed to be intoxicated in some way and was worried that they were going to try to get back in the dairy. One of the subjects advised they lost $20 inside the dairy. Caller requested deputy response. MCSO responded and was unable to locate. September 2: -Morrow County Sheriff ’s Office received report of tagging on the gym of a school in Irrigon. -MCSO received report from a subject who said he came upon a red vehicle with the front bashed in at the mill zone on Hwy. 74, Heppner. -MCSO received re- port of a calf on property on Balm Fork in Heppner. The caller fenced the calf in until the owner could be located. -MCSO received report from an Irrigon woman that she had mail stolen while she was out of town. -MCSO received report from an Irrigon man that he had ten sheep in his back yard the previous night and the next morning one was gone. He said it was the most friendly one. -MCSO received report of a vehicle striking the Ir- rigon Post Office building. MCSO, Irrigon Fire De- partment and Irrigon Am- bulance responded, but the subject refused transport. -MCSO received report from a Lexington woman that her daughter’s father had her for a visitation and was supposed to have brought her back by Mon- day at 8 p.m., but he hadn’t brought her back by mid- night. She said she had full custody and requested information as to how she could get her daughter back. The incident was under investigation. -MCSO received report of unauthorized use of a motor vehicle. The vehicle was taken while the owner was at a restaurant. She said she had more than $10,000 in the car. The vehicle was later located and the owner realized she had parked the vehicle at a different location and walked to the restaurant. The money was still in the car. -MCSO received report from the city of Irrigon that a phone box was marked with graffiti. -MCSO received report from a code officer in Irri- gon that an RV was hooked up to power and sewer. The matter was under investiga- tion. -MCSO received report from an Irrigon woman that while she was gone, some- one broke into her resident. She said the only things missing were a credit card and her deceased husband’s wallet. -MCSO received report of a semi truck pulling a trailer carrying wood chips that were going all over the freeway on I-84 Boardman. -MCSO reported a Fed- ex truck blocking the road- way in Heppner. -MCSO received re- port of a large grass fire in Lexington with structures threatened. Ione Fire De- partment, Heppner Fire Department, Lexington Fire Department, Station 7, Boardman Fire Depart- ment, Irrigon Fire Depart- ment, MCSO, Heppner Ambulance and ODOT responded. -MCSO received report of a black Mazda with silver graphics going down Utah in Irrigon at a high rate of speed. MCSO was unable to locate the vehicle. -MCSO received re- port from a woman in Irri- gon that she was receiving threatening phone calls from a male who threatened to rape and kill her children while she was tied down watching. The suspect be- lieved that the woman had stolen his identity and was using his Amazon account. He told her that he knew where she lived and she had better sleep with one eye open. The incidents were under investigation. -MCSO received report from an Irrigon woman that her five-year-old daughter was missing. The child was located by her parents. She had followed another child home. -MCSO received report from a Boardman man who said he had been having trouble with his neighbor who blocked the road while he was trying to go to work. -MCSO received report of a red Toyota Tacoma driving around in Heppner shooting at random into trees. The caller said he almost got shot that day because of it. -MCSO received report from a male in Heppner that women at a location were talking about him.
