Summary:
This measure authorizes
the District to issue general
obligation bonds to finance
capital costs to position the
District to respond to the
demands o f its growing
community. The projects
proposed are:

To purchase land
and construct and equip a
new hre station and training
facility. This station will
include housing for 24-hour
hrehghter staff, emergency
medical technician (EMT)
staff, and students enrolled
in the Educational Sleeper
P ro g ra m w ho w o u ld
supplement volunteers to
reduce response times and
increase staffing resources
available.
•
Pay bond issuance
costs.
The bonds would mature
in 31 years or less from the
date of issuance and may
be issued in more than one
series. Current estimates
indicate a cost o f about
47 cents per thousand,
or $47 a year on a home
valued at $ 100,000.00. The
estimated tax cost for this
measure is an ESTIMATE
ONLY, based on the best
information available from
the county assesso r at
the time o f the estimate.
Results may differ based
on actual rates incurred and
growth in assessed value.

work for 2014 startin g
August 25th and ending
sometime in November,

on the 3-2 circuit which
includes Hinton Creek,
Little Butter Creek, Big
Butter C reek, l tpper Willow
Creek, Blake’s Ranch and
Balm Fork. National Wood
Treating Company has been
contracted to perform this
work for CBEC. The pole
checking will be conducted
w ith a pick-up and ATV and
all NWT vehicles will be
marked w ith CBEC signage.
The annual pole checking
process is necessary to stay
in compliance with Oregon
Public Utility Commission
and National Electric Safety

from an Irrigon woman
o f a charge on her bank
account that she did not
authorize. She requested
phone contact or a meeting
at the Irrigon Annex. It was
determined that the bank
had stopped payment.
-MCSO cited Thomas
A llen G onty, 69, for
Obstruction of Windows.
-M C S O D e p u ty
advised he was out with a
cow at large. He contacted
the cow’s owners who said
they would come home and
deal with it.
-MCSO received report
o f a panic alarm in lone.
A subject at the company
advised that there was no
emergency.
-M C S O r e c e iv e d
request for a welfare check
on a female patient. The
subject was home and well.
-MCSO received report
o f a male at the Irrigon
Shell parking lot possibly
in to x ic a te d . A M CSO
Deputy and Oregon State
Police were advised.
-MCSO received report
of suspicious circumstances
from an Irrigon man who
said he had not had contact
w ith his d a u g h te r for
several days and he was at
her house, but people there
said she was not at home.
He said that she had plans
to come home, but had not
shown up. He then reported
that his daughter showed up
while he was on the phone.
-MCSO received report
from an Irrigon woman that
the house next door was
vacant, but the back door
that is usually closed was
wide open. She said that a
male had come to her home
earlier and asked about the
house next door. She said
that a vehicle had also been
parked in front of her house
for four-five hours and she
wanted it removed. OSP
was advised and were to
respond.
-MCSO received report
of a vehicle running creating
a n o ise c o m p la in t on
Hwy. 730, Irrigon. MCSO
responded and determined
that someone had gotten the
individual out of his truck
and taken him into a trailer.
-MCSO received report
from a Heppner man than
his girlfriend was crying
and cutting her arms and
legs and he didn't know
why. Heppner Ambulance
and MCSO responded and

-Irrigon A m bulance

female had cut her arm
pretty bad and subjects
were applying pressure at
the Devin Oil station. They
advised her to sit down
and keep pressure on the
wound. MCSO and Irrigon
Ambulance responded. She
was transported to Good
Shepherd Hospital.

The caller said that the
residence should be vacant,
but there were two vehicles
there. A deputy responded
and said they would be
investigating ftirther.
-MCSO was advised
o f demolition at the Army
Depot that day.
-MCSO received report
o f work on a water line on
Water Street in Heppner
that day.

request from a crisis worker
who needed assistance in
going to a residence in
Irrigon.
-MCSO received report
o f a male subject with a
backpack walking down
the side of the road yelling
at cars as they drive by on
1-84 Boardm an. MCSO

Department responded.
-MCSO received report
of a dog hit on First St. in
Irrigon.

report that the wire from a
center pivot on Hwy. 730/
Paterson Ferry Rd., Irrigon,
was stolen, probably that
Sunday night.
-MCSO received report
of the theft of metal from
a location on Hwy. 74,
Heppner. The metal was
later found.

