A new p a v ilio n for
p ic n ic k in g and o th er
a c tiv itie s will be built
on the C o lu m b ia River
near Boardman this year,
thanks to the efforts o f
the Morrow County Ford
L eadership Foundation.
The group’s last project
w as a sim ilar structure
built at the Morrow County
Fairgrounds in Fleppner.
Each year the group
picks a project to work
together on to make Morrow
C o u n ty c o m m u n itie s a
better place to live. The
pavilion will be built with
a c o n c re te flo o r and a
metal roof. It will have
picnic tables, easy access
to the riv e r, f lu s h a b le
toilets, shade structures,
paved parking and drive,
and drinking w ater and
electricity available. It will
be 24 by 48 feet and be built
at Marker 40 on the river
near Boardman.

is heading up this year's
project, and she attended
the Heppner Chamber of
C om m erce last week to
talk about it. She said the
group will begin purchasing
material for the pavilion
on April 1, construct the
facility on April 25 and 26

Two public hearings
have been scheduled to
c o n sid e r a p roposed
moratorium prohibiting any
person from “establishing,
operating or conducting
the business of a medical
m a r i j u a n a f a c i l i t y in
M orrow County or any
o f its incorporated Cities
and Tow n,” it has been
announced.
The first hearing will
be Tuesday, April 8, at
6:30 p.m. at the Heppner
City Hall, and the second
will be Thursday. April 10,
at 6:30 p.m. at the Port of
Morrow Riverfront Center
in Boardman.
M e d ic a l m a r iju a n a
facilities are legal in Oregon;
however, a bill has been
passed allowing counties
and cities to place a ban
on the facilities until May
and have a ribbon cutting
ceremony May 9. She said
total cost for the structure
will be right at $20,000 and
the group is still looking
for donations o f money,
material and labor.
L iv in g sto n said the
f o u n d a t i o n is s e l l i n g
posts at the pavilion, each
with a name plaque on it
for a donation o f $500.

help by a $500 sponsorship,
a donation o f any dollar
amount, time in helping in
construction, and support
by attending the ribbon­
cutting ceremony at noon
on May 9.

N o m i n a t i o n s w i l l be
accepted through Tuesday,
April 1. The Crystal Apple
Awards for Umatilla and
Morrow counties will take
place on May 21 at the
Pendleton Red Lion.
T h e a w a r d s is to
recognize individuals who
help to make schools and
students successful.

o f 2015. The moratorium
must be enacted by each
city prior to May 1 of2014.

w ill

opportunity at the hearings
for the public to comment
or to ask questions on the
proposed moratorium. The
Morrow County Planning
Departm ent is handling
the hearings, and more
information can be obtained

the city council and is a

The commission holds
monthly public meetings to
consider land use and zoning
matters presented by staff,
such as plan amendments,
zone changes, conditional
use p e rm its, v a ria n c e s
and tentative subdivision
projects. Meetings are the
third Wednesday o f each
month at 7 p.m. at Boardman
City Hall. Currently the
planning commission has
two vacancies. Interested

Glenn has served in
several ca p ac itie s with
the C ity o f B oardm an,
including mayor, councilor,
budget committee member
and planning commissioner.
The budget committee is
comprised of the Boardman
City Council and seven
members of the community,
a p p o in t e d by the city
council.
The committee holds
one or more meetings each
April to review and make
recom mendations to the
city council for the city's
b u d g e t and the U rban
Renewal Districts’ budget.
In other city business,
the council ratified the
police union's contract.
Also, councilors approved
a resolution supporting
an agreement between the
Columbia River Enterprise
Zone and VaData.