request for a welfare check
at an Irrigon address. The
caller said that a woman’s
husband said that his wife
was sending him pictures
o f her c u ttin g h e rs e lf
and he was concerned
about her. Com m unity

Ambulance responded but
the ambulance was refused.
-MCSO received call
from an Irrigon woman
who said that her horse
was reported as abused,
but it wasn’t true. She said
the horse was old and not
completely healthy and she
had a vet check the horse
who said the horse was fine.
She said she didn't want the
neighbors thinking she is
abusing the horse and left
her cell phone for contact.
-MCSO received report
of a missing juvenile from
Oregon. The caller said
the juvenile was working
under a false name for a
company out of Hermiston
and was hopping around
to different homes. The
caller also said that the van
that goes around to pick
up the workers was being
driven by the ju v en ile’s
mother who did not report
the juvenile as found and
took her to work under a
false name.
-MCSO received
request from a Heppner
subject who had questions
about moving out of her
mother’s house. The caller
said that she was 18, but
when she moved out of
the house and took her
belongings, her m other
said she was going to
press charges against her
boyfriend for trespass and
theft. MCSO attempted call
back, but no one answered
and there was no voice mail
set up.
-MCSO received report
from an Irrigon man who
said that when he motioned
for a white van with a silver
stripe “ flying down” the
road to slow down, the
driver flipped him off.
-MCSO received report
from an Irrigon man that he
was having issues with the
mother of a child who was
living with him. He said she
kept putting off a paternity
test. He requested phone
contact.
-MCSO received report
from a woman in Irrigon
that she had a cat in a trap.
-MCSO arrested
Sonny James Phipps, 27,
on a Parole and Probation
detention warrant. He was
lodged at Umatilla County
Jail with no bail.
-MCSO received
report that Blue Mountain
E nforcem ent N arcotics
Team (BENT) arrested
Chad William Wynn, 43, on
a Umatilla County warrant
for Failure to Appear/
Assault IV. He was lodged
at Umatilla County Jail.
-MCSO received report
from a subject on Cedar Rd.,
Irrigon, that the neighbors
keep driving across their
property really fast and
the caller was concerned
that someone was going to
hit her car of a child. She
requested contact at her
residence. A deputy made
contact and advised her of
her options.
-MCSO received report
from an Irrigon business
that someone stole a display
phone. She said they were
looking at the cameras.
-MCSO received report
from an Irrigon woman
that a male was refusing to
leave because he wanted
his property, but a female
advised that she wanted
her tires back. A deputy
responded.
-MCSO received report
of a female on the side of
the interstate on I-84/Tower
Rd. needing assistance
changing a tire.
-MCSO received report
o f a domestic assault in
Irrigon. A deputy responded
and the Department of
Human Services contacted.
-MCSO received report
from an Irrigon woman
that a male subject broke
into her house and stole
cigarettes and food.

circumstances on Main St.
in Heppner. A deputy was
advised and checked out
the area.
-MCSO Deputy
reported making contact
with a subject sleeping in
the back of a vehicle on
Hwy. 207, Lexington.
-MCSO cited Leobardo
Jacques Solis for Driving
While Suspended Violation,
Switched Plate and Driving
While Uninsured.
-MCSO received report
of subjects fighting on the
front porch of a Heppner
residence. It was verbal
only and the subjects were
separated with the male half
of the argument leaving the
area.
-MCSO received report
of suspicious circumstances
with a subject mixing
chemicals in Boardman.
A deputy and Community

-MCSO received report
from a school bus driver in
Lexington who said that
she had stopped to pick up
a student and had her red
lights flashing and side stop
sign out when a car came
barreling down the road
from behind and went right
past. She said that she put
out her hand for them to
stop and the car eventually
came to a stop right at the
stop sign by the driver’s
window. She said the parent
o f the children was also
present at the scene.
-MCSO Deputy advised
he was assisting Umatilla
County S heriff’s Office
with traffic control for a
grass fire until a Umatilla
unit could get on the scene.
-MCSO received report
of kids riding bikes out in
front of cars in Heppner. A
deputy checked the area and
could not locate any kids.
-MCSO received report
from a man in lone who said
he was requesting money
to be put into his account,
but was advised his phone
would only call 911 and
could not help him with his
money transfer.
